SUBJECT: Northern Campus Water and Sewer— Transfer of Ownership to Town of
Hillsborough

PURPOSE: To approve transferring the ownership of the recently constructed water and sewer
utility infrastructure associated with the construction of the Northern Campus Project to the
Town of Hillsborough.
BACKGROUND: In September 2019, the Board of Commissioners accepted a total
Guaranteed Maximum Price (GMP) of $36,354,082, as presented by Bordeaux Construction, for
the development of the Orange County Northern Campus. Work on the project commenced
shortly afterwards and is now substantially completed.
The utilities portion of the work included the construction of water and sewer lines to connect the
construction site to existing water and sewer infrastructure owned and operated by the Town of
Hillsborough. Specifically, the scope of work called for the installation of approximately 1,650
feet of 12-inch water main, 20 feet of 6-inch water main, fire hydrants, valves and associated
appurtenances extending along US Highway 70 West from Holiday Park Road. These
improvement provide domestic and fire service to three new buildings within the Orange County
Northern Campus located at 1200 US Highway 70 West in Hillsborough. The new 12-inch water
main connects to the existing 12-inch water main along Holiday Park Road at its intersection
with US Highway 70 West and to the existing 6-inch water main at 1200 US Highway 70 West,
owned by the Town of Hillsborough. The sewer scope of work called for the installation of
approximately 630 feet of 8-inch PVC sewer main and three concrete manholes. The sewer line
runs from the property boundary of Orange County Northern Campus to an existing sanitary
sewer manhole located on property owned by Lisa Hall located at 500 Orange Heights Loop in
Hillsborough. The sewer is located within an existing sewer easement previously dedicated to
the Town and runs across two residential properties. Attachment 1 contains a map illustrating
the location of the water and sewer utilities subject to this request.
A three-part interlocal agreement stipulates that the public portion of the water and sewer
infrastructure installed by the County shall be transferred to ownership of the Town of

Hillsborough upon completion of the work. This transfer of the property/assets needs approval
by the BOCC. Attachment 2 provides the Utility Dedication Form to facilitate this transfer.
FINANCIAL IMPACT: There is no financial impact associated with approving the transfer of
utility infrastructure ownership to the Town of Hillsborough.
SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated
with approving the transfer of utility infrastructure ownership to the Town of Hillsborough.
ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal
impact associated with approving the transfer of utility infrastructure ownership to the Town of
Hillsborough
RECOMMENDATION(S): The Manager recommends that the Board:
1. Approve the transfer of ownership of the water and sewer infrastructure to the Town of
Hillsborough and authorize the County Manager to sign the Dedication Form (Attachment
2); and
2. Authorize the County Manager and staff to pursue any further actions, as necessary, to
complete the transfer of ownership to the Town of Hillsborough.

Orange County, North Carolina, the current owner/developer of a water extension project constructed
along US 70 and a sanitary sewer extension built within a sewer easement, does herby dedicate and
convey unto the Town of Hillsborough, its successors and assigns, all of its rights,title and interest in and
to the offsite water main and sewer lines constructed in accordance with as-built plans entitled "Orange
County Northern Campus Construction Documents" prepared by Civil Consultants, Inc., and sealed
7/19/2021, specifically the areas identified as public infrastructure.
