Charge of the OUTBoard (from Section I, Part C of the adopted Rules and Procedures)

programming of transportation infrastructure improvements and other County transportation planning
initiatives, as directed by the Board.
From time to time the OUTBoard may be directed to provide input on regulations on which the Planning Board has
primary statutory and local ordinance advisory duties. In such instances, the OUTBoard shall serve in an advisory
capacity to the Planning Board.

Written Public Comments
Members of the public are encouraged to provide written public comments by emailing comments to
ntrivedi .orangecountync.gov no later than 3:00 p.m. on the afternoon of the meeting. Please include
in the Subject line of the email the title of the agenda item your comment.
Written comments can also be dropped off at the Planning Department's offices at 131 W. Margaret
Lane, 2nd floor, Hillsborough, NC during normal business hours (8:00 a.m. to 5:00 p.m. Monday
through Friday). Please leave your comments in the drop-off box near the front counter and call (919)
245-2575 to notify staff that there has been a drop-off. Written comments will be scanned emailed to
the OUTBoard members and staff.
Verbal Public Comments
Members of the public must contact Planning Department staff via email at
tlove(a-)orangecountync.gov no later than 3:00 p.m. on the afternoon of the meeting and indicate they
wish to speak during the meeting.
When submitting the request to speak, please include the following:
• The date of the meeting

Review Process
The OUTBoard is an appointed volunteer advisory board which makes recommendations to the
Board of County Commissioners (the elected officials). The Board of County Commissioners holds a
formal public hearing and makes decisions.

PURPOSE: To receive a presentation on the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan
Planning Organization (MPO) 2050 Metropolitan Transportation Plan (MTP) Alternatives Analysis
and to consider revising comments in preparation for presenting to the Orange County Board of
Commissioners (BOCC).
BACKGROUND: The DCHC MPO is responsible for long-range transportation planning for
Durham County and parts of Orange and Chatham Counties, and the organization is updating its
MTP. In Orange County, the DCHC MPO planning area covers the areas around Hillsborough,
Chapel Hill and Carrboro, delineated by a blue line in Attachment 1.
The MTP, which is required by Federal law, recommends major transportation projects, policies
and strategies designed to maintain existing transportation systems and to plan for the region's
future travel needs. The Plan must be fiscally constrained, which means that projected revenues
must cover the anticipated costs. Projects must be in the 2050 MTP to receive any state and
federal transportation funding through the State Transportation Improvement Program (STIP).
Projects are selected from the MTP and processed through the State's prioritization process
(SPOT) for inclusion in the STIP, which is a 10-year funding program. This requires several steps
over a multi-year timeframe, and not all projects listed in the MTP will be included in the final STIP.
There are several steps involved in the MTP Process (Attachment 2), and the current focus is on
the Alternatives Analysis. Goals and objectives were identified previously, and the Deficiency
Analysis and Needs Assessment were completed in May 2021. An Alternative is a combination of
improvements to a transportation network; this includes a set of highway, transit, other
transportation improvements (such as bicycle and pedestrian improvements), and a land use
scenario that depicts the distribution of population and employment for the year 2050. These
Alternatives are then analyzed using the Triangle Regional Model (TRM), which forecasts future
travel statistics based on assumptions concerning the highway network, transit service and other
transportation facilities. It is very unlikely that one of the Alternatives in its entirety would be
advanced as the Preferred Option. Most likely, the final MTP will be a combination of the various
Alternatives.
Attachment 3 provides the full schedule of MTP Local Input meetings on the Alternatives Analysis.
Press releases and public engagement events have been posted on the County's website

