PURPOSE: To consider appointments to the Agricultural Preservation Board.
BACKGROUND: The Agricultural Preservation Board is charged to promote the economic and
cultural importance of agriculture in the county, and to encourage voluntary preservation and
protection of farmland for future production.
The Board of County Commissioners appoints all 15 members, including eight (8) At-Large
members, and one (1) member from each of the seven (7) Agricultural Districts in the county.

RECOMMENDATION(S): The Manager recommends that the Board discuss appointments to
the Agricultural Preservation Board.

Re: Agricultural Preservation Board Appointment Recommendations
Dear Chair Price:
The Orange County Agricultural Preservation Board (APB) discussed recommendations to fill
three vacant at-large position at its regular meeting on January 19th, 2022. The APB asks the
Board of Commissioners to consider appointing the following three applicants to replace
members who served their full two terms. These applicants bring varied backgrounds in
agriculture and will help the APB continue to carry out its important mission:
Appoint new applicant Anjail Taylor of Cedar Grove to the vacant at-large position
formerly occupied by Richal Vanhook (position 8). Ms. Taylor has raised organic tobacco
and comes from a family that has been farming for four generations.
Appoint new applicant Elizabeth Hooten to the vacant at-large position formerly occupied
by Kathy Shambley (position 11). Ms. Hooten raises beef cattle on her farm and is an
active member of the Orange-Durham Cattlemen's Association. Her farm is presently
enrolled in the VAD program.
Appoint new applicant Michael Hughes to the vacant at-large position formerly occupied
by Ken Dawson (position 15). Mr. Hughes, who formerly served on the Commission for
the Environment and the OWASA board, now raises bees and maintains a managed
woodland. His farm is presently enrolled in the VAD program.
The APB will continue to have one vacancy in the district position for the Cedar Grove Voluntary
Agricultural District (position 2). This position requires that the applicant be the owner of a
qualifying farm enrolled in the VAD farm located within the boundaries of this district. There are
several interested farmers now considering applying for this position. We expect to have a
qualified farm owner/applicant in the near future to recommend for the BOCC's consideration.
Thank you on behalf of the APB. We are grateful to these individuals for being willing to share
their experience and time so generously to assist with Orange County's agricultural preservation
program.

Ethics Guidelines for Orange County Advisory Boards and Commissions
I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial

matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.
10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.
12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.
14. Acting as especially responsible residents whom others can trust and respect.
15. Faithfully attending and preparing for meetings.
16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications
outside the meeting in quasi-judicial matters.
17. Being willing to bear their fair share of the board's workload.
18. To the extent appropriate, they should be willing to put the board's interests ahead
of their own and shall avoid the appearance of a conflict of interest and shall, under
no circumstances, use their position on any board for personal gain or profit.
2. Members of the Planning Board, Board of Adjustment, Economic Development
Commission, and Board of Equalization and Review shall upon initial appointment, and
prior to December 31 annually thereafter, disclose:
1. Any interest he or she or his or her spouse or domestic partner has in real property
situated in whole or in part in Orange County and the general description of that
property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
or domestic partner has in any business, firm or corporation, which is currently
doing business with Orange County pursuant to contracts awarded by Orange
County, or which is attempting, or has attempted in the past calendar year, to
secure the award of a bid from Orange County or the approval of any Board or
Agency of Orange County.
3. Failure to file a disclosure statement setting out the above required information shall
result in immediate removal of the member from the applicable board.

Community Involvement
As co-owner and manager of a small cow-calf herd of Balancer and Gelbvieh beef cattle, I have resided
on our farm in the southwest corner of Orange County since 2006. 1 grew up in Blacksburg, Virginia as the
daughter of extension faculty; my father in animal science (extension beef specialist) and my mother in
public service. I was active in 4-H from 9-19 and am a Virginia State 4-H All-Star. I graduated from
Davidson College in 1984 and went on to complete a masters in public health from the Gillings School of
Global Public Health at UNC-Chapel Hill and a doctorate in public health policy from The Bloomberg
School of Public Health at Johns Hopkins University. I have held academic and public service positions in
public health over the course of my career. I have served as a deacon and an elder at First Presbyterian
Church in Burlington and continue to serve both the local church and Salem Presbytery in various ways
(social justice, clergy and church health, etc.). I also volunteer with several other endeavors including the
Board of the Orange Durham Cattlemen's Association, and as a community organizer supporting
preservation efforts in the Historic Oaks area of Orange County.

I am very interested in exploring and facilitating preservation of rural communities in Orange County. On
our property, we have the foundational ruins of the original Oaks Post Office/General Store and a
historical roadbed. We enrolled in the VAD program in 2019 and continue exploring other ways to ensure
long term conservation/preservation of our property as agricultural land. I think it is vitally important for
information to be shared with farmers and land owners to help support and preserve our agricultural
history and resources.

My background in public health affords deep appreciation of the interconnectedness of our physical,
historical and social/political environments on individual and community well-being. Population growth
combined with climate pressures are critical forces that will impact our collective well-being, requiring us
to be forward thinking in how we manage land resources to balance the need for local food production,

Our property has been granted a Voluntary Agricultural District designation and I am interested in the
preservation of farmland. In my youth my family had a farm where we raised sheep and had about a
hundred yews. Each year I participated in birthing of the Iambs, and care and feeding of the heard.

