BACKGROUND; The Orange Count' TrdnspOrtadpn Development Plan, uptlatetl in 1995,

agencies padicipeting in the mortlinatetl iransportafion system. Renewal agreements specify
the vehicle esalgnmenis, the per-mile reimbursement rete, antl the tlrivercost-per-hcur. They
also clatlfy benefrfs and responsibilities of the various parties involved in the provision of
