Minutes of the Board of Commissioners
June 22, 1961
The Orange County Board of Commiasioners met on Thursday, June 22, 1961 at
7:30 o'clock p.m. in the Commissioners room at the Courthouse in Hillsboro, N. C.
The purpose of this meeting was to discuss the 1961-62 budget session.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
Clarence D. Jones, Donald McDade-and Henry Walker,
Members absent: None
The following persons were heard from:
Mr. Joseph Johnston Supt. of the Chapel Hill School admi,nstrative
unit presented the requested budget for that agency. Rev. J. R.
Manley, a member of the Chapel Hill administrative unit's school
board along with Mrs. Ross Scroggs and Dr. Peters, members elected
to that board, were also present to assist Dr. Johnston with his
presentation.
The Board arranged to have the Welfare Board present their budget on Tuesday
evening the 27th. at 7:30 o'clock p.m..
The meeting adjourned at 10:00 o'clock p.m.

June 27, 1961
The Orange County Board of Commissioners met on Tuesday, June 27, 1961
at 7:30 o'clock p.m. in point session with the County Baord of Public Welfare, in
the Commissioners room at the Courthouse in Hillsboro, N. C. The purpose of this
meeting was to discuss the 1961-62 budget session. -
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
Clarence D..Jones, Donald McDade and Henry Walker.
Members absent: None
The following funds were discussed.
Welfare General
Old Age Assistance
Aid to Dependent Children
Aid to the Permanently and Totally Disabled
During the discussion the new salary schedule for Welfare workers was
mentioned and the Welfare Board advised the Commissioners they felt that one
step below the normal range should be adopted as the pay plan for this county.
The budget for Forest Conservation Work to be administered through the
North Carolina Departnent of Conservation and Development was presented by
personal from the District Forester's Office.
The meeting adjourned at 10:00 o'clock P.M.

June 30, 1961
The Orange County Board of Commissioners met on Friday, June 30, 1961, at
7:30 o'clock p.m. In the Commissioners room at the Courthouse in Hillsboro, N. C.
The purpose of this meeting is to discuss the 1961-62 budget session.
Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
Clarence D. Jones, Donald McDade and Henry Walker.
Members absent: None
After idscussion Commissioner Bennett moved the following persons be
appointed to the membership of the Greater Chapel Hill Planning Board:
Jack Lesley for a term of 5 years
Jim Wallace for a term of 4 years
Edward Burns for a term of 3 years
Jim Lalanne for a term of 2 years
Walter Spearman for a term of 1 year

Commissioners McDade gave a second to this motion and when Chairman Stanford
called for a vote there were 5 ayes and 0 noes.
The matter of increasing certain fees in the Register of Deeds, Sheriff's and
Clerk of Court offlcies was discussed, having been under consideration for sometime
by the Board. The Discussion included consideration previously given to the fees
now charged and to fees being charged for like services in other counties and
the desirability of having fees in these officies more closely bear the cost of
the services rendered. The letter of opinion dated November 19, 1960, from the
County Attorneys, Graham & Levings, on this subject was read and it was pointed out
that the Board of Commissioners could increase the tees from that prescribed under
G. S. 153-9, but any increase could not exceed twenty per cent during on fiscal year
of the county, After full discussion, upon motion d Commissioner Clarence D. Jones,
seconded by Commissioner Bennett, the following resolutions were adopted:
RESOLVED, that the schedule of fees for registering deeds in the office of the
Register of Deeds of Orange County be and the same is fixed as follows, effective at
once:
1 page $1.80
2 pages 2.00
3 pages 2.75
1} pages 3.50
pages Additional Pages $1.00 each. 4.00
and that the minimum fee for registering a chattel mortgage be increased from 751E
to 90?.
Upon motion of Commissioner Jones, seconded by Commissioner Bennett, the
following resolution was adopted:
RESOLVED, That the schedule of fees for recording deeds, deeds of trust, contract
and chattel mortgages, effective in the fiscal year beginning July 1, 1961, as follows
Deeds and Deeds of Trust, Minimum Charge $2.00, for pages over two $1.00 for each
additional page.
Contracts and chattel mortgages $1.00. Additional for pages over one 501E for
each additional page.
RESOLVED, That the schedule of fees in the Office of the Clerk of Superior
Court be amended and the same is fixed sa follows effective at once:
Adoption preceeding $5.00
Qualification and Probate of Will 6.00
Qualification of Administration 6.00
Qualification of Guardian 6.00
Qualification of Trustee 6.00
Issue Execution 1.25
Maximum fee for filing final account 30.00
Auditing Annual Account 1.80
Filing Inventory 1.20
Hearing before Clerk 2.50

RESOLVED, that the schedule of fees for the office of Clerk of the Superior
Court be amended and the same is fixed as follows, effective July 1, 1961.
