PURPOSE: To receiveatlraft report on the increasing emergency needs of tow-income
families in Orange County.
BADKGROUND: On November 14, 2001, the County Manager arganpetl a work session with
local utility companies, Social Services end non-profit agencies to itleney Ne current nestle antl
issues relatetl to provitling emergency services, particularly u4lNies, to low-Income resitlents.
The repreaematives at the meeting provided information about the current economic sdue[lon in
the County, the demantl for emergency services, the actions being liken by utllly companies to
address the neetls, and the resoumes available from the charitable and public grganivations to
serve these families. The group also made some recommendations to help atltlress these
neetls.
The attachetl tlreft report is a summary of the cunrent progremming eROds of the agencies end
utility companies represented.
FINANCIAL IMPACT: Although mere is no 5nanciel impact associatetl wdh this repod,the
BoeN of Commissioners approvetl an additional allocation of $30,000 to the Department of
Social Services a[ Me December 3, 2001 meeting to atltlress some of [he Incresaetl tlemantl.
RECOMMENDATION(S): The Manager rewmmentls that the BOaN accept the draft report as
informatlon.
