Dear Bruce:
Draper Aden Associates (DAA) appreciates the opportunity to provide the following proposed
task order to Orange County Solid Waste Management (Client) for the design, permitting, bid
administration, and construction phase services for the proposed wastewater disposal system,
described within the Wastewater Disposal Evaluation Study dated May 8, 2020, at the existing
Walnut Grove Waste and Recycling Center in Hillsborough, NC. The project is necessary since
NCDEQ is unwilling to extend the temporary permit and haul permit that serves the facility
currently and wastewater shall be managed by a new system by February 2021.
PROPOSED SCOPE OF WORK
DAA will provide professional services as outlined below. This proposed scope of work has
been prepared in general accordance with the engineering standard of practice and discussions
of the project with the Client and consists of the following services:
Task 1 – Design Phase Services
Construction Documents
Based upon conceptual layout dimensions and alignments, DAA will complete the site
design and prepare construction documents. Construction Documents will be prepared
in accordance with the requirements of the local jurisdiction Planning and/or
Engineering Department(s). Specific scope items included in the Construction
Documents submittal are as follows:

Existing Conditions Plan – DAA will prepare an existing condition plan to show the
locations of the existing onsite features, including buildings, structures, walls, and paving.
Site Layout Plan – DAA will prepare a site plan to show the proposed septic
improvements. The site layout will also show general existing conditions based upon
historical CAD files, if available, and online sources.
Utility Plan – DAA will prepare a utility plan to show the location and alignment of the
proposed forcemain, pressure manifold, and septic drainage lines. The utility plan will
also include relevant construction notes and considerations.
Erosion Control Plan – It is assumed that this project will not disturb more than 1 acre of
land. As such, an Erosion & Sediment Control permit will not be required. DAA will
include relevant erosion control elements required within the Site Layout Plan.
Construction Detail Sheets – DAA will prepare required construction detail sheets for the
project associated with the proposed forcemain, septic drainage field, grinder pump
installation, and erosion and sediment control features.

Project Manual
DAA will prepare a Project Manual for the work associated with the proposed
improvements described above. The Project Manual will consist generally of Contract
Documents, General Conditions, and other related documentation including formats for
Pay Requests, Change Orders, and Technical Specifications for the work. Standard readily
available forms will be used to the extent practical. Other related documents, such as
County specific purchasing or contract requirements will also be included. The manual
will be prepared in a format acceptable to the Client.
Deliverables:
The project manual will be provided in digital format, with up to five printed
copies made available.

Task 2 – Permitting Phase Services
DAA will assist the Client with obtaining approval for the project by preparing the permit
application to the Orange County Department of Health. Payments of all permit
application or other regulatory fees will be the responsibility of the Client. The
anticipated permitting authorities applicable to this site include:
Sewer Improvement Application (Orange County Department of Health)
Task 3 – Bid Administration Services
Draper Aden Associates will assist the Owner in advertising/soliciting the project for bid,
issuing addenda as necessary, conducting a bid opening, evaluate the bids received, and
recommendations of award to the Owner. Due to the anticipated cost of the project it is
assumed this will be an informal bid process. Upon Award of the Bid, DAA will assist the
Owner in proper execution of the contract documents, respond to contractors’ questions
and provide technical support through the contracting process. We will assist the Owner
in obtaining and reviewing construction contract documentation and other preliminary
actions through issuance of formal Notice-To-Proceed.
Task 4 – Construction Services
DAA will perform Construction Phase Services as follows:
Consult with Owner and act as Owner’s representative as provided in the
Construction Contract.
Review product submittals and shop drawings from the selected Contractor for
compliance with regulatory and design specifications.
Perform two (2) site visits to observe utility installation and testing, review as-
built information provided by contractor, inspect site construction for compliance
with approved plans, and address field questions by contractor. Observations by
DAA are not intended to be exhaustive or intensive in nature, but to verify
general compliance with standards and approved plans based on DAA
personnel’s professional judgment. Upon the completion of the site visit, a
written report will be issued to the Owner indicating observations, and specifically
any deficiencies in the work that may need to be addressed. A total of two (2) site
visits are anticipated including a preconstruction meeting if scheduled.
Issue necessary clarifications and interpretations of the Contract Documents as
appropriate to the orderly completion of Contractor’s work. Such clarifications
and interpretations will be consistent with the intent of and reasonably inferable
from the Contract Documents. Subject to limitations in the Contract Documents,
Draper Aden Associates may issue field orders authorizing minor variations in the
Work from the requirements of the Contract Documents.
Recommend change orders and work change directives to Client as appropriate
and prepare change orders and work change directives as required.
Review Contractor’s applications for payment and, if found to be consistent with
the level of work performed, make recommendation to the Owner of payment.

Produce the necessary project closeout and certification documents necessary to
meet the requirements of the local approvals and provide the owner with a
record file. Record Documents will be based on field observations and redline as-
built drawings provided by the contractor and the observations during the site
inspections. DAA shall not have responsibility for acts or omissions of the
contractor or subcontractors, their agents or employees, or other persons
performing the project construction.
Due to the nature of these activities, DAA will complete these items based upon a time and
materials basis per our standard rate schedule. For budgeting purposes, we have included an
estimated fee for this task in the schedule below.
Deliverables:
Record Drawings as required.
Site Visit reports from onsite inspections
Recommendations of pay requests from the Contractor
Change Order and Field Order documents, as necessary, for Owner execution
ADDITIONAL SERVICES
All other services not expressly defined above in this task proposal will be considered additional
services and could be subject to additional task order proposal(s) and costs.
SCHEDULE
DAA proposes to complete Task 1 through Task 2 within 30 days of notice to proceed. Task 3
and 4 are dependent upon permit acceptance and authorization from the Owner, as well as
Contractor’s availability and timeline. As such, it is recommended these services be provided on
a Time and Materials (T&M) basis.
COMPENSATION
Compensation for engineering services and reimbursable expenses shall be based on a lump
sum fees presented below. This fee will be invoiced monthly based on our estimation of the
percentage complete on each task.

This proposal is valid for 30 days from the date of the proposal. If the proposal is not accepted
within 30 days, we reserve the right to revise or withdraw the proposal entirely at our discretion.
Please confirm your acceptance of this proposal by signing one copy and returning it to our
office. Our receipt of the executed copy of this proposal will serve as our Notice to Proceed and
contract to perform the work described herein. Work will be conducted in accordance with this
proposal and the existing contract between Orange County and Draper Aden Associates dated
February 22, 2017.
