PURPOSE: To request BOCC permission to allow the Human Services Advisory Commission
to donate registration proceeds from the 2005 Human Services Issues Forum equally to the two
major County partner agencies serving the needs of the homeless, Inter-Faith Council (IFG) and
Orange Congregation in Mission (OCIM).
BACKGROUND:
The Human Services Advisory Commission and the Orange County Partnership to End
Homelessness are collaborating this year to present the 17`h annual Human Services Issues
Forum titled, "Welcome Home: A Bold Proposal to End Homelessness", on Wednesday,
September 14. In the interest of economy and symbolism of longstanding ecumenical support
for helping the homeless, the Commission and Partnership agreed to hold Forum 2005 at the
United Church of Chapel Hill at the corner of Martin Luther King Jr. Boulevard and Homestead
Road. The Forum will run from 8:30AM to 1:OOPM. A preliminary program is attached for your
review.
In keeping with the homelessness theme, the Human Services Advisory Commission requests
that the BOCC allow the registration proceeds from the Forum to be divided equally and a
check from the County issued after the Forum to IFG and OCIM. The registration fee is $12.50
and typically 100 -125 persons attend the Forum. On that basis, there could potentially be up to
$1563 to be donated, or up to $781 per agency. A memorandum of understanding would be
signed with IFG and OCIM to ensure that these additional public dollars would be specifically
used to for a special project or purpose for the chronically homeless and not simply succumbed
within their general operating funds. With BOCC approval, Forum planners will prominently

display and promote in all Fonam registration materials and promotional advertising the fact that
all registration proceeds will be donated equally between IFC and OCIM.
FINANCIAL IMPACT:
Each year the BOCC provides an appropriation far the Forum as part of Non-Departmentals.
This year's allocation is $6300. In years past, registration proceeds from the Forum have
returned to the general fund as an offset to expenses. This year, with the move from the Friday
Center to the church location, Forum planners will realize a significant budget savings of over
$5,000, Projected expenditures for Forum 2005, all total, are expected to be below $5000.
Approval of this request will authorize County payment of one half share of Forum 2005
proceeds to IFC and OCIM to further special projects and programs on behalf of clients
experiencing chronic homelessness. The BOCC will be informed of the actual proceeds and
payments made to the agencies.
RECOMMENDATION(S):
The Manager recommends that the Board approve the request from the Human Services
Advisory Commission and authorize payment of Forum 2005 proceeds to be shared equally by
the Inter-Faith Council and Orange Gongregations in Mission.
