Charge of the OUTBoard (from Section I, Part C of the adopted Rules and Procedures)
1.The OUT Board is charged with advising the Board of County Commissioners on the planning and
programming of transportation infrastructure improvements and other County transportation planning
initiatives, as directed by the Board.
From time to time the OUTBoard may be directed to provide input on regulations on which the Planning Board has
primary statutory and local ordinance advisory duties. In such instances, the OUTBoard shall serve in an advisory
capacity to the Planning Board.

There are two methods for public comment:

Written Public Comments
Members of the public are encouraged to provide written public comments by emailing comments to
ntrivedi orangecountync.gov no later than 3:00 p.m. on the afternoon of the meeting. Please include
in the Subject line of the email the title of the agenda item your comment.
Written comments can also be dropped off at the Planning Department's offices at 131 W. Margaret
Lane, 2nd floor, Hillsborough, NC during normal business hours (8:00 a.m. to 5:00 p.m. Monday
through Friday). Please leave your comments in the drop-off box near the front counter and call (919)
245-2575 to notify staff that there has been a drop-off. Written comments will be scanned emailed to
the OUTBoard members and staff.
Verbal Public Comments
Members of the public must contact Planning Department staff via email at

wish to speak during the meeting.
When submitting the request to speak, please include the following:

Review Process
The OUTBoard is an appointed volunteer advisory board which makes recommendations to the
Board of County Commissioners (the elected officials). The Board of County Commissioners holds a
formal public hearing and makes decisions.

61 Nish Trivedi presented the DCHC MPO CTP Amendment#3 for comments.

63 Tony Blake noted that White Cross Road is narrower than Old Greensboro yet the speed limit is 10 mph higher. It is also a
64 common route for bicyclist and has been problematic and has an increased amount of truck traffic as a cut through from
65 Pittsboro to Hillsborough. There is a need for increased maintenance or put limited weight.

67 Nish Trivedi replied that he has contacted NCDOT to evaluate speed reduction and weight capacity.

69 David Laudicina commented on Orange County pulling out of the rail study that Wake and Durham County are conducting
70 what that means for the future to extend the commuter rail to Hillsborough and then further on out. He pointed out that a lot
71 of towns have mills that are being developed into housing right by the rail line. When he listened to the Buckhorn technical
72 analysis and not one person mentioned that there is a rail line going right through the middle of it and it seems like the
73 County is losing a huge opportunity to get people around. He also pointed out that the Bus Rapid Transit is very disjointed
74 and takes too many connections to get anywhere. David thinks limiting transportation to driving on the highway to get
75 anywhere is going to stifle growth. David also commented on the missed opportunity of building a train station in
76 Hillsborough without a platform.

78 Tony Blake commented that NC Railroad needs to be included as a partner in the planning.

80 Nish Trivedi informed the OUTBoard that Northern Southern is blocking the construction of a platform for the Hillsborough
81 Train Station.

83 Erik Broo thinks if the County is going to advocate for commuter rail then it should include the line used by the coal rail to
84 Chapel Hill because they have a parking problem. Any commuter rail should include Chapel Hill.

86 Tony Blake pointed out that any look at transit spending needs to take a hard look at the impacts that the pandemic has
87 had on society and how that will shape the future of how and where we work and the impacts that will have on our needs
88 regarding transportation in the long term.

PURPOSE: To receive information on the Durham-Chapel Hill-Carrboro Metropolitan Planning
Organization (DCHC MPO) Metropolitan Transportation Plan (MTP) and ask questions as
needed.
BACKGROUND: The MPOs are responsible for long-range transportation planning for its
member jurisdictions and are federally required to have a fiscally-constrained Metropolitan
Transportation Plan (MTP). The MTP recommends major transportation projects, policies and
strategies designed to maintain existing transportation systems and serve the region's future
travel needs using its limited financial resources. In DCHC MPO, projects must be in the MTP to
be considered for the State's Prioritization of Transportation (SPOT) process.
Orange County planning staff has been working with DCHC MPO and local jurisdictions on the
2050 MTP. Press releases and public engagement events have been posted on the County's
website throughout the planning process. More information on the 2050 MTP can be found
on DCHC MPO 2050 MTP website.
Orange County's next steps in support of the MTP process established by the DCHC MPO is as
follows:
• Aug 18 — OUTBoard introduction to the MTP as a primer in advance of its September
meeting.
• Sept 15 — OUTBoard receives Transportation Planning comments and shares any
comments it may have for staff to share with the BOCC and MPO.
• Oct 5 — BOCC Comment
MPO Next Steps
All public comments are used to help develop the Preferred Option. The Preferred Option is the
Draft 2050 MTP. The final 2050 MTP is scheduled to be adopted by the MPO Board in
February 2022. As permitted by the MPO schedule and process, Transportation Planning staff
will return to the OUTBoard and BOCC for any comments on the Preferred Option.

