PURPOSE: To consider an appoir~~tment to the Information Technology Advisory Committee
(IT Committee).
BACKGROUND: There is one va~~ancy on the IT Committee. Also, effective January 1, 2004,
there will be two more positions av~~~ilable because the second terms of Mr. Joel Dunn, Chair,
and Mr. Frank D. Smith will expire ran December 31, 2003.
One recommendation has been m~~de to appoint Mr. Frederick S. Brown, 2200 Old Forest
Drive, Hillsborough, NC 27278, to ~~ first term to expire December 31, 2006.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): Consi~jer making an appointment/appointments to the Information
Technology Advisory Committee ar, the Board may decide.

COUNTY ADVISORY BOARDS AND COMMISSIONS
I agree by my signature below th at, if appointed, ]pledge to compy with the following ethics guidelines for
advisory boards and commissions as adopted by the grange County Board of Commissioners.
Members of advisory boards and commissions shall not discuss, advocate, or vote an any matter in
which They have a conflict or potential oonfliQ of interest or an Interest which reasonably might
appear to be in conflict with t ~e concept of fairness in dealing with public business. A conflict of
interest or a potential conflict occurs if a member has a separate, private, or monetary interest, either
direct or indirect, in any issue or transaction under consideratbn. Any member who violates this
provision may be subject to r~amoval tram the board or commission.
If an advisory board or Comm lesion member believes helshe has a conflict or potential conflict of
interest on a particular issue, then that member shoultl stela this belieFlo the ether members of
hislher respective advisory board ar commission during the board or commission's public meeting.
The member should state the nature of the conflict, detailing titer helshe has a separate, private, ar
monetary interest, either dkec:t or indirect, in the issue or transaction under Consideration. Toe
member should then excuse timself/herselflrom considering and voting on the matter. In pees
where an advisory board or o ~mmission member declares a conflict or potential conflict of interest,
the member shall excuse hlm~setf/herself from the board tableNotMg area until all discussion,
Consideration, and voting is a~mpleted on the matter in question.
Any advisorf- board or commirston member having questions or needing assistance regarding the
interpretation of these ethics c~iuidelines or other conflict o/interest matters should contact the
administrative staff for the resppective board or commission. Staff will assist the member with
questions and interpretations ~gnd may provide a recommendation on whether or oat the advisory
board ar commission member should excuse himselffierself from voting. The member may request
that the siaff respond in writin,,l. Staff may contact the County Manager for any additional assistance.

COUFITY ADVISORY BOARDS AND COMMISSIONS
I agree by my signature below that, if appointed, I pledge to comply with the fo0owing ethics guidelines for
advisory boards end commissic ns as adopted by the Orange County Board of Commissioners.
~ fulembers of advisory boards and commissions shall not discuss, advocate, yr vote on any matter in
which they have a conflict rr potential conflict of interest or an interest which reasonably might
appear to be in contact with the concept of fairness in dealing with public busirwss. A conflict of
interest or a potential eonfli rt occurs fl a member has a separate, private, or monetary interest, either
direct or indirect, in any issi Ie or transaction under consideration. Any member who violates this
provision may be subject tc~ removal from the board or commission.
If an advisory board or commission member beNeves helshe has a conflict or potential conflict of
interest on a particular issue, then that member should state this belief to the other members of
hisfier respective advisory board or commission during the board or commission's public meeting.
Tt-e member should slate the nature of the cordlict, detailing that helshe has a separate, private, or
monetary interest, either dig ~eCt or indirect, in the issue or transaction under consideration. The
