PURPOSE: To consider the appointment of Mc Brian R. Poplin to an EMm[ertltotlal
Jurisdiction (ETJ) position on the Hillsborough Board of Adjustment.
BACKGROUND: Pursuant to GS i60A-362, the Town of Hillsborough adopted a Resolution on
October 8, 2001, received in the County Clerk's ofice an Octnbar 15, 2001, requesting the
appointment of Mr Brian R. Poplin, who resitles within the town limits, [c a vacant ETJ seat.
The Bcak of County Commissioners has 90 days from receipt of the Resolution tc make [his
appointment, aker which the Hillsborough BoaN of Commissioners may make the appointment.
The 90 tlays will expire on January 13, 2002, which will be prior to the next regulatly-sbhetluletl
BOCC meeting on January 16, 2002.
The County Clerk's office has advertised this vacancy for [he last two months antl no
applications have been received. Staff will continue to advertise for this position. G5160A-362
states, "It there is an insufficient number of qualified resitlen[s oT the area [o meet membership
requirements, [he board of county commissioners may appoint as many other resitlents of the
county as necessary to make up [he requisite number."
FINANCIAL IMPACT: None
RECOMMENDATION: The resolution from the Town of Hillsborough recommentls that the
Board of County Commissioners approve the appointment of Brian R. Poplin to the ETJ poahion
on [he Hillsborough Boats of Adjustment for a term ending October 1, 2004.
