PURPOSE: To create an intergovernmental and community task force to address traffic,
pedestrian and bicycle safety in the area of Homestead Road and High School Road.
BACKGROUND: The subject of traffic and student safety was brought forth on October
15, 2003 at the .loint Planning Area Public Hearing, Sharon Cook, a local area resident and
spokesperson for "Students on Sidewalks" spoke at the meeting and described a variety of
traffic and pedestrian issues in the area, especially during peak school hours.
The need for amulti-governmental task force was noted because of the close
proximity of Carrboro and Chapel Hill planning jurisdiction boundaries, as well as, Orange
County Sheriff enforcement prior to future annexations. In addition, there are new housing
projects on the horizon that could exacerbate traffic issues.
The short-term task farce will help suggest short-term improvements and lend support
to accelerate long-range improvements noted in the Metropolitan Planning Organization
Transportation Improvement Program for the area. The goal statement elaborating on the
above will be determined by the task farce.
The following is the suggested composition of the Homestead Road and High School
Road Safety Task Force:
One County Commissioner (or designee)

One Town of Carrboro Alderman (or designee)
One Town of Chapel Hill Councilperson (or designee)
One Chapel Hill/Carrboro School District
representative
One North Carolina Department of
Transportation representative
Two Community representatives X
X =Chosen by the Board of County Commissioners
Staff support for the task force will be from the planning or transportation division of
the local governments. The Police and Public Works Departments also will offer input. A
Winmore Development representative, who has a major project in the area, will also be
notified because they will be making improvements in the area, The Orange County
Planning and Inspections Department will organize the agendas.
A subcommittee of the Durham-Chapel Hill-Carrboro Metropolitan Planning
Organization (DCHC) Technical Coordinating Committee (TCC) made up of transportation
staff from the Chapel Hill Planning Department, Carrboro Planning Department, and Orange
County Planning and Inspections Department, will meet December 4, 2003, with the North
Carolina Department of Transportation (NCDOT) District Engineer to disctass available
funding far, and to develop, a discrete list of improvements/projects that address traffic,
pedestrian and bicycle safety in the area of Homestead Road and High School Road .
FINANCIAL IMPACT: None at this time,
RECOMMENDATION(S): The Administration recommends the board create the task
force and appoint associated members, In addition, forward this item to the other local
governments for their representatives,