PURPOSE: To receive information on the Burlington-Graham Metropolitan Planning
Organization (BG MPO) Comprehensive Transportation Plan (CTP) and ask questions as
needed.
BACKGROUND: The CTP is the first step in determining an area's transportation network
vision, goals, objectives and the projects necessary to achieve them. Orange County's CTP is
split among Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO),
Triangle Area Rural Planning Organization (TARPO) and BG MPO; each MPO/RPO adopts
CTPs on different schedules and with unique processes for subsequent updates and
amendments.
BG MPO has tasked the North Carolina Department of Transportation (NCDOT) with updating
its CTP. In Orange County, the area around Mebane is within BG MPO's planning area and
included in the CTP. Orange County transportation planning staff submitted recommendations
included in Orange County's adopted 2019 Efland-Buckhorn-Mebane Access Management
Plan for consistency and to help inform the update to BG MPO's CTP. More information on BG
MPO's CTP can be found on the MPO's website at BG MPO CTP. NCDOT anticipates
completing the CTP by end of 2021.
MPO Next Steps
BG MPO and NCDOT will provide opportunities for public involvement during fall and winter of
2021, prior to any formal action on the CTP. These opportunities will shape BG MPO's CTP.
Orange County Transportation Planning staff will continue to keep the OUTBoard apprised of
the CTP update and process.

PURPOSE: To review the running list of non-Strategic Transportation Improvement Program
(Non-STIP) projects maintained by Orange County Transportation Planning Staffand convey any
additional projects that should be added.
BACKGROUND: On April 21, 2021, Transportation Planning staff presented the Small
Transportation Projects — non-STIP — list to the OUTBoard for their bi-annual review. This is an
ongoing list of potential local projects administered by NCDOT. Such projects are:
• High Impact-Low Cost Program and Hazard Elimination Program
• SPOT Safety and SPOT Mobility
• Highway Maintenance Improvement Program (HMIP)
Attachment 1 provides the common characteristics of these local non-STIP projects, such as:
• No right-of-way acquisition, construction ready and under contact in 24 months of approval;
• Costs over $250,000 typically requires resolution of support from local elected body;
• Funding can be paired with other funding sources; and
• Subject to Board of Transportation (BOT) approval.
OUTBoard members reside in all areas of the county and share familiarity with the roads and
any safety or maintenance concerns. Staff has developed an ongoing Small Transportation
Projects list (Attachment 2) and request OUTBoard members assist staff in helping to identify
such local projects as:
• Dangerous intersections or road segments where accidents are known to occur
• Potholes, drainage problems, pavement deteriorations, or similar road conditions
Recent updates to this list include: Norewood Subdivision, Sonoma Way Crosswalk, and Orange
Grove Road Maintenance. Once non-STIP projects meet NCDOTs quantified funding criteria
and are approved, there is little design or public involvement as they are relatively small projects,
with very low impact and are construction ready. Maintenance projects aren't subject to the
same type of criteria but prioritized and implemented based on available funding. Orange
County Transportation Planning staff has had good success with NCDOT in addressing
maintenance needs over the years.

RECOMMENDATION(S): Staff recommends the OUTBoard review the attached materials, ask
questions as needed, and provide any possible projects it may suggest for inclusion
in Attachment 2.

High Impact-Low Cost Program:
• Purpose- Deliver localized roadway improvements deemed to have substantial
benefit while minimizing cost and project delivery time
• Introduced in 2017 legislative session
• Approx. $3.5 million per Division per biennium
• Project cap $1.5 Million
• Projects over $250 K require resolution of support from local elected body
• Selection Criteria: Traffic volume, accidents, lane and shoulder width, pavement
condition, multimodal benefits, other funding sources, County economic
prosperity ranking
• Local input solicited
• Current/Recent Orange County Projects
o Extend northbound right turn lane on Churton Street at US 70
• Examples of Potential Project Types
o Intersection (turn lanes, radius improvements, realignments)
o Signalization or modification of existing signals
o Widening lanes and resurfacing, pavement strengthening
o Other projects that do not require R/W acquisition or utility relocation
Spot Safety Program:
• Purpose- Deliver smaller localized improvements to address identified safety and
operational issues
• Project cap $400K but can be combined with other funding sources
• Can be paired with other funding sources
• Projects assessed on a quarterly basis for relative cost/benefit scoring based on
anticipated reduction in frequency and/or severity of crashes
• R/w acquisition and utility relocation costs are eligible but should be minimized
• Project delivery in 18-24 months following funding approval
• Current/Recent Projects in Orange County
o Buckhorn Road at West Ten Road- Install all-way stop
o NC 86 at Sawmill Road- Install flasher, channelization and sight distance
improvements
o Old NC 10 at Lawrence Road- Horizontal Curve and superfetation

• Projects programmed in STIP but not subject to SPOT process
• ROW acquisition and utility relocation costs are eligible but should be minimized

acceptable operation and maintenance condition
• Recurring annual allocation per county/division as stipulated by enacted State
budget

• Close coordination with local stakeholders is critical in project selection and

North Carolina General Statutes 136-66.1 There is no fiscal constraint on CTPs, so they are robust in size and nature,
and they are required by the state for both MPOs and RPOs.

Metropolitan Transportation Plans (MTPs) are the long-range plans for transportation improvements across the region.
They include roadway,transit, rail, bicycle, pedestrian and other transportation projects for the next 30 years.2 These
plans are fiscally-constrained and function as a subset of the CTP; if the CTP is the outermost layer of an onion,the MTP
is the next-most layer below. MTPs are federally-required for Metropolitan Planning Organizations (MPOs) only (and are
not required for Rural Planning Organizations [RPOs]).
