PURPOSE: To approve a resolution authorizing the appointment of Corey Root to the Central
Piedmont Community Action, Inc. (CPCA) Board of Directors.
BACKGROUND: Central Piedmont Community Action, Inc. (CPCA), formerly known as Joint
Orange-Chatham Community Action, Inc. (JOCCA) until March 2016, is a private nonprofit human
service organization established in March 1966 by the Board of Commissioners of Orange and
Chatham counties to seek funds, administer programs and provide services to low-income
families and individuals. CPCA mobilizes resources from federal, state and local governments as
well as private foundations.
Programs are developed and approved under the guidance of the Board of Directors, consisting
of representatives from the private, public and low-income sectors of the counties. Public
representatives on the Board of Directors are designated by the County Commissioners.
Historically, the Director of the Orange County Department of Housing and Community
Development has been designated as a member of the Board of Directors. As the new
Department Director, Corey Root must be approved by the Board of Commissioners to be
appointed to the CPCA Board of Directors.
FINANCIAL IMPACT: There is no financial impact associated with this item.
SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated
with this item.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with this item.
RECOMMENDATION(S): The Manager recommends that the Board approve and authorize the
Chair to sign the resolution authorizing the appointment of Corey Root to the Central Piedmont
Community Action, Inc. (CPCA) Board of Directors.

RESOLUTION AUTHORIZING THE APPOINTMENT OF COREY ROOT TO THE
CENTRAL PIEDMONT COMMUNITY ACTION, INC. BOARD OF DIRECTORS
WHEREAS, Central Piedmont Community Action, Inc. (CPCA), formerly known as Joint
Orange-Chatham Community Action, Inc. (JOCCA) until March 2016, is a private nonprofit

WHEREAS, CPCA mobilizes resources from federal, state and local governments as well
as private foundations; and
WHEREAS, programs are developed and approved under the guidance of the Board of
Directors, consisting of representatives from the private, public and low-income sectors of the
counties, with public representatives on the Board of Directors being designated by the County
Commissioners; and
WHEREAS, historically, the Director of the Orange County Department of Housing and
Community Development has been designated as a member of the Board of Directors; and
WHEREAS, the new Department Director, Corey Root,must be approved by the Board of
Commissioners to be appointed to the CPCA Board of Directors;
NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of
Commissioners authorizes the appointment of Corey Root to the Central Piedmont Community
Action, Inc. (CPCA) Board of Directors.
