Gattis, Acting Clerk - - - - - - - - - - - - - - - - - - - - - - - --- - - - - - - - - - - - - - - - - - - - - - - - - Minutes of the Board of Commissioners July 6, 1961 The Orange County Board of Commissioners met on Thursday, July 6, 1961, at 7:30 o'clock p.m. in the gmmaissioners room at the courthouse in Hillsboro, N. C. The purpose of this meeting was to discuss the 1961-1962 budget. Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence D. Jones, Donald McDade and Henry Walker. Members absent: Hone Commissioner McDade moved the acceptance of the budget of the County School Unit as a basis of allocating school current expense funds. Commissioner Bennett gave a second to this motion and when Chairman Stanford called for a vote there were 5 ayes and 0 noes. When the subject of personnel compensation for Extention employees was reached Commissioner Jones requested that he be recorded as being opposed to any further salary increase_on'the part of the County for the Horne Demonstration Agent. He took this position because the total compensation of this position was already as high as should be in a county the size of Orange. Having concluded a discussion of all departmental budgets and being informed of the revenue the county might expect from all sources during the coming year the discussion then turned to the selection of a suitable tax rate. After a lengthy discussion Commissioner Walker moved that the tax rate be set at $1.00 for the coming year. Commissioner McDade gave a second to this motion and when Chairman Stanford called for a vote there were 5 ayes and 0 noes. In order to balance revenue and appropriations and hold to a tax rate of $1.00 the Accountant informed the Board that approximately $25,000.00 must still be taken from the budget requests. After considerable discussion Commissioner '.Talker moved that $25,000.00 be taken from the Capital Outlay budge of the County Unit under Code 60144. Commissioner Jones gave a second to this motion and when Chairman :Stanford called for a vote there were 5 ayes and 0 noes. The accountant was directed to incorporate all, budget decision into a complete budget and present this document at a meeting which was to be held on Monday, July 28th, at 8 o'clock p.m. There being no further business this meeting was adjourned. C. Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence D. Jones, Donald McDade and Henry Walker. Members absent: None The following appropriations resolution was introduced by Commissioner Walker: For the Bond Fund the sum of $ 20,090.00 Farm Fond 44,991.00 General Fund $ 335,325.00 Health Fund 38,000.00 Property Revaluation 12,000.00 School C E 339,380.00 C 0 398,66o.co D S 238,920.00 Welfare General 86,701.00 0 A A 127,200.00 A D C 164,658.00 A P T D 85,490.GG 23t. The above mentioned appropirations for Schools are to be divided as follows: In current expense the County School Unit will receive by per capita allotment $169,945.50 and by direct allotment from the state $30,091.50 for a total budget of $200,037.00. The Chapel Hill Unit shall receive by per capita allotment $139,343.00, In capital outly the County Unit shall receive $82,020.00 and the Chapel Hill Unit shall receive $200,000.00. This sum shall be allocated to a specific project or projects at a later date. The foregoing resolution received a second from Commissioner Jones and upon a vote the following Commissioners were recorded in the affirmative 5 and the following Commissioners were recorded in the negative 0. Chairman Stanford then declared the motion passed. To finance the foregoing appropriation Commissioner WaLker introduced the following tax levy resolution. For the Bond Fund the sum of .0200 cents per $100.00 of property valuation Farm .0234 Health .0385 Property Revluation .0121 School C E .2551 C 0 .4049 D S .1517 Welfare General .0465 0 A A .0183 A D C 0169 A P T D .0126 The tax rates combine to yield a total rate of $1.00 on the $100.00 of property valuation The foregoing resolution received a second from Commissioner Jones and when Chairman Stanford called for a vote the following Commissioners 5 voted in the affirmative and the following Commissioners 0 voted in the negative. Chairman Stanford then declared the motion duly adopted. i Commissioner McDade introduced the following motion: (1.) A poll tax on all male Persons between the ages of 21 and 50 years. Twenty five percent of the proceeds of this tax shall be deposited ' in the Welfare Fund and the remainder of this tax shall be deposited in the School Current Expense Fund. (2) A Special School tax of 20¢ on $$100.00 of property valuation on all property located within the Chapel Hill School District as provided by Chapter 69 of the General Statututes of North Carolina j This motion received a second from Commissioner Walker and when Chairman Stanford called for a vote the following Commissioners voted in the affirmative 5 and the following Commissioners 0. Chairman Stanford declared the motion duly passed. Comnissioner Bennett introduced the following license tax resolution: (1) On each open female dog 6 months of age or older the sum of $2.00 and upon all other dogs in the sum of $1.00. The proceeds of this tax shall be used to help defray the cost of the dog program. On each marriage license a tax of $4.00 in accordance with G.S. 51-20. The proceeds of this tax shall go to the General Fund. j m In accordance with Sect. B of the Revenue Act (Article 2-Chanter 5 of the General Statutes) and any other section of the General Statutues there is hereby levied a privilege license in the maximum amount permitted on all businesses, trades, occupations or professions which the county is entitled to tax. This motion received a second from Commissioner Walker and when Chairman Stanford called for a vote the following Commissioners 5 voted in the affirmative and the following Commissioners 0 voted in the negative. Chairman Stanford then declared the motion duly passed.
