HomeMy WebLinkAboutMinutes - 19611204217 Minutes of the Orange County Board of Commissioners December 4, 1961 The Orange County Board of Commissioners met on Monday, December 4, 1961, at ten o'clock a.m. at the Commissioners room at the courthouse in Hillsboro, N, C. Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence Jones, Donald LcDade and Henry 'Volker. Members absent: None The Clerk read the minutes and same were approved. Don Matheson, County Farm Agent, was present and informed the Board that the bids for the construction of the addition to the agricultural building would be opened on December 28th. mr. Mr. Matheson also presented a summary of the gross receipts of farm income in Orange County which totaled seven million, six hundred and forty seven thousand dollars. Cameissioner McDade introduced James Wight, the new Welfare Supt., and a discussion on certain Welfare matters ensued, after Mr. Slight was welcomed to the county by Chairman Stanford. Sam Gattis, County Accountant, brought to the attention of the Board the matter of proper surety bonding of certain county officials. A discussion ensued on surety bonds. Alex McMahon, who was present, was requested to give his opinion on this matter. Upon motion of Commissioner Jones, seconded by Commissioner Walker, and unanimously adopted, the County Accountant, was authorized at the present time to increase the surety bonds on himself. and the Tax Collector as recommended in the article written by Mr. McMahon in Popular Government. 1- The medical examiner program, cost of the program and the benefits derived from the program were discussed. Chairman Stanford requested that a copy of the medical examiner statute which was enacted during the last session of the legislature be secured. Kr. & Mrs. Bill Roberts of Rt. 1, Hillsboro, requested that road r-x1538 known as the Jameson Road from the home of Clyde Roberts into Chess Road be paved. The Clerk was e'ak to write to the State Highway Commission concerning the Robertses request. The following Department Officials presented reports for the month of November, 1961, Cache Bogs, Dog Warden E. L. Lynch, Clerk of Court Jessie Trowbridge, name Demonstration Agent C. D. Knight, Sheriff A. H. Graham, County Attorney, brought to the attention of the Board the matter of the of trust now being held by the county on property located on Graham Street in Chapel Hill once belonging to Peggy McNair. This matter was discussed. Upon motion of Commissioner Jones, seconded by Commissioner Bennett, and unanimously !adopted, it was agreeded that the county would accept $2,500.00 as a settlement on the Graham Street property of Peggy McNair and still maintain a lien on the Crest Drive lot, and that a release deed would be given to the purchaser of the Graham Street property. The Board of Commissioners adjourned and re-convened as a Board of Equalization and Review. William L. Murihead presented his protest concerning the tax appraisal and assessment on his property known as the Country Club Develooment and Glenn Lennox. Mr. Murihead stated that all streets and utilities in the Glenn Lennox Develooment have been sold and given to the town of Chanel Hill at the time of the annexation of this area. Upon motion. of Commissioner Bennett, seconded by Commissioner Jones, and unanimously adopted, the County Accountant was requested to btain data, such as number of miles or footage in streets and number of acres taken by the town of Chapel Hill and the number' of acres left in the Glenn Lennox Develooment, in order, that a further study may be made as to what adjustment could be made in the wurihead tax matter. Mr. murihead offered the assistance of Robert Ayers, Registered Surveyor, to the County Accountant in helping to determine the actual lenial footage and other..lAformation necessary for the data needed by the Board in reaching a decision. The Bd. of Equalization & Review then adjourned. Upon motion of Commissioner Walker, seconded by Commissioner Jones the following persons were appointed as tax 1lsters far 1962. Griffin Bingham Tranship Evelyn Tour Chapel Hill Tmnshlp Lemuel Cheek Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and unanimously adopted, the courthhouse employees would be given Saturday, Monday and Tuesday for the Christmas Holidays and Monday, January 1, 1962, for the New. Year ' Holiday. The County Accountant was requested to investigate the possibilities of investment for the million dollars which will-be on hand after the sale of the bonds. C. D. Knight brought to the attention of the Board that the county had been for a number of years paying ten dollars (510.00) per month to the town of Hillsboro. This ten dollars ($10.00) 248 is being applied to the salary of the town's night policeman. Sheriff Knight stated that since he new had personnel in his office during the evening hours he could see no use in continuing to pay this money. It was agreeded that Commissioner Jones would discuss this matter with Fred Claytor, L'ayor, before any decision would be made by the Board. There being no further business to come before the Board the meeting was adjourned. Betty June Hayes Cleric Donald Stanford Chairman minutes of the Orange County Board of Commissioners December 13, 1961 The Orange County Board of Commissioners met in a special called session on Wednesday, December 13, 1961, at ten o'clock a.m. at the courthouse in Hillsboro. Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence Jones, Donald McDade and Henry Walker. uembers absent: None The purpose of this meeting was to meet with representatives of the State Highway Commission, who had requested a meeting with the Board at 11 o'clock a.m. Chairman Stanford brought to the attention of the Board a request which was made by the town of Chapel Hill to have the county prepare their 1962 tax bills and scrolls thru the use of the IM card system. Upon motion of Commissioner Walker, seconded by Commissioner Barnett, and unanimously adopted, the town of Chapel Hill was authorized to use the Iii card system in computing the town 1962 tax bills and scrolls. The charges for this service is to be worked out by the County Accountant and Chapel Hill's town manager, T. A. Burton, Divisional Engineer, James G. 1'i.:acLamroc, Hihway Commissioner, Earl F. Hower, District Engineer, and C. 1. Walters, Laintance Supervisor, vine present and presented to the Board the secondary road plan for Orange County. Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and unanimously adopted,the secondary road plan ax-secondary-road plan as presented by the representatives of the State Highway Commission was accented. A road petition for Alma Street in Hillsboro was approved and the Clerk was requested to forward sar,.e to the State Highway Commission. A discussion regarding the Murihead request ensued. No action was taken on this matter. George E. Levings, of the office of the County Attorney, informed the Board that Duke Power ?pany had after negotiations received an option for a power line right of :ay across the property ;ietered in the name of George D. Mitchell, Deed Book 10, at page 502, and that the negotiated isideration for the right of way was $50.00. This lot is know: as Lot 5-A of the T. A, Henry J. A. Giles Property on the Wrest side of Gore Street a short distance S. W. of the Chapel Hill y limits. The right of way over this property involves only the Northwest corner of the property only an overhang of the lines; no structures are involved. The right of way includes approximately feet from the Northwest corner South. It has been determined that George Mitchell and wife, Rosa shell (nmT deceased) have old are assistance liens against then which was filed on October 9, 1951, a Book 3, at page 206. It is understood that George Mitchell is still on the relief rolls and tines to receive relief. The exact amount of the lien to date was not reported. The property is ted under the name of Viola citchell and taxes since 1955 are unpaid to date in a total amount of The porter line is a part of the new line which Duke Power Company is brinwing in to Chapel to supply the urgent needs of the University. It was represented that ur• WKIte, Chief of the y Welfare Department, had no objection to the granting of the right of way upon payment to the y by Duke Power Company of the x50.00 which was the negotiated price for the same and the tered owner. After full discussion, upon motion of Commissioner Clarence Jones, seconded by Commissioner tt, the following resolution was adopted: RESOLVED, that an easement of right of say for transmission line purposes over and across the registered in the name of George Mitchell as above set forth and described be granted to Duke Company by Orange County upon payment to the Clerk of the Superior Coup.t of $50.00 by Duke