throughout the planning process. More information on the 2050 MTP can be found on DCHC MPO
2050 MTP website.
MPO Next Steps
Over the next few months, the DCHC MPO Board will use comments collected from the public and
local governments to direct the development of a Preferred Option. The Preferred Option becomes
the Draft 2050 MTP, which is anticipated to be released in October 2021. The Final 2050 MTP is
tentatively scheduled to be adopted by the MPO Board in December 2021.
Staff Involvement
Orange County Transportation Planning staff attends bi-weekly meetings at Triangle J Council of
Government (TJCOG) where TJCOG, University of North Carolina Chapel Hill Institute of
Transportation Research and Education (UNC ITRE), Federal Highway Administration (FHWA),
North Carolina Department of Transportation (NCDOT), Capital Area Metropolitan Planning
Organization (CAMPO), DCHC MPO, and local technical staff discuss every aspect and detail of
the Community Viz model and the Triangle Regional Model (TRM); both programs analyze the
transportation network in a comprehensive and multimodal manner. The TRM is vetted by multiple
agencies including UNC's ITRE (ITRE), TJCOG, CAMPO, and DCHC MPO technical staff.
Throughout the planning process, Orange and Durham County staffs worked with local jurisdictions
and regional agencies in multi-step data review including:
• Community Viz— Current and Future Land Use parcels, including Certificate of Occupancy
• Network Analysis — Road network data review, including lane and shoulder width
• Employment Analysis — Point data for all places of employment
OUTBoard Action
Tonight, staff is seeking comments on behalf of the local government, which at this stage are
typically general in nature. Comments from the OUTBoard are submitted to the Orange County
BOCC which are then submitted to the DCHC MPO Board for final consideration. Attachment 4
was submitted to the BOCC by the OUTBoard in 2017 for the 2045 MTP Alternatives Analysis.
Staff has also provided their comments in a different section of this document for OUTBoard
consideration. The OUTBoard may choose to use the comments from this memo are they are
written now, or the OUTBoard may modify the comments however they see fit before forwarding to
the BOCC. A new memo will be submitted to the BOCC that captures the final synthesis of these
comments.
Attachment 5 is a list of Orange County (including municipal) major highway projects in the
Alternatives Analysis. Any specific comments on the list are also welcome at this time and may
assist with the selection of highway projects to be included in the Preferred Option (Draft 2050
Plan). The projects shown with gray shading have been identified by staff as least likely to be
included in the Draft 2050 Plan. Transit, bicycle and pedestrian project lists are not yet available
from the MPO. However, it is expected that the Orange County transit projects will be taken from
the Orange County Transit Plan (2017).
FINANCIAL IMPACT: There is no immediate financial impact associated with this item.
RECOMMENDATION(S): Staff recommends that the OUTBoard:
1. Receive the presentation;
2. Discuss as appropriate; and
3. Identify any comments the OUTBoard may have for staff to convey to the Board of
County Commissioners through the use of Attachment 4 and/or Attachment 5.

Metropolitan Planning Organization's 2045 Metropolitan
Transportation Plan
The Orange Unified Transportation Board (OUTBoard) met Wednesday, September 20,
2017 and received a presentation from the Durham-Chapel Hill-Carrboro Metropolitan
Planning Organization (DCHC MPO) staff regarding the Alternatives Analysis for the
DCHC MPO 2045 Metropolitan Transportation Plan (MTP). The following comments
are conveyed:
■ Define the term "non-motorized modes" in presentations or state more simply as
bicycle and pedestrian.
■ Commuter Rail, which is currently in the Comprehensive Transportation Plan
(CTP), should be revisited for inclusion in the 2050 MTP.
■ The MPO should be vigilant with regard to the advancements in technology to
come, such as autonomous vehicles.
■ The MPO should further explore the Managed Motorways Concept* and look for
opportunities to implement as an alternative to widening projects.
■ It would be helpful for review if there were a way to quantify the cost versus
benefit for each project.
■ Presentation materials should include project length in miles.
*The DCHC MPO Board received a presentation on the concept at its June 14, 2017 meeting. The
Managed Motorways Concept involves a collection of strategies and technologies that work in concert
with each other to provide a holistic and integrated corridor management system that increases on-road
outcomes. The flow of traffic is monitored and managed using a combination of ramp meters, sensors,
incident detection, command and control software, and human intervention at a control center. This type
of management increases the capacity of the roadway.

