At your request, Draper Aden Associates (DAA) is pleased to offer this proposal for Bid and
Construction Administration Services for the Metal & White Goods Retaining Wall Repair located
at the Orange County Regional Landfill Facility on Eubanks Road in Chapel Hill, NC. This proposal
outlines our understanding of the project scope, tasks to be completed, assumptions underlying
our fee proposal, and fees for the project.
PROJECT DESCRIPTION: The project consists of implementing the design depicted on the
drawings by DDA entitled Metal & White Goods Retaining Wall Repair, dated 01/23/2018.
SCOPE OF SERVICES
Rebar Location: In discussions with the several of the potential bidders, they indicated the
rebar in the existing wall would need to be located by others. The location of the rebar mat
would need to be provided prior to construction proceeding. DAA will locate the rebar by
utilizing a ground penetrating radar (GPR) instrument operating at 1,000 MHz. GPR traverses
will be conducted laterally across the wall to identify and mark vertically oriented rebar, and
GPR traverses will be collected vertically to identify and mark horizontally oriented rebar. The
GPR traverses in both orientations will be spaced approximately one (1) foot apart. The
Deliverable will include a brief letter report describing our methods and findings, with
photographs depicting the rebar locations marked on the walls.
Contract Documents: DAA will prepare a project manual, contract documents, and final
construction drawings to be informally solicited by the County for bids. The County will be
responsible for cost of advertising and bidding the project. DAA will assist the County in

identifying possible bidders and soliciting the project for bid. Deliverables will include a project
manual and final construction drawings.
Bid Administration: DAA will assist the County in soliciting the project for bid, assist in
conducting a bid opening, evaluate the bids received, and make a recommendation of award
to the County. Upon Award of the Bid by the Town, DAA will prepare and assist in proper
execution of the contract documents, respond to contractors’ questions, provide input for
addenda (if required), and provide technical support through the contracting process. We will
assist the County in obtaining and reviewing construction contract documentation and other
preliminary actions through issuance of formal Notice-to-Proceed.
Construction Administration: During construction, we will assist the County in administration of
the construction agreement between the County and Contractor. We will provide services to
include the following:
• participation in a pre-construction meeting and other periodic project meetings
(typically weekly while site work is ongoing) to review construction progress
• review of shop drawings for site-related materials and maintenance of a shop drawing
log
• interpretations in writing or in the form of supplemental drawings necessary for
performance of the work
• review of contractor payment applications and recommendations for payment
• preparation of change orders and construction change directives
• conduct inspections and punch lists as part of final project close-out
• request and assemble final written guarantees, affidavits and other contract closeout
documents from the Contractor prior to approval of final payment to the Contractor
• serve as agent of the County as described in the contract documents
This proposal is based on an estimated 2 week period of construction activities that require
daily oversight. Inspections are assumed to be part time and limited to a maximum 4 hours
onsite per day average. Due to the nature of the services under this task, it will be billed on a
time and material basis.
FEES: The actual cost of providing the services described above will be based either upon a
lump sum amount or upon time expended and materials (T&M) consumed. The County will
not be invoiced for T&M items below for time not expended or material not utilized. Invoices
are issued monthly and are due upon receipt. Standard DAA billing rates shall be used for
billing purposes.

• Site Visit Reports from site inspections during construction

EXCLUSIONS: Deliverables do not include digital source files used in preparing the
deliverables described above (for example, MS Word, MS Excel, AutoCad files).
TERMS AND CONDITIONS: The proposed services will be provided in accordance with the
conditions presented herein and an existing agreement between Draper Aden Associates and
Orange County Solid Waste Management.
