Matching Grant Program Brochure Chapel Hill 968-0501 (Under Separate Cover) Durham M-7331 Mebane 336-2274031 PURPOSE: To consider resolution regarding the potential award of funds by Durham County for the future construction of mountain bike trails for the Little Rlver Regional Park, consistent with the future approved site plan. BACKGROUND: Orange County and Durham County acquired a 391-acre property in 2000- 01 for the new Little River Regional park and Natural Area. The regional park will be Jointly owned and managed by Orange and Durham counties in accordance with an inter-local agreement (yet to be developed). The counties have agreed to make the park available for a variety of low-impact recreational uses, including hiking, picnic areas, horseback riding and mountain biking. Large portions of the park will remain in a natural state. Orange County, on behalf of bath counties, is in the process of aoliciting bids for a contractor to develop a conceptual design and site plan for the agreed-upon park facllitlea at the Little River Regional Perk. The current timetable anticipates final site plan approval by July 15, 2002 and construction underway by eady Fall. In the meantime, Durham County is considering sanding a matching grant to a local non- profit organization that is interested in designing, constmcting and maintaining mountain bike trails in the Pil The Durham-Orange Mountain Bike Organization (DOMBO) applied for $4,150 from Durham's Matching Grant Program, administered by the Durham Open Space and Trails Commission (COST). DOST is an appointed citizen advisory board to the Durham City Council and Durham County Board of Commissioners for matters related to open space as well as pedestrian and bicycle Issues. Grants are awarded on an annual basis in January z of each year. Constmctbn of park facilities is expected to begin in Fall 2002, well in advance of the next grant award pedod. No construction of bike trails would occur until an appropriate time, after approval of the site Plan by bath Durham County and Orange County commissioners. Following review of the DOMBO application, DOST is prepared to recommend the project for Durham County Board of Commissioners approval with the proviso that the maintenance of such facilities must be administered by DOMBO consistent with a maintenance contract that would be approvetl by bath Durham and Orange counties. The Managers and starts of both counties are working on a draft inter localagreement regarding the uses, operations and maintenance of this park. Additionally, the managers and their staffs will also be discussing the funding relationships for the park. Attached for BOCC consideration are a) a resolution conceming the potential Durham grant, b) a memo from the DOLT requesting Orange County approval of Is forthcoming grant recommendation, c) a map of the Lttle River Regional Park showing potential bike trail locations, d)the DOMBO gram application, and e) a brochure about Ourham's Matching Grant Program. FINANCIAL IMPACT: The Durham-Orange Mountain Bike Organization (DOMBO) has requested $4,150 from Durham County for supplies and materials to be used for bike trail construction. The proposed grant would be matched with an In-Idnd contribution of$4,520 worth of volunteer labor for trail construction and maintenance. NO Orange County funds would be expended as a result of this action. Orange County staff would, however, monitor the trail construction along with Durham County staff la make sure it is done consistent with the approved site plan for the park. RECOMMENDATION(5): The Manager recommends that the Board adopt the resolution agreeing to the potential awarding of Durham County funds for Me future construction of mountain bike trails in the Little River Regional Park and Natural Area, with the understanding (as stated) that no construction of trails shall occur until after a site plan is approved by both county boards. ATTACHMENT A 3 ORANGE COUNTY BOARD OF COMMISSIONERS RESOLUTION Potential Durham County Grant for Construction of Mountain Bike Trails at Little River Regional Park and Natural Area WHEREAS, Orange County and Durham County purchased a 391-acre property in 2000- 2001 for establishing the Little River Regional Park and Natural Area; and - WHEREAS, Orange County and Durham County collaborated with the Triangle Land Conservancy and the Eno River Association to acquire this property for the purposes of protecting a water supply watershed, preserving important wildlife habitat and open space, and providing citizens with an new area for low-impact recreation; and WHEREAS, Orange County and Durham County will jointly own and manage the park in accordance with a forthcoming inter local agreement to be approved by both county boards of commissioners; and WHEREAS, Orange County and Durham County have agreed to allow mountain biking on designated trails within the park in accordance with a park master plan to be approved by both county beams of commissioners; and WHEREAS, Durham County has A Matching Grants Program that assists nonprofit organizations to preserve open space lands and promote new or improved recreational opportunities; and WHEREAS, the Durham Open Space and Trails Commission (DOST), which administers the Matching Grants Program, has received an application from the Durham-Orange Mountain Bike Organization (DOMBO) for matching funds to design, construct and maintain mountain bike trails in the park; and WHEREAS, the proposed mountain bike trails would not be constructed until a site plan for the park has been developed and approved by both county boards of commissioners' NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners do hereby agree to the potential awarding of grant funds by Durham County for the establishment Of mountain bike trails at the Little River Regional Park and Natural Area on the conditions that a) no trail construction occur prior to Park site plan approval by both Orange County and Durham County Commissioners and b) future maintenance of mountain bike trails be consistent with an agreement approved by both Orange and Durham counties.