II. DISCUSSION TOPICS
A. Updates on Strategic Prioritization of Transportation (SPOT) 6.0 process and the State
Transportation Improvement Program (STIP) (OC Planning Staff and NCDOT)
A year after the COVID pandemic caused shutdowns across the state, the timeline for SPOT 6 and
STIP projects has been adjusted based on revenue streams and phasing back into pre-pandemic
conditions. This is an update to the discussion at the March 2021 meeting; now, there are
questions specifically regarding the widening of 1-40 (STIP 1-3306) and 1-85 (STIP 1-0305) through
Orange County.
Status: NCDOT to provide any updates.
- Nish Trivedi: NCDOT is going to work on the new STIP after the cancellation of SPOT 6.0.
- Wright Archer: We were overprogrammed by anywhere from $6 - $9 billion dollars because of
construction costs, right of way costs, and inflated values that have grown based on original
estimates. There is a large discrepancy, and we're seeing costs and ROW escalate. Probably
over 1,000 estimates that have gone up. We need to see how we can optimize what funds that
we have. The planning group is meeting every two weeks right now.
- Pat Wilson: I think you covered it well, Wright. This status was given at the DCHC MPO
meeting last week as well.
- Nish: We also heard at the BG MPO level as well. Is the process moving forward to take the
STIP and consider the new cost figures for the already existing projects? There are some
questions about whether projects will stay committed that are already in the STIP.
- Wright: My understanding is that that is the case, those that are committed will stay committed.
Working together, when we move things, we can be sure that we move the right projects for the
right reasons. I know as we move forward that it is a big topic, and we may want to get back
together a little more frequently so that we can have some conversations and communication a
bit more frequently. There is a commitment to come up with a resolution.
- Jenn Weaver: At this time, I just wanted to say thank you for the need for good communication
between NCDOT and the MPOs and how this moves forward. Looking forward to seeing what
the next step is.
- Craig Benedict: Nish, can you clarify what was anticipated to be in SPOT 6.0? What was the
primary Orange County Project?
- Nish: The North/South BRT, the 15/501 project, the 86 North of Hillsborough that was being
rescored; those are the main ones that are coming to my head. There are also modernization
projects (Orange Grove Road and Eubanks Road).
- Renee Price: Will the BRT be eligible for the federal funding?
- Nish: That's a New Starts program.
- Pam Hemminger: We're still evaluating that right now.
- Tom Altieri: NCDOT Division Engineers and NC Rail also have the ability to submit projects for
scoring.

B. US-70 Bridge Completion Follow-Up (OC Planning Staff and NCDOT)
In mid-June 2021, NCDOT completed the US-70 Bridge (bridge 46) east of Hillsborough (B-4962)
that was planned to include provisions for a multi-use trail under the bridge for Mountains-To-Sea
Trail connectivity as well as provide a corridor for safe passage of wildlife. With the completed
bridge project, however, neither of these provisions were present with the new bridge. Staff has
reached out to NCDOT to resolve this matter by rebuilding access to the Mountains-To-Sea Trail
and creating a passage for wildlife.
Status: NCDOT to provide any updates on their ongoing efforts.
- Renee: The bridge is done, but the bridge blocks the MST corridor. Where are we on this?
- Chuck: The bridge project is open to traffic, and unfortunately, there were commitments that
were made in the planning phase that did not make it into the construction documents. We're
working primarily with state parks to figure out how to get that MST trail under the bridge. There
are some constraints there. It's a work in progress, but we're still committed to make it happen.
- Renee: I appreciate that. I've heard from folks in Hillsborough, so that would be much
appreciated.
C. Format of Luncheon Meetings for November 2021 (OC Planning Staff)
Based on the changes to the State of Emergency during the COVID pandemic and recent updates
in both the State of North Carolina and Orange County, Orange County Planning Staff would like to
discuss the format of the November 10, 2021 luncheon.
Status: OC Planning Staff to provide context, then discussion.
- Lydia Lavelle: My thinking is regardless, this is a really efficient way to meet, and it fits well into
a schedule.
- Renee: It's probably more convenient.
- Jamezetta Bedford: There's an MPO meeting that morning and virtual meetings are just
preserving of time.
D. Hillsborough Future Train Station Update (Hillsborough Staff)
Hillsborough will share their status of their train station project.
Status: Hillsborough staff to provide any updates.
- Margaret Hauth: Stephanie Trueblood will be the one to bring this project forward, so we're
introducing her now. We have our funding program in place. We will be releasing design
services later this fall, and this is what we know right now.
- Travis Myren: I know at one point, there was no assurance that we would have a train stop at
the train station. Is there any way for someone to make that commitment?
- Margaret: No, but in the TIP, there is a project to fix the curve alignment. I take that as a
positive step, but we have not yet identified a person to give us that assurance.
- Jamezetta: I remember seeing that Phase B; I think it was in three phases.
- Margaret: Funding is split three ways: the state, GoTriangle and the local Hillsborough money.
The Phase B project is all state money to address the curve.
- Jamezetta: Are there decision points or scenarios for what happens if we don't have a train
stop?
- Margaret: Before we put in the funding request, we had a meeting with NC Railroad. We got
really lucky that it was in a place that Hillsborough owns 20 acres. You won't find an
engineering constraint, but a competition constraint. Norfolk Southern leases the rail lines, and
they prefer freight. If freight continues to escalate, it may not come until there is a second rail

