PURPOSE: To discuss the various School related issues that are of interest to the Board of
County Commissioners, Chapel Hill-Carrboro City Schools (CHCCS) Board of Education and
Orange County Schools (OCS) Board of Education.
BACKGROUND: The County/Schools Collaboration Work Group established the agenda items
for this Joint meeting. Both School systems will be providing summaries for several of the agenda
items, as well as supplemental information and attachments.
Welcome and Opening Remarks — Chair Renee Price, Chair Jillian LaSerna, and Chair Hillary
MacKenzie
1. COVID-19 Update and Status of Health/Safety Protocols
Both School systems will provide updates on the effects of COVID-19 on their district along
with the status of health and safety protocols implemented during the pandemic.
Attachments to be provided under separate cover prior to the meeting.
2. Capital Needs Task Force
Both School systems will provide information on this item. Attachments to be provided
under separate cover prior to the meeting.
3. Mental Health Needs for Students and Staff
Both School systems will provide information on the mental health needs identified for
students and staff. Attachments to be provided under separate cover prior to the meeting.

4. Racial Equity Collaboration and Support
The Orange County Human Rights and Relations Director along with both School systems
will provide an update on the proposed Racial Equity Collaboration. Attachments to be
provided under separate cover prior to the meeting.
5. Budget and Personnel Update
Both School Systems will provide an update on their Adopted Budget, Fund Balance status,
status of COVID funding, and staff shortages and efforts. Attachments to be provided
under separate cover prior to the meeting.
6. Local and State Assessment Results
Both School systems will provide an update on the most recent local and state assessment
results. Attachments to be provided under separate cover prior to the meeting.
FINANCIAL IMPACT: There is no financial impact tied directly to the discussion at this joint
meeting.
SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is applicable to
this item:
• GOAL: ENABLE FULL CIVIC PARTICIPATION
Ensure that Orange County residents are able to engage government through voting and
volunteering by eliminating disparities in participation and barriers to participation.
• GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND
INEQUITY
The fair treatment and meaningful involvement of all people regardless of race or color;
religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic
background; age; military service; disability; and familial, residential or economic status.
• GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY
The creation and preservation of infrastructure, policies, programs and funding necessary
for residents to provide shelter, food, clothing and medical care for themselves and their
dependents.
• GOAL: CREATE A SAFE COMMUNITY
The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang
activity, substance abuse and domestic violence.
ENVIRONMENTAL IMPACT: There are no Orange County Environmental Responsibility Goal
impacts associated with these agenda items.
RECOMMENDATION(S): The Manager recommends that the Boards discuss the issues noted
and provide direction to staff, as appropriate.
