BACKGROUND: A primary goal of the Economic Development Commission since its inception has been providing assistance to small businesses to enable main to grow and prosper In Orange County. The Small Business and Technology Development Center(SBTDC) provides significant services to local businesses and has operated under contract with Orange County since 1990. The contract provides for$10,000 to be paid in two installments of$5,000 each. The first is to be paid on or about December 31, 2001 and the second on or about April 30, 2002. For the first six months of 2001, the SBTDC served! 55 Orange County them for a total of 1,107.5 hours of counseling time: • 10 were pre-venture Gients representing 43.25 houm of counseling • 41 were existing businesses representing 341.55 hours of counseling • 4 were High Growth/High Impact businesses representing 632.75 hours of counseling During the same six-month period, SBTDC staff helped eight businesses secure$1,277,010 in financing. The financing enabled these companies to create 2 part-time and 11 full-time jobs, and retain 5 part-time and 16 full-time jobs. For calendar year 2000, the SBTDC served 108 Orange County clients for a htlal of 1,165 hours of counseling time: 17 were considered pre-venture clients(in the process of stating their business) representing 52.25 hours of counseling. z • 84 were existing businesses representing 729.25 hours of counseling • 7 were High OmwlhlHigh l meat[businesses representing 383.5 hours of counseling During 2000, the SBTDC also helped nine local businesses secure$1,251,000 in financing, enabling these businesses to create 7 part-time and 19 full-time lobs and to retain 15 part-time and 30 full-time jobs. It should also be noted that annual economic impact assessments undertaken at the state level (performed by an independent assessment firm)show that SBTDC clients significantly outperform the average for North Carolina small businesses in both sales and employment growth. With the implementation of the Orange County Small Business Loan Program, the County's partnership with SBTDC has become more important. SBTDC counselors have been working closely with staff of the Economic Development Commission to make potential borrowers aware of the program. In addition, SBTDC counselors have been assisting potential loan pool clients in preparing business plans. To date, all three applicants for the loan program have worked with SBTDC staff on business plan preparation. FINANCIAL IMPACT: The annual budget for the Economic Development Commission approved for Fiscal Year 2001-2002 Includes$10,000 for professional contract services for this contract. RECOMMENDATION(S): The Manager recommends that the Bell approve the contract and authorise the Manager and the Clerk to the Board to execute the contract. North Catalog,hereinafter refined to as"County' and the University ofNOrth Carolina at Chapel Hill for and on behalf of it Small Business and Technology Development Center, 333 Fayetteville Street Mall, Suite 1150,Raleigh,North Carolina 2]601-1]02,hereinafter referred to as the"SBTDC', WfMESSET'H: WHEREAS,the on-going work of the Runge County SBTDC is consistent with the Orange County Economic Des'elopmmt Strategic Plan;and WHEREAS,the work of the Orsnge County SBTDC,the development of more comprehensive small business information,and apublic awareness and educational program on then i avail able to small business,is an integral pan of meeting the objectives spccifiedin the Orange County Economic Dwclopmen[Strategic Plan and WHEREAS,the @rose County Economic Development Commission,hereinafter referred to as the EDC,has endorsed the Orange County SBTDC concept,and has comuraged the County's support,financial and otherwise;and WHEREAS,the EDC is an agency of me County; and WHEREAS,economic development is an important public purpose which can be aided by contributions of Orange County[mots;and WHEREAS,Orange County supports the Economic Development Stm[egic Plan, and public-privAc wtiatives to implement the Plan. Now,therdom,at consideration of the above and the momil covenants and considerations hereinafter set mi me County and the SBTDC agree as follows: Firm,in consideration of the EEC's ongoing support,the SBTDC will maintain a regional office in Gangs Cowry This will consist, at minimum,of the presence of those professional staff members in the County. Second,the SBTDC will make its general business committing;services and more specialized services and counseling in the areas of international made,technology developmen ,and government procurement(including Pro-Bid)available to small fitms and would-be enfreprepeurs fluoughout the Count Whvc appropriate SBTDC will work with specific clients reported by IM MC. TTird,one or more resources libraries will be maintained in the County and hand- outmatenalswillbeavailable. The SBTDC also willpmvide amens to speciaiz� a software such as FLSCAL loonpackageevaluation and spreadsheetprograrn—and other business start-up and assismnce resources at no charge to the businesses. Fourth,the SBTDC will continue to develop mud offer with the EDC and other sponsms a variety of training progmme both for small business front and for Nose who serve small businesses(such as bankers). These will be scheduled bi-amtudly thoughout the tern of this agreement. A stoonfic focus during the term of this conga shall be assistance to female and minority owned businesses. Pilch,the SBTDC will work actively to increase public awareness of and access to its services throughout the County.A visitation effort will be conducted to acquaint Orange Countya employers with services that can assist them with expansion. Effom will be more in fully involve other agencies oral resources such ae(Yammers of Comments, SCORE,the local community college,Cmodwork,Self Help,and local professional and civic groups. Sixth,the SBTDC will provide technical assistance,business plan and loan package preparation assistance to businesses and individuals preparing m apply for financing form the Orange Cowry Small Businees Loan Pool. Seventh,the SBTDC will provide me EDC wit a written report within 30 days of the dove ofeaoh quanta. Ms will dMMI the pmgtam and service aotiv dri s of the SBTDC in Orange County for the quarter. The SBTDC also will provide aMail of client cvaluatfous of services each quarter. Eighth,the SBTDC will make its best good thith effort to continue and/or expand the level of service in Orange County proposed under this agreement beyond the tams of this agrcciram. Ninth,in return forthe foregoing,the Cowry will pay the SBTDC$10,000 in two $5,000 installments. Tenth,me EDO will actively support and promote the programs and sevices of the SBTDC within Orange County. Eleventh, the Dtraror of rise EDC will become a member of the SBTDC suite- wide Advisory Board,as long as this agreement is in effect. Twelfth,the term of this agreement will be 1 year beginning July 1,2001 and ending tune 30, 2M2.
