This memo is to provide an update to the Board of County Commissioners (BOCC) on the
Strategic Prioritization of Transportation (SPOT) cancellation, project scores in Orange
County, and the status of the State Transportation Improvement Program (STIP).
Background:
Biennially, the North Carolina Board of Transportation (BOT) adopts a ten-year STIP that
funds and schedules transportation projects throughout the state for all modes of
transportation. The STIP implements the adopted Comprehensive Transportation Plans
(CTP) and Metropolitan Transportation Plans (MTP) of Metropolitan and Rural Planning
Organizations (MPO/RPO). The CTPs and MTPs are used by MPO/RPOs to determine
which projects are submitted for consideration in the STIP using the SPOT process.
In November, NCDOT's SPOT Office released the quantitative scores for projects that had
been submitted for scoring in the most recent cycle Prioritization 6.0 (P6.0). These scores
were released for informational purposes only, and will not be used in the prioritization
or selection of projects. The P6.0 process has been halted, and a different process will
be used to develop the next STIP for Fiscal year 2024-2033. However, the scores can still
provide us with insight to help our decision making when it is time to submit projects in
Prioritization 7.0 a few years from now.
Orange County and local towns' project scores are included in the attachment for reference.
Key highlights for Orange County-sponsored projects are summarized below:
Highway Projects:
• Old NC-86 (SR-1009) Modernization — Eubanks Road to 1-40 — highest scoring Division
Needs fundable project.
o Future SPOT — rural roads should focus on being brought to modern standards
o Division Needs projects are limited to Secondary Routes (SR) and individual
jurisdictions
• NC 54 Improvements — Mebane Oaks Road to Old Fayetteville Road — highest scoring
Regional Impact
o Future SPOT regional corridors (US and NC) should focus on capacity
improvements.

Transit, Rail and Bike/Pedestrian Projects:
• Chapel Hill Transit's North-South Bus Rapid Transit (BRT) will not be in the Draft STIP
2024-2033
o Transit projects compete against all other non-highway projects per SPOT
normalization process.
• Dimmocks Mill Road — highest scoring rail project in Orange County — Hillsborough
o Rail projects typically do well in Regional and Statewide funding categories
• Buckhorn Road — submitted by NCDOT Rail Division — 2nd highest scoring rail project
o Future SPOT project should focus on the portion south of 1-85/1-40
• Orange County may need to address local match and local administration prior to
submitting bike/pedestrian projects.
The Draft STIP 2024-2033 will be released in spring 2022 for public comment. It will include
revised cost estimates for all projects brought on by increasing project expenses. NCDOT
does anticipate some revenue from the new Federal transportation authorization bill called
Infrastructure Investment and Jobs Act (IIJA). However, NCDOT has been presenting their
financial outlook to local and regional agencies across the state, expressing the following key
points as they prepare drafting the 2024-2033 STIP:
• Cost projections may exceed $11 billion, IIJA funding to NC may provide about $8 billion.
o Draft STIP was initially estimated at $7 billion in October 2021
o Current and previous STIPs were limited to $2 — 3 Billion
• Some committed STIP 2020-2029 projects will be removed to ensure a financially
constrained Transportation Improvement Program (TIP).
o NCDOT will work with MPO and RPO to coordinate on project schedule
This concludes the current SPOT cycle. Transportation planning staff will continue to keep
the BOCC apprised of the state's STIP process. Feel free to contact staff with any questions.
