PURPOSE: To support the Town of Carrboro's resolution regarding future improvements to Smith
Level Road.
BACKGROUND: Smith Level Road south of Morgan Creek is a two-lane highway. The Durham-
Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO) has programmed this road
for future improvements which includes widening and intersection improvements.
The Town of Carrboro has been discussing with the North Carolina Department of Transportation
(NCDOT) the design cross-section of the future road which the Town's resolution reflects.
Agreement on the appropriate improvements could accelerate the project with NCDOT monies
and/or provide a design with which the Chapel Hill-Carrboro School District could be consistent
during their likely improvements necessary with the construction of High School #3 in the area of
Smith Level Road and Rock Haven Road.
This type of support, dialogue and collaboration with various entities are part of smart growth
principles.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): The Manager recommends the Board endorse the attached Resolution.

The following resolution was introduced by Alderman Joal Halt Broun and duly seconded by
Alderman Alex Zaffron.
A RESOLUTION REQUESTING THAT THE N.C DEPARTMENT OF TRANSPORTATION
CONSIDER AN ALTER_NATNE DESIGN FOR THE PROPOSED MODIFICATIONS
TO SbRTH LEVEL, ROAD BETWEEN MORGAN CREEK AND ROCK HAVEN ROAD

WHEREAS, the N C. Depaztment of Transportation (NCDOT) has proposed to widen a portion
of Smith Level Road, fiom the Morgan Creek Bridge to Rock Haven Road (TIP Project U-280.3);
and
WHEREAS, it is the Board's desire to modify Smith Level Road to the extent that it can safely
and effectively accommodate existing and future pedesnian, bicycle, and vehicular traffic; and
WHEREAS, it is important to the Board that such modifications be designed and constructed to
minimise disturbance of adjacent properties and maximize the mobility, safety, and access of
nansit users, pedestrians, and bicyclists; and
WHEREAS, the Board believes that the principles and procedures of Context-Sensitive Design
should be incorporated into the development of the project; and
WHEREAS, the Board believes that the principles of Transportation Demand Management
should be utilized to reduce the amount of traffic on Smith Level Road; and
VdHEREAS, the project proposed by the N,C Department of Transportation (NCDOT) includes
construction of a four-lane, median-divided roadway with [wo travel lanes in each direction, a
raised center median, curb and gutter, bike lanes, sidewalks, and bus pull-offs; and
R'HERERS, the Boazd believes that a more modest project design could meet [he objectives of
the Town and the State with regard to Smith Level Road, at a lower cost than the State's
proposed option, and with less disturbance of adjacent properties;
NOW, THEREFORE, BE IT RESOLVED by the Carrboro Beard of Aldermen that the Board
proposes a project design for Smith Level Road that would consist of two travel lanes (one lane
in each direction) with intersection improvements, tum lanes, pedestrian crosswallcs, and bus
pull-offs where necessazy; that sidewalks, bike lanes, and curb and gutter be provided on both
sides of the roadway; and that a median on portions of'the project could provide aesthetic and
safety benefits and should be considered.

BE IT FURTHER RESOLVED that the Boad understands that the State acquire right-of--way on
the basis of a four-lane median divided cross-section to facilitate the design and construction of
the project.
BE I7 FURTHER RESOLVED that the Board requests that tha State reallocate any surplus
project funds, wlvch may accrue as a result of a more modest project design to additional
pedestrian, bicycle, and vehicular safety and efficiency improvements in the vicinity of Smith
Level Road.
The foregoing resolution having been submitted to a vote, received the following vote and was
duly adopted this 18th day of Mazch, 2003:
