HomeMy WebLinkAboutMinutes - 19610703Minutes of the Board of Commissioners 233 July 3, 1961 The Orange County Board of Commissioners met on Tuesday, July 3, 1961, at ten o'clock a.m. in the Commissioners room at the courthouse in Hillsboro, N. C. Members present: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence D. Jones, Donald McDade and Henry Walker. Members absent: None The minutes of the previous meetings were read by the Clerk and approved after corrections were made in the June 5th, June 22nd, and June 27th minutes, Hugh Wilson of Bingham Township presented the necessary bond and was administered the oath of Constable by Chairman Stanford. The Bond will be recorded in Bond Book 2 on file in the Register of Deeds office. The following road petitions were presented and the Clerk was requested to mail same to the State Highway Commission in Greensboro, N. C. 1. Linden Road in Eno Township 2. Brigadoon, McDermott and Renfrew Drives and Dundee Way located in the Brigadoon Subdivision of the Eno Development Corporation, Eno Township. The following Department Officials presented reports for the month of June, 1961. Jessie Trowbridge, Home Demonstration Agent Walter Wrenn, Veterans Service Officer Frank Frederick, Delinquent Tax Collector and Mrs. Frances K. Miscall, Acting Cashe Boggs, County Dog Warden Welfare Supt, E. M. Lynch, Clerk of Court Jimmy Beare and Allen Brandon of the Carrboro community were present to discuss with the Board their opinions concerning certain action that was slated to come before the Chapel Hill City Administrative School Board at their next meeting. These men requested that the Commissioners attend this meeting, not as a Board of Commissioners but as interested citizens. A discussion arose concerning the appointment of a new Solicitor and the results that Orange County might derive from the dividing of the solicitorial district. Upon motion of Commissioner Jones, seconded by Commissioner Bennett, and unanimously adopted, it was agreed that Orange County would underwrite the expense of retaining the position of Assistant Solicitor for the period of one (1) year. The Clerk was requested to inform Ike Andrews, the newly appointed Solicitor, of the Board's decision. A letter dated June 29, 1961, from Raymond E. Strong, a resident of Colonial Heights, was read by Chairman Stanford. Mr. Strong suggested that a 35-mile speed limit be imposed on the Airport Road from an area beyond the Reach House Restaurant to beyond the entrance of the Bates Hill Road, that also suggested that a caution light be installed at the entrance to the Colonial Heights area. The Board felt that Mr. Stang's requests were justified and the Clerk was requested to mail Mr. Strong's letter along with a-letter of recommendation from the Board to the State Highway Commission in Greensboro, N. C. Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and unanimously adopted, it was moved that as of July 1, 1961, all elected county officials shall be covered by the provisions of the North Carolina Workmen's Compensation Act. Oattis, Acting Clark - - - - - - - - - - - - - - - - - - - - - - - --- - - - - - - - - - - - - - - - - - - - - - - - - Minutes of the Board of Commissioners July 6, 1961 The Orange County Board of Commissioners met on Thursday, July 6, 1961, at 7:30 o'clock p.m. in the Bommissioners room at the courthouse in Hillsboro, N. C. The purpose of this meeting was to discuss the 1961-1962 budget. Members Dresent: Chairman Donald Stanford, Commissioners Harvey Bennett, Clarence D. Jones, Donald McDade and Henry Walker. Members absent: None Commissioner McDade moved the acceptance of the budget of the County School Unit as a basis of (allocating school current expense funds. Commissioner Bennett gave a second to this motion and when Chairman Stanford called for a vote there were 5 ayes and 0 noes. When the subject of personnel compensation for Extortion employees was reached Commissioner Jones requested that he be recorded as being opposed to any further salary increase:on the part of the County for the Home Demonstration Agent. He took this position because the total compensation of this position was already as high as should be in a county the size of Orange. Having concluded a discussion of all departmental budgets and being informed of the revenue the county might expect from all sources during the coming year the discussion then turned to the selection of a suitable tax rate. After a lengthy discussion Commissioner Walker moved that the tax rate be set at $1.00 for the coming year. Commissioner McDade gave a second to this motion and when Chairman Stanford called for a vote there were 5 ayes and 0 noes. In order to balance revenue and appropriations and hold to a tax rate of $1.00 the Accountant infomed the Board that approximately $25,000.00 must still be taken from the budget requests. After considerable discussion Commissioner Walker moved that $25,000.00 be taken from the Capital Outlay, budge of the County Unit under Code 681-4. Commissioner Jones gave a second to this motion and when Chaiman Stanford called for a vote there were 5 ayes and 0 noes. The accountant was directed to incorporate all budget decision into a complete budget and present this document at a meeting which was to be held on Monday, July 28th, at 8 o'clock p.m. There being no further business this meeting was adjourned. C. Members present: Chaiman Donald Stanford, Commissioners Harvey Bennett, Clarence D. Jones, Donald McDade and Henry Walker.
