PURPOSE: To consider an appointment to the Human Relations Commission (HRC).
BACKGROUND: The Human Relations Commission is composed of twenty-three (23)
members who normally serve for three-year terms. The towns of Hillsborough, Chapel Hill and
Carrboro are each allocated two (2) seats, with the remaining seventeen (17) considered "at
large" seats with representation sought from the townships of Cheeks, Eno, Bingham, Little
River, and Cedar Grove. The town councils of Hillsborough, Chapel Hill and Carrboro shall
nominate persons to fill their seats, and these nominations shall be accepted by the Orange
County Board .of Commissioners. Should the town councils choose not to make a nomination,
the Board may fill the seats from applications submitted to the County. It is the intention of the
Board to appoint Commission members known to favor the principles of equa- opportunity and
non-discrimination.
There are four vacancies: two At-Large; one, resident of Chapel Hill; one, resident of Carrboro.
The Town of Ghapel Hill and Carrboro have been notified of their vacancies, with a
recommendation having been received from Carrboro to appoint Ms. Josephine Harris, 600
Hillsborough Road, Carrboro, NC 27510. She would be serving a partial term which would
expire on June 30, 2004,
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consider making a/an appointment/appointments to the Human
Relations Commission as the Board may decide.

WHEREAS, the Town of Carrboro has twa seats on the Orange County Human Relations
Commission; and
WHEREAS, one of these seats is currently vacant; and
WHEREAS, Josephine HazTis has submitted an application expressing interest in serving as a
Carrboro representative on the Orange County Human Relations Commission.
NOW, THEREFORE, THE BOARD OF ALDERMEN OF THE TOWN OF CARR.BORO
HEREBY RESOLVES:
Section 1. The Mayor and $oazd of Aldermen hereby recommend that NIs. Josephine Hams be
appcinted as a Carboro representative on the Orange County Human Relations Commission. If"
appointed, Ms. Harris' term would expire in June 2004.
Section 2, This resolution shall become effective upon adoption.
