April 2, 1962, at 10 o'clock a.m. in the Commissioners, room at the courthouse in
Hillsboro, N. C.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
Clarence Jones, Donald McDade and Henry Walker.
Members absent: None
The minutes for the meetings held during the month of March were read
and approved by the Board.
The following Department Officials presented reports for the month of
y, 1962: Mrs. Evelyn Raper, Asst. Home Demostration Agent
E. M. Lynch, Clerk of Court
W. G. Wrenn, Veterans Service Officer
Jim Wight, Welfare Director
Two blind aid grants reductions were presented by the Welfare Department. The
recipients who were receiving the reductions were John R. Thomas and Lizzie White.
The reductions were signed by Donald Stanford, Board Chairman.
The following road petitions were presented and the Clerk was authorized to
forward same to the State Highway Commission:
1. South 11th Street in Mebane
2. Old University Station Road.
Chairman Stanford read the following request from the Chapel Hill City Board
of Education:
The Chapel Hill City Board of Education has requested that formal application
be made to the Board of Commissioners of Orange County for funds to complete the new
elementary school located on the Craig property off the Smith Level Road in Chapel
(Hill, North Carolina. The Chapel Hill City Board of Education therefore requests that
the Board of Commissioners of Orange County make available to it for.the construction
and fees for this school the amount of ($264,030.00) two hundred sixty four thousand
and thirty dollars. Your approval of this request will be appreciated."
Chairman Stanford recounted the fact that $100,000.00 was allocated toward
the completion of this pro5ect in the 1961-1962 budget. If this Board makes and.
-additional appropriation of $100,000.00 there,will have been made-available
$200,000.00 for the F.F.G. school.
Upon motion of Commissioner McDade, seconded by Commissioner Bennett, and
unanimously adopted, the sum of $100,000.00 was allocated towards the construction
of the F.P.G. School.
Upon motion of Co miissioner McDade, seconded by Commissioner Walker, and
unanimously adopted, Charles H. Keith, of Rt. 1, Durham, N. C., was appointed to serve
on the County Planning Board. The Clerk was requested to inform Mr. Keith of this
appointment which would become effective immediately.
Chairman Stanford read the following resolution from the Chapel Hill School
Trustees:

RESOLUTION REQUESTING THE BOARD OF COMMISSIONERS OF ORANGE COUNTY TO CALL AN ELECTION
IN THE CHAPEL HILL CITY ADMINISTRATIVE UNIT TO DETERMINE WHETHER OR NOT THE MAXIMUM
LIMIT OF THE SUPPLEMENTARY TAX TO BE LEVIED IN THAT ADMINISTRATIVE UNIT SHALL BE RAIS:
BE IT RESOLVED:
Section I, That the Board of Commissioners of Orange County call an election in the
Chapel Hill City Administrative Unit to determine the will of the people on the issue
of whether or not the maximum limit of the Supplementary Tax to be levied in that
administrative unit shall be raised to the rate of 35? per $100 valuation for the
purpose of improving and enriching the educational program of the schools in the
Chapel Hill City Administrative Unit.
Section II, That the district in which the election shall be held shall be composed
of the following area:
Beginning at a point at the intersection of the center line of the
county road that leads from Eubanks westwardly to old N. C. Highway
#86 and the center line of State University Railway at Eubanks,
running thence in a North Easterly direction to a point where Louis
Freeland's drive enters N. C. Highway #86, thence in an easterly
direction to the intersection of Erwin Road and New Hope Creek near
the Durham County line and thence in an easterly direction to the
Durham County line, thence in a southerly direction along the Durham
County line to its intersection with the Chatham County line; thence
in a westerly direction along the Chatham County line to the inter-
section of said county line with the township line between Bingham
and Chapel Hill Townshitis: thence due north.slona said tnwnshin

line crossing the Jones Ferry Road 1.25 miles northeasterly from its
intersection with the Orange and Chatham County line; crossing Antioch
Road at its intersection with N. C. secondary road ##5163, crossing N. C.
Highway ##54 just west of Bates store, crossing N. C. secondary road #56
at Bethel Church, a total distance of 39,177 feet to the intersection
of N. C, secondary road #512 with the paved road that leads from Dodson's
Crossroads southeasterly to Calvander (N. C. secondary road ¢#511); thence
along and with the center of said N. C. secondary road ;#512 in a north-
easterly direction 1,584 feet to a point in the center of said road;
thence south 723E 30' east 4,382 feet to a point in the center of the east
side of loop road, said point being 3,696 feet north of the first inter-
section north of Neville's Store; thence south 80* 45' east 4,752 feet
to a point in the center of the old N..C. highway #66, said point being
2,640 feet north of the first intersection of Calvander; thence south 74*
001 east 8,190 feet to the beginning point.

