PURPOSE: To receive an update on employee pay and benefits and consider directions for
the remainder of the current year (2003-04) and 2004-05.
BACKGROUND: Under separate cover, staff has provided an Employee Pay and Benefits
Update report. This includes a Classification and Pay Study Update, Pay Plan Elements
Update, requested information on Benefits for Domestic Partners, and Housing Wage Report,.
Classification and Pay Study Implementation Option
In developing the Classification and Pay Study Update section of the report, staff also has
identified a possible scenario using funds already approved in 2003-04 to move forward the
approved effective date for Phase 2 study implementation from January 19, 2004 to December
8, 2003 and to move forward the projected .luly 1, 2004 date far Phase 3 implementation to
April 26, 2004.. In this way, the County could complete Classification and Pay Study
implementation in 2003-04. It also reduces new funding required in 2004-05. Details as to
funds available and costs are shown in the report.
Pay Plan Elements
With the completion of the Classification and Pay Study either in 2003-04 as proposed here or
at the beginning of 2004-05 as previously projected, the County is ready to move forward with
establishing or reinstating the necessary pay elements to maintain the pay plan and provide
opportunity for employees to advance in that pay plan, The Board may wish to provide direction
on these elements far 2004-05 and beyond,.
Other Matters
There are two other matters on which the Board requested that staff provide information.
These are Benefits for Domestic Partners and the Housing Wage. These also are included in
the report for the Board's consideration and direction,
FINANCIAL IMPACT: As noted in the Pay and Benefits Update report, funds in the amount of
118 071 have become available in the approved pay and benefits budget for 2003-04. This
results from the funds budgeted for the health insurance increase that were not required for that
increase (budgeted at 20 percent and actual increase of 13,.8 percent) and a slight reduction in
the estimated costs for Phase 2 because of employee turnover, To move forward the Phase 2
effective date from January 19, 2004 to December 8, 2003 and to move forward the Phase 3
effective date from July 1, 2004 to April 26, 2004 requires a total of 115 462.
RECOMMENDATION(S): The Manager recommends that the Board:
Discuss employee pay and benefits for 2003-04 and 2004-05 and provide direction to staff,
Authorize moving forward the approved effective date for Phase 2 implementation from
January 19, 2004 to December 8, 2003, using funds already budgeted in 2003-04,
Authorize implementation of Phase 3 of the Classification and Pay Study (an additional 2,5
percent salary increase for employees with seven or more years total service as a
permanent County employee as of April 14, 2003) and establish the effective date as April
26, 2004, using funds already budgeted in 2003-04,
