Project Request Forms Durham 688-7331 Mebane (336)227 -2031 PURPOSE: To consider Orange County's Transportation Priority Projects for the 2004 — 2010 Transportation Improvement Program (TIP). BACKGROUND: Biannually, the North Carolina Board of Transportation (BOT) adopts a multi- year State Transportation Improvement Program (STIP) that specifies needed transportation improvements across the state. The process stalls with local jurbiliciicns drafting local transportation priority lists. Federal and state regulations provide for public input into the process. Orange County's transportation priority needs list has two sections. One section deals with selected projects within the Durham - Chapel Hill- Canboro Metropolitan Planning Organization (DCHC MPO) planning boundary. The second section deals with projects in the remaining portions of Orange County which lie outside of the Durham -Chapel Hill- Canbore metropolitan planning area. Orange County's transportation pdor'hy list for Me projects within the Metmpoliten Planning Area (MPA) must be submitted to Me DCHC MPO in November. The Transportation Advisory Committee (TAC) will Men hold a public input meeting and Me North Carolina Department of Transportation ( NCDOT) will meet with the MPO in January or February to discuss Me MPO's priorties. NCBOT held a TIP Public Input Meeting on October 30, 2001 for areas in Division 7 that are not represented in a Metropolitan Planning Organization; however, NCDOT and NCBOT will accept written requests for those projects through December 2001. FINANCIAL IMPACT: None at this time. RECOMMENDATION: The Administration recommends that the Board approve the attached Orange County Transportation Priority Lists for Me 2004 -2010 TIP. Halkiotis., Chair Enclosure ORANGE COUNTY TRANSPORTATION PRIORITY LIST FOR CONSIDERATION OF FUNDING IN THE 2004-2010 DURHAM-CHAPEL HILL - CARRBORO METROPOLITAN PLANNING ORGANIZATION TRANSPORTATION IMPROVEMENT PROGRAM fMTIP) As a member of the Durham - Chapel Hill- Carrbom Metropolitan Planning Organization, Orange County will continue W work with the Transportation Advisory Committee ECHO TAC) to develop a complete list of prii priorities for the portion of Orange County that Iles inside the urbanized area boundary. However, there are selected projects in Orange County which we would like to address now because they have been the subjects of discussions between the TAC and the Department of Transportation or because there are other special concerns. REQUESTED PROJECTS 1) U -3888. Elizabeth Brady Road Extension Construct a facility, with bicycle and pedestrian amended, connecting US 70 Business and US 70 Bypass on an alignment that has least impact on the Eno River, the natural environment and cultural sides. This project creates a parallel mute to the highly congested Chums Street comidor (NC 86 & US 70 Business). This route will be used b re -route heavy truck and through traffic out of the downbwnlhistoric district. An Economic Development District (EDD) Transportation Workgroup made up of Orange County and Town of Hillsborough elected officials, planning staff, devebpers and community groups was established to address thimporlation issues depending the Hillsborough area EDD. That group's recommendations and comments regarding this project are also attached for consideration in planning and design of this project. 2) NO 86 Bicycle Lanes Construct bicycle lanes (4 -foot paved shoulders) from Chapel Hill (Whitfield Road) to Hillsborough (US 70 Business). This project will mend bicycle lanes an Airport Road (NC86) in Chapel Hill to US 70 Business in Hillsborough. - Bicycle lanes have rocsntly been completed along NC 86 from UNC to Whitfield Road (SR 1731) in Orange County. NC 86 from Chapel Hill to Hillsborough is experiencing increasing numbers of bicyclists using this route and there are also two schools along this mute. This mute is listed as pdortty I of the primary bicycle mutes proposed in the Orange County Bicycle Transportation Plan adopted April 6, 1999. This protect is listed in the 2002 -2008 TIP as an incidental bicycle need. Orange County requests that bicycle lane be constructed as an independent project, and, if necessary, programmed in phases. 3) R -2825 Improvements to South Chunton Street: Develop congestion management, limited access, aesthetic and capacity improvements between US 70 Business and Interstate 40. The portion between Inlerstates 40 and 85 will conform to the design criteria of the Economic Development District Design Manual (4 -lane divided sachem with bike and pedestrian improvements). The feasibility study should explore a variety of improvements within the current rghtaf -way for the segment north of Interstate 85. Improved capacity through widening is not the first choice because of significant constraints between Interstate 85 and US 70 Business and the proximity of the historic district north of the project limits. Orange County requests that, where contlltions do not prevent the addition of frontage made, the feasibility study include the addition of frontage heads with limited access from the corridor. 4) US 70 Bypass Widening: Widen, from the Orange/Durham County Line to the US 70 — 1415 Connector east of Efland, US 70 Bypass to a tour -lane divided section with bike and pedestrian improvements. This project should be phased to address traffic counts and existing congestion. Orange County requests that this project be identified as a need and included in the 2004 -2010 STIP. 5) NC 86 (N rth of Hll bo h) Innnneverneal Widen, from US 70 Bypass north of Hillsbomugh to SR 1332 (Coleman Loop), NC 86 to four lanes with intersection Improvements at US 70 Bypass. NC 86 is the major nodh -south route through Orange County. NC 57 converges into US 86 just north of US 70 Bypass. The segment of NC 85 between NC 57 and US 70 Is congealed, rendering a high accident location at the intersection of US 70 Bypass at NC 86. Development pressures In this area will exacerbate traffic congestion and accident proliferation. 