1 am a Civil/Environmental engineer by education with 40 years of practice in design, construction, and
project management. I have BS in Civil Engineering from the University of Notre Dame and a MS in
Environmental Engineering from UNC Chapel Hill. Among my responsibilities while employed in the Public
Works Department at the City of Durham was to participate in an advisory capacity to the Durham, Chapel
Hill Carrboro Metropolitan Planning Organization in matters that pertained to Durham. I would like to bring
those experiences to Orange County.

systems ranging from large operations to local market-garden farms with diverse production
integrating crop and animal enterprises.
Reasons for wanting to serve on this board:
I have been in Agriculture for my entire career and would like Agriculture to continue to be a
viable way of life in what has become a heavily urbanized area (Research Triangle metropolitan
area). I am sympathetic with the challenges of continuing agricultural lifestyles and need to
adapt to changing needs brought on by urbanization. While large mechanized broadacre farms
will continue to decrease in number in metropolitan areas, we have an opportunity to preserve
agricultural areas which have production suited to the urban area and local markets.

experience in applied research and regulatory affairs in agriculture. While with industry, my
employers (and I as their representative) had occasion to use the services of the Community
Colleges in the areas where I worked. More specifically, we used summer interns as technical
assistants in field and laboratory work. While Durham Technical is not agriculturally oriented, I
suggest my experience would be useful, giving me a broad perspective applicable to the many
disciplines taught at Durham Technical.
Reasons for wanting to serve on this board:
I feel the community college system is a critical part of our overall educational system and while
it makes many contributions to American Industry, more can be done. Allegiances of Durham
Technical with local industry no doubt exist, but is a particular area that can be strengthened to
increase American competitiveness, particularly in the biotechnical, mechanical, electrical and
electronic trades.

Ethics Guidelines for Orange County Advisory Boards and Commissions
I agree by my signature below that, if appointed, I pledge to comply with the following ethics
guidelines for advisory boards and commissions as adopted by the Orange County Board of
Commissioners.
• Conflict of Interest
1. During advisory board meetings, a member shall immediately disclose any potential
conflict of interest and request to be excused from voting when he or she has a conflict of
interest.
2. During appeal proceedings, the applicant has the right to question the interest of any
voting member. The advisory board chair should consult with the County Attorney or
staff attorney on any potential conflict of interest in appeal matters.
3. In determining from existing facts and circumstances whether a conflict of interest exists
the determining party shall consider the facts and circumstances as would an ordinary
and reasonable person exercising prudence, discretion, intelligence, and due care.
• Gifts
1. An advisory board member shall not directly or indirectly ask, accept, demand, exact,
solicit, seek, assign, receive, or agree to receive any gift or honorarium for the advisory
board member, or for another person, in return for being influenced in the discharge of
the advisory board member's official responsibilities.
2. This section shall not apply to gifts or awards authorized by Orange County Policies,
Resolutions, or Ordinances.
• Code of Ethics
1. Advisory board members should act with integrity and with independence from improper
influence as they exercise the functions of their offices. Characteristics and behaviors
that are consistent with this standard are:
1. Adhering firmly to a code of sound values.
2. Behaving consistently and with respect towards everyone with whom they interact.
3. Exhibiting trustworthiness.
4. Living as if they are on duty as appointed officials regardless of where they are or
what they are doing.
5. Using their best independent judgment to pursue the common good as they see it,
presenting their opinions to all in a reasonable, forthright, consistent manner.
6. Remaining incorruptible, self-governing, and not subject to improper influence, while
at the same time being able to consider the opinions and ideas of others.
7. Disclosing contacts and information about issues that they receive outside of public
meetings, and refraining from seeking or receiving information about quasi-judicial
matters outside of the quasi-judicial proceedings themselves.
8. Treating other advisory boards and advisory board members and the public with
respect, and honoring the opinions of others even when they disagree.
9. Being careful not to reach conclusions on issues until all sides have been heard.

10. Showing respect for their appointed office and not behaving in ways that reflect
badly on the office, the advisory board, Orange County, or the Orange County
Board of Commissioners.
11. Recognizing that they are part of a larger group and acting accordingly.
12. Recognizing that individual board members are not generally allowed to act on
behalf of the board, but may only do so if the board specifically so authorizes, and
that the board must take official action as a body.
13. Being faithful in the performance of the duties of their offices.
14. Acting as especially responsible residents whom others can trust and respect.
15. Faithfully attending and preparing for meetings.
16. Carefully analyzing all credible information that is properly submitted to them, and
when applicable, being mindful of the need not to engage in communications
outside the meeting in quasi-judicial matters.
17. Being willing to bear their fair share of the board's workload.
18. To the extent appropriate, they should be willing to put the board's interests ahead
of their own and shall avoid the appearance of a conflict of interest and shall, under
no circumstances, use their position on any board for personal gain or profit.
2. Members of the Planning Board, Board of Adjustment, Economic Development
Commission, and Board of Equalization and Review shall upon initial appointment, and
prior to December 31 annually thereafter, disclose:
1. Any interest he or she or his or her spouse or domestic partner has in real property
situated in whole or in part in Orange County and the general description of that
property.
2. Any legal, equitable, beneficial or contractual interest he or she or his or her spouse
