BACKGROUND: The terms of four members of the Commission for the Environment will expire on December 31, 2003. They are Mark Smith, serving in an Air Quality position; Charles C. Daniel, III, serving in an At-Large position; Julie Harllee Tucker, serving in an Engineering position; and Rebecca Vidra, servincl in an At-Large position.
