PURPOSE: To mnsitler exlentling Me mntrad with Lee SOflware Development for atltlitional tasks
asscclated with Ills Register of Daatls aurometion project.
BACNOROUND: The BOaN Of Commissioners authonzedamntractwith Lee BOftware Develcpment
on September 18, 2001 to carry out the analysis of the indexing oamponenl of the Land Records
System. The contract amount was not to exceed $20.000. Since Mat time, the need to wmple[e three
atltlitional Gsks has become apparent. All are tlelailetl on the accompanying proposal and Include Me
following:
o Universe Mainframe lplemenation Testing
o recnniral Implemematipn stretegy
o Preparation of Detailetl Terliniral lnfertace Definition
Time fw complefion of Me Mree teaks Is eatimatetl at 120 hours. Cost is ci@d at $]s per hour, with e
total mmmitmant of approximately 59,000. These tasks are necessary prerequisites for future soRware
procurement and implementation efiorLV by the Register of Deeds office.
At their meeting on November 2], 2001 Me County's Information Technology Atlvisory Committee
dlscussetl broadly the project approach pursued by Lee Soitwere. There was consensus that Lee
Sofhvare's efforts are properly fomsetl M ensure Mat Me cnGral Intertace between a new Deetls system
antl 0e existing Land Recortls system (which Inclutles Tex, Planning, antl Environmemal HeaIM) will be
uretl. TM1e IT Committee suppods the proposetl technical tllredion and the atltlitional work fo be
performetl by Lse Software.
FINANCIAL IMPACT: Fundsto support this anion are available In Me approved FY20o1-02 Register of
Deeds operating budget
RECOMMENUATION(s): TM1e Manager rewmmentls IM1at IM1e BoaN approve an extension to IM1e
contract with Lee Software Development In an amount of $9,000; and authorize the Purchasing Director
to execute the appropriate paperwork.

Prepare[ion of the technlcal specmcetions involves three primary aetivities:

Wonting with the Drenge County IT department, we must develop an agreement on the
implementation of the date trensmission and database updating of [he Universe system.
Preliminary conversations have been had wbh George end Kathy in IT and may ere
aware of the geneal approach that wre intend to take. Having wncern for system
performance, Geoge has requested 6iaf a working simulation be developed, to be run
under normal system load, for the purpose of assessing the performance impact of the
foal solution. This needs to fake place, and IT agreement reached, prior to developing
spec cations for the rest of the motlifcetion system.
Nme that this effort wlll form the backbone of the tmnsmisslonlupdate process of the
Univeme System h Lee Software Development is sslectetl as the vendor for Universe
System motlifcations. Tha effort spent during the technical specifcation stage will
reduce the effort required to pertann the actual technical work.

systems and an appropriate implementation strategy.

speciFlCation must include responsibilities apeci(celly related to the Deeds system
ventlor antl responsibilities specifically related to the Universe motlifcation
ventlor. Inclutletl in this proposal is a pmposetl outline of the tletailetl
specifica4on.
Delivered Result: Technical specifications to be used for quote end
subsequent performance of work by both Daad system vendor(s) and
Univeree system ventlor(s).
Billing hours to complete: 44

vendor(s). business relaticnship(s) and schetlule are not indutletl in this specification.
The estimate to complete this work le three weeks (120 hours) to be perfoimetl over a fcur-
weekperiod. Hours vnll be billed at our stantlaN billing rate of $]Slhour.