6) 1 Hillsbonci Western Bwass: Construct a two-lane facility connecting US 70 with NC 86 North and Smoud's Creek Lane, using a portion of SR 1832 (Coleman Loop) right -of -way. This project will create a connection between NC 57, NC 66 north of Hillsborough and US 70 west of Hillsborough to create an aRemate for traffic seeking 14011 -85 from the north of Hillsborough By providing a direct connection to the interstate corridor without using NG 86 through Hillsborough, the project will help alleviate traffic congestion on Crunch Street through the historic downtown area. A portion of Stroud 'a Creek Lane amassing NC 57 has been constructed with private funds. A 0. 3-mile (approx.) segment is needed to complete the connection between NC 57 and NC 86. OTHER REQUESTS 1) Ul Elizabieh B tl Rgad Ext Commands t the E Development District (EDDI Transportation Workoround NCDOT should continue Its study of seven options to reduce traffic congestion and improve the Level of Service In Hillsborough's central business district and to improve safety along Churton Street and NC 86. The workgroup priontized the seven options In order of preference: 1. Elizabeth Brady alignment 3, Mich does not cross the river, goes across ridge (IF this is the least impact to the river) 2. Elizabeth Brady alignment 2( averts racetrack, crosses river) 1 ( original) Elizabeth Brady alignment) 4. Lawrence Road (with 86 connector) — but different function from above 5. Western bypass 6. No build 7. Widen Chudon SL from 70 business to TO bypass Elizabeth Brady Road Extension should be heated as a local toed, not a bypass. The location of Elizabeth Brady Road is not adequate for a bypass. NCDOT should extend the study area for a bypass to include the Hillsborough 50 -Year Water and Sewer Boundary. One option for a bypass would follow the study area boundary for project U -3808, using existing marls where possible and with an interchange on 1 -85 sae[ of Lawrence Road, Also, please refer to the attached EDD Transportation Workgroup recommendations and comments. 2) 1 -3308 Section A w deputo of 1-40 to six lanes from 1-85 in Orange Counlv to NC 147 fBuck Dean Freeway) in Durham N — Orange County requests that 14306 Section A and 1 -3308 Section R be divided Into two separate projects and programmed separately in toe TIP. Pmject planning and design for this facility is in progress. Orange County requests that the development of the Major Investment Study and Environmental Impact Statement for this project incude assurance that the project will not have detrimental land use impacts to the Orange County Comprehensive Plan Orange County is opposed to any widening of 140 through Orange County unless there is a commitment by NCDOT to provide HOV and/or dedicated bus lanes. The County is specifically interested! in fire following infrastructure improvements as they relate to the I -85/US 70 Economic Development District e) Ems on Control Measurx - Orange County requests that permanent erosion . control measures be included in the project. b) Pedestrian and B'cycla Fadithes - Orange County requests that Its staff be allowed to participate In the dstertnination of where and what type of facilities are to be included in this project. Among the features requested for Incluslon are sidewalks and bike lanes (see the Regional B,cvcle Plan for Durham and Orame Counties) along roads where Interchange improvements are required and adequate guardrails on overpasses. c) Wel ife Corridor Under Ib5 - Orange County requests that its staff be allowed to participate during this part of the planning stage and that this issue be brought to the abortion of the NCDOT Staff Biologist. Constructing this wildlife corddor Is one of Me recommendations presented in the "The New Hope Condor Open Space Master Plan: Proposals for Linking Duke Forest and Eno River Slate Park" d) Ingemect on of Pleasant Green Road R ] & Mt Haman Church Road SIR 1713) - NCDOT Division 7 Traffic Engineers have recommended Mat MIS intersection be included as a part of 1-305 because of its provmily to the 1-85(US 70 Interchange. The entire Intersection should be realigned so that Pleasant Green Road intersects US 70 at a 90degree angle. a) US 70 from NO 751 M Unthrossity aWbon Road (SR 17121- Due to the needs of the Pleasant Green Reim 70 Intersection, Orange County requests that US 70, from NC 751 te University Station Road, be upgraded to provide for a suitable bansdion horrn'M 1-55. An example of Me need for this project is the intersection of US 70 with Old No.10 (SR 1715) which Is currently operating at level of sewics "F ". f) Mt Harms Church Rod (SR 17131 - Preliminary plans by the Planning & Environmental Branch, Division of Highways of NCDOT indicate that Mis road! may be relocated as part of 1.305. Orange County request that this road be designed with 1T wide travel lanes and 4' wide bicycle lanes for a Mtal paved width of 321 . g) Old NC 10 (SR 17101 - Preliminary plans by Me Planning & Environmental Branch, Division of Highways of NGDOT indicate that this road may also be relocated as part of 1-305. Orange County requests that this mad be designed with 12' wide travel Ines and 4' wide bicycle lanes for a total paved width of 32'. h) NC 86 - NGDOT has expressed concern that the width (24ane) of the NC 86 overpass Is Inadequate for increased traffic volume that would result from proposed development in the adjacent Economic Development District. Orange County requests that the INC 86 overpass be widened. 2) NORTHWEST LOOP eENO ❑ IV new multAgne route from 1 -65 in Qranae County to 1-85 in Durham County - Orange County is strongly opposed W having this facility within Orange Couny and is also very concemetl about the environmental impacts to the Eno River State Park. ThIS project will create a connection between NC 57 , NC 86 north of Hillsborough and US 70 west of Hillsborough b create an alternate for traffic seeking 14011 -85 from the north of Hillsborough. By providing a direct connection to the interstate condor without using NC 86 through Hillsborough, the project will help alleviate traffic congestion on Churton Street through the historic downtown area.
