I. Call to Order—Frances Castillo, Chair
A. Commissioner Frances Castillo called the meeting to order at 6:08 pm.
II. Welcome & Introductions
III. Minutes Approval —February 8, 2021
A. Commissioner Stephanie Harrell motioned for the minutes from the last HRC meeting to
be approved. Commissioner Ana Garcia seconded the motion. All were in favor of
approving the minutes.
B. Commissioner Castillo reported that the Communication Committee will assist staff by
taking the lead on maintaining a listserv. She also discussed Human Relation Commission
(HRC) outreach materials to give service providers and the general public. She explained
how this might give the public a better idea of who the HRC is and what the HRC does.
IV. HRC Chair's Report
A. Commissioner Francis Castillo reported that she thanked the Pauli Murray Award
committee. She reported that she received good feedback on the event from those who
attended.
V. County Updates
A. Ms. Tara May reported that as of March 26, 2021, she will no longer be Human Rights &
Relations staff.
B. She explained that she will be working forthe Board of the County Commissioners' (BOCC)
office. The HRC congratulated her and wished her well.
C. Ms. Annette Moore informed the HRC that the goal is to fill the position as soon as
possible. She will make modifications to the job description.
D. Ms. Moore informed the HRC that she plans to fill the Expediter position and better define
the role and responsibilities. Oln the meantime, she is trying to get staff from the Health
Department to fill the role of Expediter.
E. Ms. Moore provided the HRC with data updates of the Eviction Diversion Program (EDP).
She reported there had been 172 evictions diverted since the program's start.
VI. Process for Future Recommendations
A. Commissioner Castillo motioned to table this talking point and discuss it at the HRC
retreat. Commissioner Garcia-Turner seconded the motion. All were in favor of the
motion.
VII. HRC Retreat
A. Commissioner Castillo reported that she could not send out the doodle poll to HRC for
the best date to have the retreat as she intended. She aims to send out the poll to HRC
members within the next ten days.
B. The retreat is projected for late April or early May 2021.
Vill. HRC Events & Committee Reports
A. Community Conversation
1. Commissioner Dion Graham reported that the time of the event has changed to
1 pm-2:30 pm.
2. He explained some HRC members will facilitate the participant breakout rooms.
They also plan to use Mentimeter during a portion of the event and Google
Jamboard in another.
3. Ms. Tara will facilitate the Zoom breakout rooms. She will arrange to have two
HRC members in each room as a recorder and a group facilitator.
4. Commissioner Garcia-Turner invited HRC members to join or be available to be a
group facilitator. Commissioner Ellis Driver volunteered to be a group facilitator.
Commissioner Garcia-Turner will send HRC members an invite to prep for the
event.
5. Commissioner David Labarre is considering abstaining from the event but will
view the recording at a later date.
B. Pauli Murray Awards
1. The HRC debriefed on the ceremony. Commissioner Mahaley suggested that
that next year's subcommittee redefine the criteria for awardees. She
acknowledges the work for the Communications Committee. Commissioner
Hayley also acknowledged. Commissioner Driver for the organization that they
brought to the initiative. Commissioner Mahaley also acknowledged the positive
energy of the awardees.
2. Commissioner Castillo motioned to disband the current committee.
Commissioner Harrell seconded the motion. All were in favor.
3. Commissioner Harrell motioned to form next year's committee. Commissioner
Garcia-Turner seconded the motion. All were in favor.
4. Commissioner Castillo invited HRC members to volunteer to be on next year's
committee. Commissioner Mahalley nominated Commissioner Driver.
Commissioners Driver, Mahaley, and LaBarre volunteered to be on the
committee. Commissioner Mahaley suggested inviting this years' awardees to
be a part of the committee. HRC members were in agreeance with the said
suggestion.
C. Communications Committee
1. Commissioner Harrell announced the committee will meet the first Monday of
every month from 6 to7pm.
2. Commissioner Harrell reported that the committed will be working on an
initiative in honor of Fair Housing Month.
D. Board Diversity
1. Commissioner Graham had nothing to report at the time. He suggested that this
topic be tabled and presented as a talking point at the HRC retreat.
E. Community Read
1. The committee did not have an update. They will report back to the HRC at the
next meeting.
IX. Other Business/Announcement/Upcoming Events
A. Commissioner Castillo announced that former Commissioner James Spivey has resigned.
B. HRC members discussed the possibilities of creating a google document or something
they may share amongst each other. Ms. Moore reminded HRC members of public record
and public meeting laws. She advised that if the HRC were to create something, HR&R
would need to have access to it in case of a public record request. The HRC will continue
to work with HR&R to figure out what may work best.
C. Ms. Moore announced the Young Trailblazers for Justice event held on March 25, 2021,
at 3 pm via zoom. She invited HRC members to attend and or promote the event.
D. Ms. Moore also announced the Veteran' event held on March 25, 2021, at 2:30 pm. She
invited HRC members to attend and promote the event.
X. Adjourn
A. Commissioner Castillo adjourned the meeting.
