PURPOSE; To consider Orange County's Transportation Priority Projects for the 2004 — 2010
Transportation Improvement Program (TIP).
BACKGROUND: Biannually, the North Carolina Boats of Transportation (BOT) adopts a multi-
year State Transportation Improvement Program (STIP) that species needed transportation
improvements across the state. The process starts with local junst ictions drafting local
transportation priority lists. Federal and state regulations provide for public input into the process.
Orange County's transportation priority needs list has two sections. One section deals with
selected pmects within the Dunham Chapel Hill- Canboro Metmpolitan Planning Organisation
(DCHC MPO) planning boundary . The second section deals with projects in the remaining pointers
of Orange County which lie outside of the Durham - Chapel Hill- Canboro metropoltan planning area.
Orange County's transportation priority list for the projects within the Metropolitan Planning Ares
(MPA) must be submitted to the DCHC MPO in November. The Transportation Advisory
Committee (TAC) will then hold a public input meeting and the North Carolina Department of
Transportation (NCDOT) will meet with the MPO in January or February to discuss the MPO's
Prentiss.
NCOOT held a TIP Public Input Meeting on October 30. 2001 for areas in Division 7 that are not
represented in a Metropolitan Planning Organization; however, NGDOT and NCBOT will accept
written requests for Nose projects through December 2001.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION: The Administration recommends that the Board approve the attached
Orange County Transportation Priority Lists for the 2004 -2010 TIP.

Orange County vrould like to give priority to identified safety needs on existing
made and bridges, to other transportation projects that encourage altemattvet to
automobile travel and to those that foster economic development. The County also
endorses environmentally responsible construction of all transportation projects.
Finally, the County supports adequate maintenance for existing transportation faGlltles.

