Amended Scope Pursuant to the findings and recommendations in the Orange County Whitted Building Structural Report, dated August 7, 2020, this amendment proposes design services for reinforcing the existing floor structure to meet the load capacities required by code. For the purposes of this proposal, the proposed construction is anticipated to consist of reinforcing existing wood beams and girders with structural steel channels and additional 2x12 members. Tasks and Deliverables: • Complete structural design and construction documents to achieve permit compliance with the North Carolina Existing Building Code for deficient floor areas outlined in previous report. • Construction Administration services for added scope pursuant to basic services in original proposal, dated November 6, 2019. Includes review of shop drawings and one (1) site visit by engineering consultant. We propose the following duration to expedite the process: Construction Documents 2 weeks Permit Review/Contractor Pricing 2 weeks * *Beyond HH Architecture Control Fee For the scope detailed above, we propose an additional lump sum fee of Eight Thousand Seven Hundred and Fifty Dollars ($8,750). Exclusions Excluded Services, to be billed as Additional Services only if required: 1. This scope does not include structural analysis or reinforcing design for areas outside of the Level 2 - Alterations in the current permit drawings for the upfit. These include Suites 211, 220/230, 250, and Corridor 200H. All other areas are beyond this scope. The Design Team recommends the County commission further study of the Suite 210 area to assess compliance from the previous upfit. 2. Any significant redesign to the existing primary building structure. Fee assumes reinforcing only. 3. It is anticipated that limited demolition drawings, if any, are required for structural reinforcing design and construction documents. Demolition drawings for the basement area are therefore limited to general architectural plans, as needed. Any further, extensive demolition drawings are beyond this scope. 4. Any additional design for plumbing, mechanical, electrical, fire alarm, and fire protection sprinklers are beyond this scope. For the purposes of this proposal, it is assumed all work to access existing structure around building systems will be reinstalled in place, and additional drawings are not required. Hess, AIA, LEED AP Principal DocuSign Envelope ID: 8F87A0BE-1C54-4748-B7E6-A0F7CAA7E363 August 7, 2020 Nicholas Zastrow, AIA HH Architecture 1100 Dresser Court, Raleigh, NC 27609 Re: Orange County Whitted Building Office Upfit LM Project No: R20.168 Dear Nick, Below are our findings from our limited observations and structural analysis of the existing Orange County Whitted Building for the scope of the office upfit: Background: On July 30th, 2020, Lynch Mykins performed a site visit at 300 W Tryon Street in Hillsborough, North Carolina. The purpose of that visit and this report is to describe our assessment of the existing conditions of the areas proposed for office upfit and provide recommendations for strengthening the existing first elevated floor framing as determined by our limited structural analysis. General Description: The existing structure consists of two stories of clinic and office space for the Orange County Health Department. It is understood that the structure was completed in 1950 based on Orange County GIS records, and the original structure was reportedly designed as a school according to employees of the health department. The existing southwest corner of the structure was analyzed by William D. Bilger, PE, and the safe live load was determined to be 30psf. This was documented in a drawing by Kenneth Redfoot, RA, of Corley Redfoot Architects. The building structure, including Area 2 as indicated on the attached plan, appears to consist of load bearing triple-wythe brick walls and round HSS steel columns supporting wood beams and wood girders. Wood beams are spaced at approximately 6 feet on center and the floor decking consists of tongue-and-groove wood members. Area 1 consists of two channels thru bolted to the wood beams as described above. Area 3 consists of wide- flange steel beams directly below the wood framing and additional HSS square steel columns. Areas 4 and 5 consist of 2x12’s spaced at approximately 2’-0” on center bearing on wood girders and steel columns. DocuSign Envelope ID: 8F87A0BE-1C54-4748-B7E6-A0F7CAA7E363 Observations and Recommendations: For office, vestibule, and storage loading, reinforcing will be required in areas not previously reinforced. Per the North Carolina Existing Building Code 807.4, “existing structural elements supporting any additional gravity loads as a result of alterations shall comply with the international building code,” except structural elements whose stress is not increased by more than ten percent. Based on the assumption that the building was originally designed as a school, the applicable live load would have bee n 40 psf. The proposed new uses as office, storage, and vestibule exceed the load by more than ten percent. Therefore, the floor must be capable of safely supporting the new loads in accordance with the code. Our recommendations for reinforcing floors included in this scope of this project are provided below. Because our analysis only included the portions of the existing building for this project, we recommend a full conditions assessment of the entire building to verify that other portions of the building have sufficient capacity to support their uses per the North Carolina Existing Building Code and International Building Code. Areas with existing reinforcing included in this project scope are acceptable for new loading conditions per North Carolina Existing Building Code 807.4; existing structural elements have been analyzed to support new loading and are satisfactory. New loading conditions consist of 50psf live load for office spaces, 80psf live load for vestibule spaces, and 125psf live load for storage spaces. As noted previously in letter by William D. Bilger, PE, the Area 2 can only support a safe live load of 30psf. Per our analysis, Areas 4 and 5 can support a safe live load of 40psf. In Area 2, it is recommended to reinforce the 5x13 wood beams and 4x8 wood girder with steel channels on both sides connected with thru bolts and field spliced for ease of installation. At Area 5, it is recommended to sister one additional 2x12 member to each existing member. In Area 4, it is recommended to sister an additional 2x12 member to each side of each 2x12. In Areas 4 and 5, it is recommended to reinforce the 4x8 wood girders with steel channels on both sides connected with thru bolts and field spliced for ease of installation. See attached PDF of plan locations of required reinforcing and a sketch of the proposed reinforcing detail. Limitations of Report: The professional services for this limited structural condition survey and report have been performed, the findings obtained, and the conclusions drawn in accordance with generally accepted engineering principles and practices. The scope of this limited condition survey and report is limited to the structural issues previously identified above.