The County Attorney presented to the Board the following resolution pertaining
to the requested Chapel Hill School Distriction speciel-election.
RESOLUTION OF THE BOARD OF COMMISSIONERS OF ORANGE COUNTY, NORTH CAROLINA, ORDERING
AND CALLING FOR A SPECIAL ELECTION IN THE CHAPEL HILL SCHOOL DISTRICT DETERMINING
WHETHER THE SPECIAL SUPPLEMENTARY SCHOOL TAX SHALL BE INCREASED NOT TO EXCEED 35gfi
PER HUNDRED DOLLAR VALUATION.
Commissioner McDade moved that the following resolution be adopted:
WHEREAS, The Chapel Hill City Board of Education by resolution dated March 19,
1962, has requested and petitioned the Board of Commissioners of Orange County, North:;,
Carolina, to call an election in the area comprising the Chapel Hill School District
to determine the will of the people on the following question:
"Shall there be levied and collected within the area constituting the
Chapel Hill School District an additional special tax, over and above
the present 20g per hundred dollar property valuation special tax
now in effect, increasing said 20¢ per hundred dollar valuation special
tax to not exceeding 35X per hundred dollar property valuation withih
said area, to further supplement the current expense funds from State
and County allotments and thereby operate schools of the Chapel Hill
Administrative Unit within the Chapel Hill School.District of a higher
standard by supplementing any item of expenditure in the school budget?"
AND WHEREAS, that on said petition, copy of which is attached hereto, that the
Board of County Commissioners is required to hold said election: NOW, THEREFORE,
BE IT RESOLVED by the Board of Commissioners of Orange County as follows:
1. That a special election be held on Saturday, May 26, 1962, in the area
described in the petition of the Chapel Hill City Board of Education, and also herein-
after set forth in the Notice of Special Election, which area constitutes the Chapel
Hill School District of Orange County for the purpose of submitting to the qualified
voters in-said area and district the following question:
"Shall there be levied and collected within the area constituting the
the Chapel Hill School District an additional special tax, over and
above the present 20? per hundred dollar property valuation special
tax now in effect, increasing said 20¢ per hundred dollar valuation
special tax to not exceeding 35? per hundred dollar property valuation
within said area, to further supplement the current expense funds
from State and County allotments and thereby operate schools of the
Chapel Hill Administrative Unit within the Chapel Hill School District
of a higher standard by supplementing any item of expenditure in the
school budget?"
Said election shall be held pursuant to and in accordance with the pertinent
provisions of Chapter 115, Subchapter V, of the General Statutes of North Carolina and
the laws governing general elections.
2. The polling places within the Chapel Hill School District, which are designs
3d below in the form of Notice of Special Election to be held and the polls-for said
:lection shall open and close at the hours specified in said Notice. The election
)fficials whose names appear in said Notice have been duly appointed by the Board of
,ommissioners Supplemental registration for the qualified voters in said school
3istrict for Patterson and Cole's Store precinct is ordered as set forth in said
Totice of Special Election.
3. The Clerk of the Board of County Commissioners is hereby authorized and
lirected to publish Notice of said special election in The 'News of Orange County
and the Chapel Bill Weekly, newspapers published in Orange County, North Carolina
and having general circulation in the area referred to in this resolution, at least
thirty days before the date hereinbefore fixed for said election and thereafter twice
before the election at intervals of at least one week between publications, such
Notice to be substantially in the following form:
NOTICE OF SPECIAL ELECTION
AND SUPPLEMENTAL REGISTRATION
IN THE
CHAPEL HILL SCHOOL DISTRICT,
ORANGE COUNTY, X. C.
A special election will be held on Saturday, May 26, 1962, between the hours of
6:30 o'clock a. m. and 6:30 o'clock p, m., Eastern Standard Time, in the area herein-
after described, which area constitutes the Chapel Hill School District of Orange
County, for the purpose of submitting to the qualified voters residing in said area '
the following question:
"Shall there be levied and collected with the area constituting
the Chapel Hill School District an additional special tax, over
and above the present 20?, per hundred dollar property valuation
special tax now in effect, increasing said 20? per hundred dollar
valuation special tax to not exceeding 35X per hundred dollar
property valuation within said area, to further supplement the
current expense funds from State and County allotments and thereby
operate schools of the Chapel Hill Administrative Unit within the
Chapel Hill School District of a higher standard by'supplementing
any item of expenditure in the school budget?"
If said tax is levied it will be levied upon all taxable property situated witbir,
the Chapel Hill School District, as described herein, for the purposes above set
forth. Each ballot provided for the use of voters in voting on the above question in
said special election shall have the above question printed thereon and shall bear
the words "FOR Local Special Tax" and "AGAINST Local Special Tax", and shall contain
squares opposite the affirmative and negative forms, in one of which squares the
voter may make a cross (X) mark.
The area which comprises the Chapel Hill School District of Orange County is the
area contained with the following boundaries:
BEGINNING at a point in the intersection of the center line of the county
road that leads from Eubanks westwardly to old N. C. Highway #86 and
?• the center line of State University Railway at Eubanks, running thence
in a North Easterly direction to a point where Louis Freeland's drive
enters N. C. Highway #86, thence in an Easterly direction to the inter-
section of Erwin Road and New Hope Creek near the Durham County line
and thence in an Easterly direction to the Durham County line, thence
in a Southerly direction along the Durham County line to its inter-
section with the Chatham County line; thence in a Westerly direction
along the Chatham County line to the intersection of said county line
with the township line between Bingham and Chapel Hill Townships;
thence due north along said township line crossing the Jones Ferry
Road 1.25 miles Northeasterly from its intersection with the Orange
and Chatham County line; crossing Antioch Road at its intersection
with N. C: Secondary Road #5163, crossing N. C, Highway #54 just
West of Bates Store, crossing N. C. Secondary Road #56 at Bethel
Church, a total distance of 39,177 feet to the intersection of N. C.
Secondary Road #512 with the paved road that leads from Dodson's Cross-
roads Southeasterly to Calvander (N. C. Secondary Road #511); thence
along and with the center of said N. C. Secondary Road #512 in a North-
easterly direction 1,584 feet to a point in the center of said road;
thence South 72 deg. 30-min. East 4,382 feet to a point in the center
of the East side of loop road, said point being 3,696 feet North of
the first intersection North of Neville's Store; thence South 80 deg.
45 min., East 4,752 feet to a point in the center of the old N. C.
Highway #86, said point being 2,640 feet North of the first intersection
North of Calvander; thence South 74 deg. 00 min. East 8,190 feet to
the beginning point.
In said election the regular registration books for elections in the following
precincts included within the boundaries of the Chapel Hill School District will be
used: Carrboro: North Carrboro and South Carrboro; Chapel Hill: Country Club, Dogwood
Acres, East Franklin, Estes Hills, Glenwood, King's Mill, Northside, and Westwood.
In Patterson and Cole's Store Precincts special registration books will be used
and a new registration for qualified voters in said precincts who reside in Chapel
Hill School District is ordered and registration books will be open for the registra-
tion of such voters of these precincts not theretofore registered from 9:00 o'clock
a. m. until Sunset on each day beginning Saturday, April 28, 1962, and closing
Saturday, May 12, 1962. On each Saturday during said period said books shall remain
open at the said Patterson and Cole's Store polling places, Saturday, May 19, 1962,
shall be Challenge Day,