FOR CONSIDERATION OF FUNDING IN
THE 200.1 — 201 D D URHAM-0HAPEL HILL - CARRBORO
METROPOLITAN PLANNING ORGANIZATION
TRANSPORTATION IMPROVEMENT PROGRAM IMTIPI
As a member of the Durham - Chapel HilkCaribom, Metropolitan Planning
Organization, Orange County will continue to work with the Transportation
Advisory Committee (OCHC TAC) to develop a complete list of project priorities
for fire portion of Orange County that lies inside the urbanized area boundary.
However, there are selected projects in Orange County which we would like to
address now because they have been the subjects of discussions between the
TAC and the Department of Transporla0'en or because there are oMer special
concerns.
REQUESTED PROJECTS
1) 03808. Elizabeth Brady Road Extension Construct a facility, with bicycle
and pedestrian amenities, connecting US 70 Business and US 70 Bypass
on an alignment that has least impact on the Eno River, the natural
environment and cultural ekes. This project creates a parallel route ro the
highly congested Churton Street corridor (NC 86 8 US 70 Business). This
route will be used to m -mute heavy truck and through traffic out of the
downtownlhistoric district.
An Economic Development District (EDD) Transportation Workgroup
made up of Orange County and Town of Hillsborough elected officials,
planning staff, developers and community groups was established b
address transportation issues regarding the Hillsborough area EDD. That
group's recommendations and comments regarding this project are also
attached for consideration in planning and design of this project.
2) NC 88 Bicycle Lanes Construct bicycle lanes (4 -foot paved shoulders)
from Chapel Hill (Whitfield Road) to Hillsborough (US 70 Business). This
project will extend bicycle lanes on Airport Road (NC86) in Chapel Hill to
US 70 Business in Hillsborough. Bicycle lanes have recently been
completed along NC 88 from UNC to Whitfield Road (SR 1731 ) In Orange
County. NC 86 from Chapel Hill to Hillsborough is expenenung increasing
numbers of bicyclists using this route and there are also two schools along
this route. This route is listed as prody I of the primary bicycle routes
proposed in the Orange County Bicycle Tmnsporlafion Plan adopted April
6, 1999. This project is listed in the 2002 -2008 TIP as an incidental
bicycle need. Orange County requests that bicycle lanes be constructed
as an independent project, and, if necessary, programmed In phases.
3) R -2825. Improvements to South Chudon Street. Develop congestion
management, limited access, aesthetic and capacity improvements
between US 70 Business and Interstate 40. The portion between
Interstatas 40 and 85 will conform to the design criteria of the Economic
Development Distinct Design Manual (4-lane divided section with bike and
pedestrian improvements). The feasibility study should explore a variety
of improvements within the current right-of-way for the segment north of
Interstate 85. Improved capacity through widening is not the first choice
because of significant constraints between Interstate 85 and US 70
Business and the proximity of the historic district north of the project limits.
Orange County requests that, where conditions do not prevent the
addition of frontage reads the feasibility study Include the addition . of
frontage roads with limited access from the corridor.
4) US 70 Bypass Widening, Widen, from the OrangelDurbam County Line to
the US 70 — IA5 Connector east of Eeand, US 70 Bypass to a four -lane
divided section with bike and pedestrian improvements. This project
should be phased to address traffic counts and existing congestion.
Orange County requests that this project be identified as a need and
included in the 2004 -2010 STIR
5) NC 86 (North of Hillsborouohl Improvements: Widen, from US 70 Bypass
north of Hillsborough to SR 1332 (Coleman Loop), NC 86 to four lanes
with intersection improvements at US 70 Bypass. NC 86 is the major
north -south route Nrough Orange County. INC 57 converges into US 86
just north of US 70 Bypass. The segment of NC 86 between NC 57 and
US 70 is congested, rendering a high accident location al the intersection
of US 70 Bypass st NC 86. Development pressures In true area will
exacerbate traffic congestion and accident proliferation.
6) R -3438 Hllleborough Westam Bvpssa: Construct a two-lane facility
connecting US 70 with INC 86 Norn and Stroud's Creak Lane, using e
portion of SR 1332 (Coleman Loop) righlof-way. This project will create a
connection between NC 57 , NC 86 north of Hllleborough and US 70 west
of Hillsborough to create an alternate for traffic seeking 1401"5 from the
north of Hi115borough. By providing a direct connection to the interstate
corridor w4hout using NC 88 through Hillsborough, fire project will help
alleviate traffic congestion on Church Street through the historic
downtown area. A portion of 3tri Creek Lane accessing NC 57 has
been constructed with private funds. A 0.3 -mile (approx.) segment is
needed to complete the connection between NC 57 and NC N.
OTHER REQUESTS
1) Extension . Comments from the Economic
Development 0 strict (ED0) Tranaoortatlon Workortum
NGDOT should continue its study of seven options to reduce traffic
congestion and Improve the Level of Service in Hillsborough's central
business district and to improve safety along Chunon Street and NC 86. The
workgroup prioritized the seven options in order of preference:
1. Elizabeth Brady alignment 3, which does not cross the river, goes across
ridge (IF this is the least impact to the river)
2. Elizabeth Brady alignment 2 (averts racetrack, crosses river)
3. (original) Elizabeth Brady alignment 1
4. Lawrence Road (with 86 connector) — but different function from above
5. Western bypass
6. No build
Y. When Chumm St. from 70 business to 70 bypass
Elizabeth Brady Road Extension should be treated as a local road, not a
bypass. The location of Elaabetli Brady Road is not adequate for a bypass.
NCDOT should extend the study area for a bypass to include the Hillsborough
50 -Year Water and Sewer Boundary. One option for a bypass would follow
the study area boundary for project U -3808. using existing roads where
passible and with an interchange on 1.85 east of Lawrence Road. Rao,
please refer to to attached EDD Transportation Wcrkgroup
recommendations and comments.
2) 85 in Orange Courov [o
NC 147 (Buck Dean Freeway) in Durham County — Orange County requests
that 1-3306 Section A and 1 -3306 Section B be divided into two separate
projects and programmed separately in the TIP.
Project planning and design for this facility is in progress. Orange County
requests that the development of the Major Investment Study and
Environmental Impact Statement for this project include assurance that the
project will not have detrimental land use impacts to the Orange County
Comprehensive Plan. Orange County is opposed to any widening of 1 -00
through Orange County unless there Is a commitment by NCDOT ro provide
HOV andfor dedicated bus lanes.
COMMENTS ON OTHER TIP PROJECTS INITIATED BY NCDOT
1) 1305 widening of l -85t lanes and! reconnittingtion of insinithami from I-
4g at Hillshorouah 0 Durham County I ins: Orange County is opposed to any
widening of 1-95 through Orange County unless there is a commitment by
NCDOT to provide HOV andlor dedicated bus lanes.
Even though this project remains an 'UNFUNDED PROJECT", Orange
County requests that its staff be allowed to participate in Me planning of the
facility. The County is specifically interested in the following Infrastructure
impmvemaMa as May relate to the I -85fUS 70 Economic Development
District:
e) EMslon Control Measures - Orange County requests that permanent
erosion control measures be included in the project.
b) Pedestrian and Bicycle Facilities - Orange County requests that Rs
staff be allowed to participate in the determination of where and what
type of facilities are to be induced in this projecL Among the features
requested for inclusion are sidewalks and bike lanes (see the Regional
Bicycle Plan for Durham and Orange CrwMies) along roads where
interchange improvements are required and adequate guardrails on
overpasses.
c) NilMdfe Corddor Under 1 -85 - Orange County requests that Its staff he
allowed to participate during this part of the planning stage and that
this issue be brought to the attention of the NCDOT Staff Biologist.
Constructing this wildlife corridor is one of the recommendations
presented in the 'The New Hope Condor Open Space Master Plan:
Proposals for Linking Duke Forest and Eno Rlver Stale Park."
d) Intersecton of Pleasant Greem Road fSR 15671 & Mt Herman Church
Road (SR 17131 - NCOOT Division 7 Traffic Engineers have
recommended that this Interseaon be Included as a part of 1305
because of its proximity to the 14WS 70 interchange. The entire
Intersection should be maligned so that Pleasant Omen Road
intersects US 70 M a 90-degree angle.
a) US 70 from NC 751 to University Station Road (SR 17121- Due to the
needs of the Pleasant Omen Road1US 70 intersection, Orange County
requests that US 70, from NO 751 to University Station Road, he
upgraded b provide for a suitable transition bonvto I-85. An example
of the need far this project is the intersection of US 70 sigh Old No.10
(SR 1715) which is currently operating at twat of service "F".
f) Mt Herman Church Road (SR 17131 - Preliminary plans by the
Planning & Environmental Branch, Division of Highways of NCDOT
indica a that this road may be mlonsted as part of I -305. Orange
County requests that this road be designed with 12' wide travel lanes
and 4' wide bicycle lanes for a total paved width of 32'.
g) Old NO 10 (SR 1710) - Preliminary plans by the Planning is
Environmental Branch, Division of Highways of NCDOT indicate that
this road may also be relocated as pad of 1305. Orange County
requests that this mad be designed with 12' wide travel lane end 4'
wide bicycle lanes for a must paved width of 32'.
h) NO 86— NCDOT has expressed cancem that the width (24ane) of the
NO 80 overpass is inadequate for Increased traffic volumes that would
result from proposed development in the adjacent Economic
Development District. Orange County requests that the NC 88
overpass be widened.

