Evaluation of Corrective Measures (1,4-Dioxane)
DAA Project No. R00592-224 Lump sum fee = $6,300
In order to precisely track the costs associated with multifaceted projects (such as solid waste facilities),
we offer a task-oriented system of project management. Task-oriented project management consists of
the following steps:
• develop the scope of services for a specific task
• develop a budget for that specific task
• establish a project task number
• invoice by that project task number
Task. Draper Aden Associates proposes to prepare an evaluation of corrective measures toward meeting
the following requirements of North Carolina Administrative Code Title 15A (Subchapter 2L, Section .0100,
.0200, and 0.0300), as listed under 15A NCAC 02L .0106 (g). Specifically, we propose to:
▪ conduct a quantitative assessment of risk to human health, as may be attributed to all constituents
of concern in groundwater, using information presented in the previously prepared Nature and
Extent Study
▪ perform research concerning techniques that have been used to remediate groundwater
contaminated with 1,4-dioxane
▪ evaluate the potential applicability of various remediation techniques in the context of site-specific
hydrogeologic and hydrogeochemical conditions at North landfill
▪ select one or more remediation techniques deemed most likely to be effective in remediating 1,4-
dioxane in groundwater at North landfill
▪ estimate costs associated with selected remedies
▪ prepare a report deemed suitable for direct submission to North Carolina DEQ

Budget. The cost of providing the proposed services shall be $6,300 [Lump Sum]. The need to implement
this task was not anticipated; therefore, we did not include the cost of this task when preparing the budget
for fiscal year 2019-2020.
The cost of the proposed services is based upon a review of the effort associated with preparing prior NES
reports for other solid waste facilities.
Deliverables. DAA will provide a digital version of the report to the OCSWM (Adobe Acrobat or functional
equivalent). DAA will provide a digital version of the report to North Carolina Department of Environmental
Quality.
Exclusions. Deliverables do not include digital source files used in preparing the report (for example, MS
Word, MS Excel, AutoCad files). The scope of services does not include responding to comments, or request
for additional information or studies, from DEQ.
Terms and conditions. Services will be provided in accordance with the content of this proposal and an
existing Agreement between OCSWM and Draper Aden Associates (dated February 22, 2017).
Background. In a letter dated May 29, 2019, the North Carolina Department of Environmental Quality
introduced the requirement to chemically analyze groundwater samples obtained from landfills for 1,4-
dioxane. During subsequent groundwater sampling event, OCSWM observed exceedances of 1,4-dioxane
over its groundwater protection standard. With the exceedances of this additional organic contaminant, it
became necessary for OCSWM to update the Assessment of Corrective Measures.
On February 19, 2020, OCSWM submitted an Assessment of Corrective Measures Part 1: Nature and Extent
Study (NES) to DEQ. The Nature and Extent Study was considered to represent the first logical step in the
Assessment of Corrective Measures process. Based on the information contained in the Nature and Extent
Study, the facility has now conducted the subject Corrective Measures Evaluation, which represents the second
logical step in the Assessment of Corrective Measures process. We note that, in correspondence from DEQ,
dated December 19, 2019, DEQ approved our proposal to submit the Assessment of Corrective Measures in two
parts.
The subject proposal represents the second step of the two-step Assessment of Corrective Measures
process, and is intended to meet the requirements for evaluating various techniques for remediating
groundwater contaminated by 1,4-dioxane, in the context of the information presented in the Assessment
of Corrective Measures Part 1: Nature and Extent Study
