PURPOSE: To consider approval of three change orders to the Rogers Road main waterline
project that have been identified by Orange Water and Sewer Authority (OWASA)staff.
BACKGROUND: The Rogers Road main waterline construction project Is nearing completion.
OWASA is managing this project under an agreement with the County, and has identified the
need for three change orders to the original project, as outlined in the accompanying staff
memo from the County Engineer.
The nature of and need for these change orders were discussed by the BOCC at its December
3, 2001 meeting, but final approval was not requested or granted because of uncertainties as to
the total cost of the change order. A private contractorsubmitted to OWASAa$41,500
proposal to accomplish the work associated with the third change order(installation of
automatic waterine flushing valves). That proposed cost was substantially higher than initial
staff estimates, and prompted County and OWASA staff to examine more cost-effective
alternatives to accomplishing the needed work. OWASA has since determined that its own staff
can and will provide all construction services related to that change order at a cost in the range
of$20,000 to $25,000. OWASA staff advises that the cost to accomplish all three change
orders will be approximately S40,000. That figure is in line with the original staff se0mets of
cast as presented in the DOCC'a December agenda materials.
An appropriation of$40,000 from reserves In the Landfill Enterprise Fund will be needed to
cover the cost of these change papers and to enable OWASA's construction contractor In
complete the project within the next few weeks.
FINANCIAL IMPACT: Adequate funds are available in Landfill Enterprise Fund reserves to
cover the $40.000 estimated cost of the three change orders.

RECOMMENDATION (S): The Manager recommends that the SOeed: 1) authorize OWASA to
undertake the change orders; and 2)approve the appropriation of 540,000 in reserves from the
Solid Waste Operations/Landfill Enterprise Fund to cover the cost of the change orders.

Residents of the commonalty have expressed concerns that these open

Chance Order3, Automatic Flashing Valves—One ofthe challenges o£the Ragvs Read project since
its inception is the requirement that the project's water mains be size!large enough to provide fire
protection flows and pressures throughout the neighborhood and accommodating the projected demand of
future development in adjacent areas(such as the Greene Tract),while shnultancously providing high
quality drinking water to a relmively few existing customers. This requirement poses something of
corundum in that potable water is treated with disist'ectant chemicals musatly chlorine or a chlorine
command)that dissipate from the treated water within a short period of house(generally a week or less),
Accordingly,for water to remain parodic(by law,retaining a measurable chlorine residual),it must be

These have been several questions as ro the efficacy of the automated Rush valve installation as opposed
to some son communist flushing process that would continue until demand generated flow is sufficient to
provide the necessary mmoverofwater. While there is little question that such a process could be
implemented for this parocular subsystem of OWASA's water distribution network,it would be a time
ming suit staff intensive operation for OWASA. OWASA will alreadybe called upon m bear the
costs of the water that is lost through the flushing premium,regardless ofwhether that operation is
antassead or manual. The question of the extent of those coati has been vary recently posW to OWASA
