1. The OUT Board is charged with advising the Board of County Commissioners on the planning and programming of
transportation infrastructure improvements and other County transportation planning initiatives, as directed by the Board.

Written comments can also be dropped off at the Planning Department's offices at 131 W. Margaret
Lane, 2nd floor, Hillsborough, NC during normal business hours (8:00 a.m. to 5:00 p.m. Monday
through Friday). Please leave your comments in the drop-off box near the front counter and call (919)
245-2575 to notify staff that there has been a drop-off. Written comments will be scanned emailed to
the OUTBoard members and staff.

53 Erik Broo commented that when it comes to local match to get bike and ped projects, maybe the only thing the Board can
54 do is recommend to the BOCC to try to get local population behind a tax increase to allow for these projects. Nothing is
55 going to happen until there is money for the local match for meaningful bike/ped projects and he questioned what options
56 are available.

58 Nish Trivedi explained that the local municipalities have more options because they can apply for Powell Bill Funds which
59 is not available to counties.

61 Tony Blake stressed that he would like to see the bike pathways connected through greenways and would like to see a
62 countywide network of trails and establish a partnership between the County and the municipalities.

64 Erik Broo would like to encourage the BOCC to find ways to find other option for local match for bike/ped projects not tied
65 to road/highway projects.

83 to public outreach once that is all developed. He also directed the OUTBoard to the transit plan website

Work Plan
PURPOSE: To discuss and consider approving the Orange Unified Transportation Board's
(OUTBoard) 2021 Annual Report and 2022 Work Plan.
BACKGROUND: The Board of County Commissioners (BOCC) welcomes input from various
advisory boards and commissions. The Planning Staff drafts the OUTBoard's annual report and
work plan. The annual report informs Commissioners of the OUTBoard's past year's activities
while the work plan details next year activities. These activities should be and are consistent
with the goals and objectives of the Board of County Commissioners (Attachment 1).
The draft annual report and work plan is provided in Attachment 2.
Planning staff must submit the 2021 Annual Report and 2022 Work Plan to the County Clerk's
office before January 14, 2022. It has been the OUTBoard's standard practice to review and
consider the annual report and work plan through a regular meeting, with any revisions per the
pleasure of the Board. This information will not be part of the annual BOCC retreat but will most
likely be received as the plans were last year - in the winter/spring 2021 work session. Staff
and/or advisory board chairs will also present brief work plan summaries to the BOCC at this
work session.
FINANCIAL IMPACT: There is no immediate financial impact associated with this item.
RECOMMENDATION(S): Staff recommends that the OUTBoard approve the 2021 Annual
Report and 2022 Work Plan.

ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS
GOALS AND PRIORITIES
Goal One: Ensure a community network of basic human services and
infrastructure that maintains, protects and promotes the well-
being of all County residents.
Priority 4: Review services to identify and protect `safety net' programs
and services.
Priority 5: Encourage for profit investments in affordable housing and
review available tools.
Goal Two: Promote an interactive and transparent system of governance
that reflects community values.
Priority 6: Develop plan and tools to improve how County and citizens
communicate with each other; foster two-way exchange.
Priority 7: Improve intra- and intergovernmental coordination, cooperation
and collaboration. (a) Work with Town of Hillsborough on:
Joint land use planning approaches, policies/ordinances, and annexation,

commissions when framing this review
Priority 26: Clarify and communicate to public how and why County
funding is allocated the way it is
Goal Three: Implement planning and economic development policies
which create a balanced, dynamic local economy, and which
promote diversity, sustainable growth and enhanced revenue
while embracing community values.
Priority 2: Implement Comprehensive Plan (a) Rewrite zoning and
subdivision regulations (Unified Development Ordinance).
Priority 3: Develop economic plans for three (3) districts.

Priority 9: Update economic development plan for County: (a) Clarify
economic development plan for each district; (b) Identify spectrum of tools;
(c) Identify other stakeholders; and (d) Identify what the County wants to
see happen.
Priority 10: Develop an energy plan that includes economic development
strategies to attract, retain, and grown `green' business
Priority 19: Be actively involved and informed about UNC-CH decisions
and intentions
Priority 20: Support transit, pedestrian, and bicycle facilities and other
alternatives to the single passenger automobile.
Priority 21: Amend County zoning to address and modernize airport and
related issues.
Goal Four: Invest in quality County facilities, a diverse work force, and
technology to achieve a high performing County government.
Priority 11: Invest in technology to increase work efficiencies; e.g. web
streaming, paperless agendas, integrated tracking systems between field

Goal Five: Create, preserve, and protect a natural environment that
includes clean water, clean air, wildlife, important natural

Priority 1: Conserve high priority natural areas, wildlife habitat, and prime

Priority 16: Develop an accounting and assessment system of water and
air pollution: (a) In conjunction with ICLEI; Set emissions reduction target

Priority 24: Plan to acquire/land bank for future park development.
Priority 25: Develop a policy/update current plan about how parks will be
developed, appropriate ratio of parks to population, length of time to
develop, and incorporation of such into the Capital Investment Plan (CIP).
Goal Six: Ensure a high quality of life and lifelong learning that
champions diversity, education at all levels, libraries, parks,
recreation, and animal welfare.
Priority 13: Plan to provide `equitable' library services for Orange County
residents.
Priority 14: Fulfill remainder of bond issuance approved by voters in
2001 for soccer and Twin Creeks
Priority 17: Review the Schools and Adequate Public Facilities
Ordinance: (a) Is it doing what it was originally intended to do? (b) Does it
have application for Durham and Mebane?
Priority 18: Address inequities between old and new schools. Older
schools are in need of capital improvements. Building new schools has
been the funding priority.

