HomeMy WebLinkAbout2022-074-E-Solid Waste-Draper Aden-Consolidation of Eubanks Road NPDES Permits February 3, 2022 Robert Williams Solid Waste Director Orange County PO Box 17177 Chapel Hill, NC 27516 RE: Consolidation of Eubanks Road NPDES Permits Orange County, NC Draper Aden Associates Proposal No.: P2200366 Mr. Williams: At your request, we offer this proposal for engineering services for the resolution of conflicting permit requirements associated with two existing, overlapping NPDES Permits that have been issued by NCDEQ for the Eubanks Road Landfill Facility. It is our understanding that after the permit was issued, NCDEQ realized that a permit for the facility had previously been issued by their office, which was not provided when DAA requested information on the existing permit at the time of the C&DD Phase 2 and 3 expansion design. I. PROJECT DESCRIPTION DAA proposes to contact and coordinate with NCDEQ regarding the applicable permit conditions and requirements for the purpose of consolidating coverage to a single NPDES permit. This will be performed in order to prevent miscommunication, confusion, and prevent any potential notices of violation due to complying with nonapplicable permit conditions and sampling instructions. One permit will be rescinded, and the remaining permit modified to establish sampling and reporting conditions for the facility covered under the aforementioned permit. In addition, NCDEQ is transitioning to a mandatory electronic filing of all monitoring reports required by the NPDES permits effective January 2022. II. SCOPE OF SERVICES Draper Aden Associates will meet with NCDEQ to determine the necessary permit modifications to be filed for existing activities being conducted at the Eubanks Road facilities. DAA will then prepare any permit application/modification documents and any necessary attachments necessary for submission to NCDEQ. Upon receipt of the new permit, DAA will meet with Orange County Solid Waste Staff and review the requirements for sampling, observations, and reporting included in the revised NPDES permit. IV. DELIVERABLES Our deliverable documents to you will be in the form of an email from NCDEQ and DAA defining the actual permit in effect and resolved sampling and data collection requirements for each outfall location as defined by the permit. V.
