PURPOSE: To consider an appointment to the Human Relations Commission (HRC).
BACKGROUND: The Human Rel~~tions Commission is composed of twenty-three (23)
members who normally serve for three-year terms. The towns of Hillsborough, Chapel Hitl and
Carrboro are each allocated two (2) seats, with the remaining seventeen (17) considered "at
large" seats with representation sou~~ht from the townships of Cheeks, Eno, Bingham, Little
River, and Cedar Grove. The town councils of Hillsborough, Chapel Hill and Carrboro shall
nominate persons to fill their seats, and these nominations shall be accepted by the Orange
County Board of Commissioners. ,should the town councils choose not to make a nomination,
the Board may fill the seats from applications submitted to the County. It is the intention of the
Board to appoint Commission members known to favor the principles of equal opportunity and
non-discrimination.
There is one vacant Town of Carrboro seat, and the Carrboro Board of Aldermen is
recommending Ms. Josephine Harris of 600 Hillsborough Road, Carrboro, NC 27510 for this
position. She would be serving a partial term which will expire on June 30, 2004.
FINANCIAL IMPACT: None.

Relations Commission as the Boarc may decide.