• Once per month — third Wednesday — or as needed to address items that
require action consistent with its Charge and Duties as specified in the
OUTBoard Rules and Procedures, Sept 9, 2016. The Board met five times in
2020.
Brief Statement of Board/Commission's Assigned Charge and Responsibilities.
The OUTBoard is charged with advising the BOCC on the planning and programming of
transportation infrastructure improvements and other County transportation planning
initiatives, as directed by the Board.
The OUTBoard may be directed to provide input on regulations on which the Planning
Board has primary statutory and local ordinance advisory duties. In such instances, the
OUTBoard shall serve in an advisory capacity to the Planning Board.
What are your Board/Commission's most important accomplishments?
In 2020, the OUTBoard has:
1. Made recommendations on Orange County Comprehensive Transportation Plan
(CTP) in Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC
MPO) as the MPO updated its CTP.
2. Discussed regular updates on North Carolina Department of Transportation
(NCDOT) Division 7 current implemented projects in Orange County.
3. Participated in BG MPO 2045 Metropolitan Transportation Plan (MTP) Update.
4. Completed all work outlined by the Bicycle Safety Research Action Plan.
5. Received the Orange Grove Road Municipal School Transportation Assistance
(MSTA).
TAS accomplished the following:
1. OCPT Quarterly Operational Statistics, including ridership data.
2. Implementation of a new route, the Orange Alamance connector, that provides
midday service from northern Hillsborough out to Cone Health facility in Mebane,
then back to southern Hillsborough, and through the heart of the historic
downtown area.
3. NCDOT compliance and safety audit results for OCPT, Department of Aging
contractor audits, and Department of Social Services audits as a Medicaid
contractor, required for certification as a Medicaid provider.
4. Transit Scheduling and Planning Software upgrades and procurements.
5. Orange County commuter options.
6. Mobility on Demand service pilot program, through collaboration with Transloc/
Ford and NC State University Research grant.
7. Awarded the 5339 bus and bus facilities grant to purchase up to 3 electric buses
and will be replacing up to 10 of its older buses with new clean diesel buses
through funding from NCDOT.

4. Continue Bicycle Safety implementation through educational and outreach
opportunities.
5. Continue pursuing all funding sources for County transportation priorities and track

6. Continue monitoring locally and regionally adopted plans for updates and
amendments like Orange County plans, Comprehensive Transportation Plan,
Metropolitan Transportation Plan and others.
7. NCDOT's bi-annual STIP
a. 1st year, recommend to BOCC Orange County's transportation priorities for
MPO/RPO SPOT consideration.
b. 2nd year, provide comments on the draft STIP

OUTBoard meets quarterly with TAS & OCPT and other County Department staff
(Aging, DSS, Housing, Human Rights and Community Development, Health, and Child
Support Enforcement) to address transit activities.
Identify any activities this board/commission expects to carry out in 2022 as they

relate to established BOCC goals and priorities. If applicable, is there a fiscal
impact (i.e., funding, staff time, other resources) associated with these proposed
activities (please list).
Following tasks are part of OUTBoard's current work plan.
1. Participate in aspects of the US 70 Multimodal Corridor Study — Data collection,
analysis, and recommendations for potential multi-modal (bike, pedestrian, transit,
freight, rail, highway) projects. This includes public outreach, OUTBoard review, and
recommendations to the BOCC for its action.
2. Participate in the DCHC MPO 2050 Metropolitan Transportation Plan. This includes
commenting on the Draft Plan.
3. Data collection and recommendations to Phase II of NCDOT Municipal School
Transportation Assistance (MSTA) study for pedestrian safety improvements at
Cedar Ridge High School and Grady Brown Elementary School.
What are the concerns or emerging issues your board has identified for the upcoming
year that it plans to address, or wishes to bring to the Commissioners' attention?
1. Review NCDOT's revised implementation process of its new Complete Streets
Policy.
2. Review the Vision Zero program similar to Robeson County for any applicability to
Orange County's planning jurisdiction.
3. Monitor connectivity and infrastructural changes with the local jurisdictions,
surrounding counties, and regional agencies in order to create a more
comprehensive multimodal transportation system.
4. Work with NCDOT to promote funding of multimodal projects in rural areas to a
greater degree.
5. Promote alternative transportation modes during peak hours via public-private
partnerships through County TDM Program.
6. Continue work with NCDOT in completing pedestrian counts as a function of the
Municipal Schools Transportation Assistance (MSTA) study conducted at Grady
Brown Elementary School and Cedar Ridge High School, and share findings from
the final report.
7. Improve transportation planning process by encouraging local schools and other
public agencies to be more involved through public engagement.
8. Pursue alternative means of addressing local match and local administration
requirements for non-highway projects when plausible options exist for rural, low-
density areas of the County; at the same time, encourage municipal partners to
pursue similar options in urbanized, higher-density municipal areas.
