Mr. Williams:
At your request we offer this proposal for engineering services for evaluation of an existing quote
to repair the tire drop off area and evaluate options for constructing a cover over this area of the Orange
County Regional Landfill Facility on Eubanks Road in Chapel Hill, NC. This proposal outlines our
understanding of the project scope, tasks to be completed, assumptions underlying our fee proposal, and
fees for various project tasks.
I. PROJECT DESCRIPTION
The tire recycle area at the Eubanks Road Landfill consists of a concrete slab with concrete barriers
used to contain the tires to the dedicated area. The slab has been topped with asphalt in the past and
that repair is beginning to fail. A contractor has provided a quote to add additional asphalt to the
surface; however, the owner has two concerns: 1) that the price may be higher than the average rate for
this work and 2) the work may not provide a long-lasting solution to the wear of the surface used for tore
recycling. Additionally, during the annual inspection of the facility by state officials, it was mentioned that
this area should be sheltered from rainfall. The Orange County Solid Waste Department reached out to
Draper Aden Associates (DAA) to provide a proposal to evaluate the quote from the contractor to repair
this area and guidance on options to cover the tire recycle area in a manner that allows the use of heavy
equipment to transfer the tire from the slab to a trailer for transport.
II. SCOPE OF SERVICES
The project consists of evaluation of a quote by a contractor to repair the existing slab by
recovering the area in asphalt. An evaluation will be conducted to determine if the price is reasonable
and if the work, when completed, will provide a suitable and durable repair. Additionally, DAA will
research options to allow for rain cover over this area in a manner that will allow for the use of the
landfill’s excavator to transfer the tire to the trailer used for transporting the tires off the site.

III. FEES

IV. DELIVERABLES
Our deliverable documents to you will be in the form of two emails:
1) comparison of the contractor’s quote to other similar projects on a square foot basis and an
estimate of the useful life of the proposed repair and
2) options and cost estimates for rain cover that will permit the use of an excavator to transfer the
stored tires to a trailer for export from the landfill
V. ASSUMPTIONS
Our service includes reasonable and appropriate response to review comments made by the
Owner.