line. We've asked NCDOT, "Are we doing this right?" And we've been assured that this is
common practice.
Jamezetta: Is the second rail line simply to pull off at this station? Or for how many miles would
this go across the state?
Margaret: Ideally, across the state. A portion of the state is already dual-tracked. I believe that
there will always be a pull off at the rail station, but eventually, there will be two tracks
throughout the state. It's in Charlotte and working its way east. Not sure if there's dual track on
the east part of the state.
Renee: I think that the concept of rail is gaining a bit of momentum, but when you look at what
is happening in the rest of the Triangle, I think you could push the need to help connect all of the
dots.
- Jamezetta: NC Supreme Court recently ruled that NC Railroad is not subject to "Sunshine
Laws," so, it's a problem. I am very worried about this project.
Margaret: There is a gentle ramping of people along the rail line.
Renee: Hillsborough's commuter rail is pushed off into the future, but there can be more of a
case in the future.
Tom A: I just wanted to follow-up a little more about the realm of possibilities for some spin-off
advantages. There have been some discussions with making the property a mixed-use
location. Collins Ridge feeds into this area with the Orange Grove Road extension there. There
are plans for a bus shelter and parking. There have been discussions about the need for a bus
transfer station somewhere in Hillsborough. This facility could be where OCPT drivers can use
as a stop point to use the restroom.
- Stephanie Trueblood: I've heard concern about the perception of this project. I have pivoted to
talk about it as a "Future" train station. The Phase 1 is a building and parking area with ingress
and egress and that all of this leads to the future. I think we need to be honest that the train
might not be here immediately, but will come in the future. In the meantime, the building can
have some Town uses with a pedestrian connection to downtown.
Craig: Margaret, have there been any new cost estimates for the projects? We earmarked our
share of that money for the project eight years ago.
Margaret: No, the funding agreement is the funding agreements. We'll build whatever we can
with the $7 million that we're given. We will work within that guideline.
- Renee: Let's stay optimistic!
III. NCDOT UPDATES ON PENDING OR ACTIVE PROJECTS

B. Resurfacing and/or Bridge Replacements
- Chuck: I've shared the list with what's being shared with the MPO. Having heard what we've
heard about the STIP, don't pay a lot of attention to the dates. Hopefully, there's some good
info on the small projects.
- Chuck shared a few of the highlights from his list for both TIP projects and Resurfacing/Bridge
Replacements.
- Craig: Chuck, could you also take a look at the Mt. Willing and Buckhorn the horizontal curve
that could compound the problem with the four-way stops. My understanding with some of the
issues have been visibility problems.
- Jamezetta: You have Ephesus Church road for 2022. I was just wondering what was
happening with that timeline.
- Chuck: Everything is subject to scheduling; a very good point. We're available of all of the
development in the Blue Hill District.

Pam: I know that Bergen is in touch of Chuck. We put off the resurfacing of Ephesus Church
Road for the bike lanes. The roundabout should be done before the resurfacing. The hotel will
be a while longer.
Tom A: Just a brief ask of NCDOT. I wanted to extend a thank you to Chuck, Pat and the
others for their ongoing coordination and diplomacy with us for our many questions. If you
would pass along to Tommy Byrd in the Orange County Maintenance Yard a thank you as well.
The ask: with regard to resurfacing, on Highway 70 from Churton Street to Alamance County; it
all looks good. I know that some of the heaviest travelled roads have reflectors. I was
wondering if we could get those re-installed.
Chuck: We can check the contract, so those should be put back.
Pat: If it's a primary route, it will have markers put on it. Tom, if there are any other issues,
please let us know.
- Craig: They recently completed an economic development roadway on West Ten Road from
Buckhorn to Mt. Willing. The project came out very good. It was a team effort from our
Economic Development team with NCDOT.

Elementary
- Chuck: We are still committed to doing a pedestrian study. We did complete the vehicular
study and have shared that previously with the schools. We will continue to work with the
school system and the County staff, so we will wait and see, but we are committed to this.
- Renee: This has been an issue since I was on the OUTBoard.
- Jenn: This feels very important that we get an accurate count that is timely. It's not in
Hillsborough but it feels like it's in Hillsborough, and the residents are concerned.
- Chuck: There are concerns about crossing the bridge, but some of the study will also be for
pedestrian activity between the two schools. We'll be looking at what has changed in the
movement of students between schools?
- Stephanie: With the 1-40 widening through the County, is that bridge replaced for widening and
replacement?
- Chuck: The bridge over 1-40 would stay in place and not be replaced with this improvement
project.