After canvass by the Board of County Commissioners of the results of said special
election when the returns have been filed with them by the offi cers holding the elec-
tion, and if said election shall be carried by a majority of th e votes cast in said
election, then and in such event there shall be levied in said area, effective as of
July 1, 1962, a special school tax which, including the present 20¢ per hundred dollar
valuation special tax, will not exceed 35¢ per hundred dollar v aluation tax.

YES -FOR local tax.
NO AGAINST local tax.
Commissioner Bennett seconded the motion to adopt said resolution, and after
discussion, said resolution was put to a vote and unanimously adopted. All members
of the Board present voted for the adoption thereof.
Mrs,. Richmond Bond, representing the Chanel Hill Library Board, presented e
brief report concerning the activities of the Chapel Hill Library and requested
permission to present to the Board a budgetary reque"at from the Chapel Hill Library
Unit.
Mrs. Bond was requested to contact the County Accountant in May concerning a
suitable date for this presentation.

The Board of Commissioners then adjourned and re-convened as a Board of
Equalization and Review.
There was no business to come before the Board of Equalization and Review
so it was resessed until the 1st Monday in August of 1962.
There being no further business to come before the Board of Commissioners the
meeting was adjourned to met again on Friday, April 6th, with the Trustees of the
Chapel Hill City Administrative Unit.

April 6, 1962
The Orange County Board of Commissioners met on Friday, April 6, 1962, in the
Commissioners' room at the courthouse in Hillsboro, N. C.
Members present. Chairman Donald Stanford, Commissioners Harvey Bennett,
Clarence Jones, Donald McDade and Henry Walker.
Members absent: None
The purpose of the meeting was to hear a request from the Chapel Fill City
Administrative Unit to permit them to proceed with the sale of the downtown school
property.
The County Attorney was present and advised the Board of Commissioners no
action was necessary on their part to permit the,Chapel Hill City Administrative
Unit to proceed with the sale.
After some discussion of the proper position of the Board of Commissioners in
this matter the following motion was offered by Commissioner Jones.
The Board of Commissioners understands the final responsibility for the sale
of the downtown school property in question rests with the Chapel Hill City Ad inistra
tive Unit, however, the Board of Commissioners are concerned with the Chsoel Hill
City Administrative Unit in their desire to offer said property for sale. The Board
of Commissioners feel the selling price should be at least the approximate replace-
ment cost of the facilities involved.
This resolution was seconded by Commissioner Walker.
Chairman Stanford called for a vote and there were 5 ayes and 0 nayes. Chairman
Stanford then declared the motion carried.
There being no further business to come before the Board the meeting was
adjourned.
