BACKGROUND: The Human Relations Commission advises the Board of County Commissioners on solutions to problems in the field of human relationships. It also makes recommendations designed to promote goodwill and harmony among groups in the County irrespective of their race, color, creed, religion, ancestry, national origin, sex, affectional preference, disability, age, marital status or status with regard to public assistance. The Board of County Commissioners appoints all twelve (12) members. RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to the Human Relations Commission. 3 HUMAN RELATIONS COMMISSION Cultivating Community Through Social Justice December 20, 2021 The Respectable Renee Price, Chair Orange County Board of County Commissioners P.O. Box 8181 Hillsborough,NC 27278 Re: Board Re-Appointment and New Appointments The Orange County Human Relations Commission (HRC) recommends Frances Castillo for reappointment. She expressed interest in reappointment for additional terms, has demonstrated satisfactory attendance during their service on the board and has been an active member of the HRC. Additionally,the HRC recommends Shawnee Seese to fill Position #1 (at-large) and Michael Fath to fill Position#2 (at-large). Shawnee Seese exhibits a career of working with underserved and marginalized communities. She has also shown interest in being a social justice advocate and serving the community she lives in. Her experience and acknowledgment of the importance of effective community response to various social justice issues would be an asset as an HRC member. Michael Fath has expressed continued interest in being a member of the HRC. He attended a 2021 HRC meeting to gather a better scope on the Commission. His application demonstrates that he has experience working with a variety of people and is familiar with strategic planning and policy, which can be helpful in the upcoming work of the HRC. Applicant,Elizabeth Gullette, seems suited to serve on the Commission but did not provide a level of detail sufficient to make that determination. HRC members have requested the applicant be contacted and be asked to provide more details in their application. Finally, the HRC asks the Board of County Commissioners to consider postponing further appointments to the remaining one At-Large seat until more applications to join the HRC are submitted for review. Prior to that time I worked as a TASC (Treatment Alternatives to Street Crimes) case manager providing services to court-referred substance abusers. I also developed and presented prevention education programming to businesses, churches and schools addressing substance abuse, HIV/AIDS prevention, parenting, budgeting and job planning. As a former member of the New Hanover County Department of Social Services Board of Directors I had a firsthand glimpse of the ways in which marginalized communities could be assisted by proactive government programs or sadly, ways in which programs further demeaned them. My background, education and experience is relevant to this Board as I understand the issues facing marginalized communities and how those issues impact the greater community. Communities are comprised of diverse peoples who are all seeking to feel heard, accepted, relevant and respected. My career and experiences have made me attuned to this need and I believe this sensitivity and awareness would be essential to serving on this board. Reasons for wanting to serve on this board: Though la€TMm a new Orange County resident, I am not new to the area. I have lived in Durham most of my life and worked in that community providing indigent defense and have also had the opportunity to practice in Orange County. I currently work as a corporate attorney however I am 6 Page 2 of 2 Frances Castillo committed to improving conditions in the community and though I no longer practice advocacy work, membership on this board would nurture my desire to continue to work for a more just community. I enjoy community building and have worked throughout my life to encourage, support and build coalitions. I believe in the work of the Human Relations Commission in breaking down barriers to grow community. People may come from diverse backgrounds but a shared commonality is the desire for fair treatment, the opportunity to succeed and to be treated with respect. In instances where community members are treated as less than or impeded in those goals, I would like to be an advocate to right that wrong. Through my work as a public defender I was involved in racial justice initiatives and have a keen interest in addressing youth criminal justice issues and the rights of formerly incarcerated people. Orange County has a diverse population and with that many needs. I believe serving in this capacity would enable me to use my skills and empathy to strengthen the community and keep Orange County a great place to live because from inclusion comes cohesion. My family and I have lived in Orange County since 2011, and my wife works at Elon University.We have two adult children who live in New York and Berlin, and our son is a rising sophomore at Chapel Hill High School. I earned my PhD in Microbiology and Molecular Genetics, have professional experience as a management consultant, and a 20+year career as a strategic business leader in my industry. Throughout my career, I have valued Inclusion and Diversity and incorporated these principles into my departmental practices. Earlier this year, I joined the Grifols Black Employee Alliance as a founding member. Over the past several years, I have been sought out leadership in the local community. After reviewing the various Committee in Orange County, I believe that the Human Relations Commission is aligned with my advocacy interests and that I can make meaningful contributions to the Human Relations Committee. Reasons Want to Serve Board#1 I have been an advocate for Human Rights and Social Justice my whole life. Much of this comes through my work with the Democratic Party. I have taken on a leadership roles a precinct leader(Rogers-Eubanks Precinct) with the Orange County Democratic Party. I am proud of the work we did to get out the vote during these recent critical elections, and am looking ahead to further the cause in 2022 and beyond. I am also a member of the Chapel Hill-Carrboro NAACP,where I serve on the Political Action Committee. On a personal level, I am parent to a non-binary adult child, and see the challenges that they have faced in our society. Since moving to Orange County, I have devoted increasing amounts my time and expertise to further the causes of social justice in my community. After completing the Chapel Hill People's Academy this spring, I began investigating service opportunities and feel well aligned with the Human Relations Commission. I especially like the broad mandate of the Commission to "1) Study and make recommendations concerning problems in the field of human relationships, 2) Anticipate and discover practices and customs most likely to create animosity and unrest and to seek solutions to problems as they arise, 3) Make recommendations designed to promote goodwill and harmony among groups in the County irrespective of their race, color, creed, religion, ancestry, national origin, sex, affectional preference, disability, age, marital status or status with regard to public assistance, 4) Address and attempt to remedy the violence, tensions, polarization, and other harm created through the practices of discrimination, bias, hatred, and civil inequality, 5) Promote harmonious relations within the county through hearings and due process of law."To me, this shows a wholistic philosophy that is designed to serve and benefit all Orange Country residents. Advisory board members should act with integrity and with independence from improper influence as they exercise the functions of their offices. Behaving consistently and with respect towards everyone with whom they interact. 3. Exhibiting trustworthiness. 4. Living as if they are on duty as appointed officials regardless of where they are or what they are doing. 5. Using their best independent judgment to pursue the common good as they see it, presenting their opinions to all in a reasonable, forthright, consistent manner. 6. Remaining incorruptible, self-governing, and not subject to improper influence, while at the same time being able to consider the opinions and ideas of others. 7. I ve had both internal experiences, e.g., developing strategy and implementing programs, creating corporate university structures and resources, leading through matrix organizations, having to influence for change, etc. as Senior Director of Learning and Development at Lash, Coaching Practice Leader at CCL, and Chief People Officer at Well and, on the other hand, through consultant roles, having to sell and build business, learn quickly and develop content, effectively coach other leaders, and quickly assess organizations and teams from the outside and make actionable recommendations to improve, scale, reduce risk, remediate problems, transform, etc. I created the first Leaders of Color program within AmerisourceBergen in the early 2000 s and was then tapped to help start a corporate-wide Diversity& Inclusion Program.
