PURPOSE: To make two appointments to the Chapel Hill Board of Adjustment.
BACKGROUND: There are three Orange County vacancies on the Chapel Hill Board of
Adjustment: Two for the ETJ (Extraterritorial Jurisdiction) and one for the JPA (Joint Planning
Area). There are two applicants forthese positions.
Michelle Lewis, who recently resigned from the CHBOA, recruited Lawrence A. Herst
from her neighborhood to take her place.
Emma Jean Levi, who resides in the JPA, has been recommended by Mayor Kevin Foy.
The CHBOA is experiencing a quorum problem per Kay Tapp, CHBOA Clerk, and needs
these appointments soon.
FINANCIAL IMPACT: None
RECOMMENDATION(S): Make the following two appointments to the Chapel Hill Boartl of
Adjustment Mr. Lawrence A. Herst to fill the unexpired term of Ms. Michelle A. Lewis as an
ETJ representative, and Ms. Emma Jean Levi to the JPA position, both terms to expire June 30,
2004.