from 1 -85 In Oramg County to 1-85 In Durham County - Orange County is
strongly opposed to having this facility within Orange County and is also very
concerned about the environmental Impacts to the Eno River Stale Park.
Orange County requests that this facility be on a location outside of Orange
County.

exacerbate traffic congestion and accident proliferation.

opportunity for coordination of public transportation efforts between two

Attached please find the notes provided by our facilitator for our final meeting on August 18, 2001.
This report serves as the translation of those notes into recommendations for action by bath boards.
Background
The EDD Transportation Commldas was an out -gromh of the EDD workgroup that suggested land
use changes in the EDD areas as well as the resignation of new EDD times. The Land Use Group
(2 commissioners from each board) had concerns that the transportation system was insufficient to
address the full implementation of the EDDS. The Land Use Group felt they greatly benefited from
the participation of the development community during the land use phase, and they wanted that to
continue in the transportation phase. To that end, they sought wide -range participation from the
public with known Interest in the topic. In addition to the 4 elected officials, 1 member from each
planning board, the Commission for the Environment, the Chamber of Commerce, the Alliance for
Historic Hillsborough, Economic Development Commission, and the Eno River Association were
Invited. An area property owner, a representative from Ayr Mount, a design professional, and
developer were also participants. Staff from Orange County Planning, the EDC and Hlllaborough
Planning supported the committees efforts.
Recommendations:
1. Both elected boards should forward the comments listed in the notes W NCDOT and their
consultants working on the evaluation of Elizabeth Brady Road Extension,
2. Both elected boards should choose treacle from me list of "other recommendations" to
crestaprioritylislstorthene #TIP. Submittals for the next round are due m the MPO this
fall. The boards should work together to select the same projects in the same relative
order to enhance the possibility of funding.
3. Implement the three policy suggestions:
