BACKGROUND: The Hillsborough Planning Board acquires and maintains information in order to understand past trends, prepare and amend the comprehensive plan for the development of the area, and prepares and recommends ordinances promoting orderly development. The Board of County Commissioners appoints three (3) members residing in the Extraterritorial Jurisdiction (ETJ). RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to the Hillsborough Planning Board. 3 �SBORO� titi G' RESOLUTION Resolution #20211108-4.A rh �► Resolution requesting an appointment p 17 54 to an Extraterritorial jurisdiction seat C N 0 on the Hillsborough Planning Board WHEREAS, as a result of a vacancy, it is necessary to appoint a person to a seat reserved on the Hillsborough Planning Board for persons residing within the town's extraterritorial planning jurisdiction; and WHEREAS, if a resident of the ETJ cannot be identified to fill the position, the Orange County Board of Commissioners may appoint a resident of the county; and WHEREAS, by state statute and town ordinance, the Orange County Board of Commissioners initially has the authority and responsibility to appoint ETJ members to the Hillsborough Planning Board. NOW,THEREFORE, be it resolved by the Hillsborough Board of Commissioners: Section 1. The Orange County Board of Commissioners is respectfully requested to appoint the following individual to an ETJ seat on the Hillsborough Planning Board,whose term would expire November 30, 2024: Saru Salvi S06 Silver Fox Circle Hillsborough, NC 27278 Section 2. If the Orange County Board of Commissioners fails to appoint persons willing to serve in the capacity described above within 90 days of receiving this resolution,then the Hillsborough Board of Commissioners may make this appointment. Section 3. The Town Clerk shall send a copy of this resolution to the Orange County Manager. Section 4. This resolution shall become effective upon adoption. Advisory Board on Aging: Submitted Hillsborough Planning Board: Submitted Orange County Housing Authority: Submitted Interests & Experiences Relevant Experience Board #1 I was the primary caregiver for my mother-in-law who passed a number of years ago. My own mother died at the end of Dec 2020 at the age of 101 years old. I have learned a great deal about the services to the elderly on the local, state and federal level. Albeit,that my mother lives in MA, I at least know what questions need to be addressed and how to dig and find the answers. I help friends with dealing with their mother and/or father as they move into the next stage and need to look for services. Most importantly, is being advise them on how to deal with a difficult parent as that person struggles with the reality of aging. Ms Saru Salvi 6 Reasons Want to Serve Board#1 I am currently retired, I will have to time to dedicate to community activities. I would like to serve of this board because I feel that it is important that we give our senior citizens all of the support they need and also anticipate needs that they do not recognize.As I stated above, my mother passed at101 years old and she remained in her home and was able to die in her own bed. Diversity of Viewpoints Board #1 Not only being a senior myself, but having a mother who is elderly, I can bring a unique viewpoint to the board from the caregivers side. Recognizing that many seniors/elderly do not have access to information, often a caregiver has to step in and help. Conflict of Interest Board #1 None Relevant Experience Board #2 1 grew up in Cambridge MA, where I witnessed the growth of a small town outside of Boston.There are a lot of lesson's learned from that experience. I am now on the Hillsborough Water and Sewer Advisory Board and the Orange County Affordable Housing Board. I am a member of our communities Home Owner's Association Board as well as the Architectural Board. Reasons Want to Serve Board#2 1 am very interested in keeping Orange County a pleasant place to live for everyone and work on keeping it affordable and diverse. Diversity of Viewpoints Board #2 As a Black woman who went from living in a professional middle-class family to being a single mother, and living in public housing. During advisory board meetings, a member shall immediately disclose any potential conflict of interest and request to be excused from voting when he or she has a conflict of interest. 2. The advisory board chair should consult with the County Attorney or staff attorney on any potential conflict of interest in appeal matters. 3. In determining from existing facts and circumstances whether a conflict of interest exists the determining party shall consider the facts and circumstances as would an ordinary and reasonable person exercising prudence, discretion, intelligence, and due care. • Gifts 1. An advisory board member shall not directly or indirectly ask, accept, demand, exact, solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory board member, or for another person, in return for being influenced in the discharge of the advisory board member's official responsibilities. 2. This section shall not apply to gifts or awards authorized by Orange County Policies, Resolutions, or Ordinances. • Code of Ethics 1. Advisory board members should act with integrity and with independence from improper influence as they exercise the functions of their offices. Characteristics and behaviors that are consistent with this standard are: 1. Adhering firmly to a code of sound values. 2. Living as if they are on duty as appointed officials regardless of where they are or what they are doing. 5. Recognizing that individual board members are not generally allowed to act on behalf of the board, but may only do so if the board specifically so authorizes, and that the board must take official action as a body. 13. Being faithful in the performance of the duties of their offices. 14. Acting as especially responsible residents whom others can trust and respect. 15. Faithfully attending and preparing for meetings. 16. Carefully analyzing all credible information that is properly submitted to them, and when applicable, being mindful of the need not to engage in communications outside the meeting in quasi-judicial matters. 17. Being willing to bear their fair share of the board's workload. 18. To the extent appropriate, they should be willing to put the board's interests ahead of their own and shall avoid the appearance of a conflict of interest and shall, under no circumstances, use their position on any board for personal gain or profit. 2. Members of the Planning Board, Board of Adjustment, Economic Development Commission, and Board of Equalization and Review shall upon initial appointment, and prior to December 31 annually thereafter, disclose: 1. Any interest he or she or his or her spouse or domestic partner has in real property situated in whole or in part in Orange County and the general description of that property. 2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse or domestic partner has in any business, firm or corporation, which is currently doing business with Orange County pursuant to contracts awarded by Orange County, or which is attempting, or has attempted in the past calendar year, to secure the award of a bid from Orange County or the approval of any Board or Agency of Orange County. 3.
