BACKGROUND: The County operated erecycling tlrop-off site at Cartboro Plaza from 1991-1996.
At the request of the previous property owner, the site was closed tlue [o excessive Illegal dumping
antl littering- Town of Carrboro officials and Solid Waste Management staff unsuccessfully sought ar
alternative location within Cartboro for about 18 months. Ultimately, Town of Carrboro officials
determined, following discussicns with the new owners of Carrboro Plaza, that the Plaza was the bas
potential location for s recycling drof}off center within the Town.
From that timeforwaN, Sclitl Waste Management staff, Carrboro offcials, and Carrboro Plaza
management have been working to design and consVUd a new site a[the location of the old atte, any
to resolve the eatlier problems of illegal dumping. GonsWCfion of the site had to await resolution of
several Issues, primarily those relatetl to Park antl Ritla Lot construction at the shopping canter.
Carrboro Plaza has offeretl [he site at no fee for a periotl off 0 years, provitletl the Town antl Solid
Waste Depadment maintain certain stantlaNS of cleanliness. The BOCC approved a no-fee lease
agreement with the Plaza owners on June 5, 2001. Carrboro Plaza management has requestetl
several adtlitional assurances related to site cleanliness antl security that staff believes can be
modeled within the scope of the lease approval by the BOCC in June 2001. Stag expects that
Carrboro Plaza management will sign the 10-year lease agreement within the ne# week or so.
This project oaneiets of two crJncrate pads on which the recycling conteinare will be placed, fence for
screening recycling containers, protective bollards, antl the relocation of a water line where the pads
are to be located. The site will be located at the northeast comer of Cartboro Plaza, immediately
behintl the ABC Stare that feces onto NC54 Bypass.
Specifications were developed by staff that met fhe Countys needs. The bid call was advedised and
bids were solicited from seven vendors. A pre-bid conference was heltl. Two bitltlers respantletl m
the bitl call. Bids were evalua[etl by staff. C.J. Maclaeec COnstmctbn of Eden, North Carolina
submitted the lowest responsible bid that was responsive at a cos[ of $41,900.00.
FINANCIAL IMPACT: Total cost of this action, ifapproved by the Boat, urould be $41 900 00.
Sufficient funds are sllocatetl in the Solid W astelLandfll Operations FV 2001-02 operating budge[.
RECOMMENDATION(S(: The Manager recommends[ha[the BOard awaN the bid to C.J. Maclsaac
Constmction of Etlen, North Carolina in the amount of $47,900.00, and aNhorize the Purchasing
Direc[orto execute the necessary papenvoB. The execution of the bid award is con[inganiupon the
Purchasing Director's obtaining appropriate signatures 5rom representatives of Cartboro Plaza on
the10-year site lease agreement that was previously approved by [he Boertl of Commissioners.
