PURPOSE: To appoint representatives from the BOCC to serve on the public art selection
committees for the Homestead Park Aquatics Center and Southern Community Park projects.
These public art selection committees are separate and distinct from the Project Planning
Committee for the Southern Community Park and the Aquatics Center.
BACKGROUND: On October 1, 2003, the BOCC unanimously approved Orange County's
plans to designate 1 % of the funds allocated for Southern Community Park and the Homestead
Aquatics Center for public art and also authorized the Orange County Arts Commission to work
collaboratively with the Chapel Hill Public Arts Commission on the public art aspects of these
two projects funded jointly by Orange County and the Town of Chapel Hill.
As requested by Chair Margaret Brown and Commissioner Barry Jacobs at the September 16,
2003 meeting of the Project Planning Committee for the Southern Community Park and the
Aquatics Center, representatives from both the Orange County Arts Commission and the
Chapel Hill Public Arts Commission met to develop the attached guidelines and timeline for
collaborating on these two projects. According to these guidelines, representatives from the
BOCC would participate on the public art selection sub-committees for these two projects.
FINANCIAL IMPACT: There would be no additional impact to the budget.
RECOMMENDATION(S): The Manager recommends selection of representatives from the
BOCC to serve on the public art selection committees on these two projects.

BACKGROUND
1% for art on these two projects was approved on Oct. 1, 2003 by the BOCC at
their regular meeting. At that meeting, the BOCC also approved collaboration
between the Orange County Arts Commission (OCAC) and the Chapel Hill Public
Arts Commission (CHPAC) on these two public art projects.
1. Budget
Southern Community Park -
Orange Co 1997 bond $ 795,000
Orange Co 2001 bond 2,000,000
Total $2,795,000
1 % reserved for art for the entire budget =about $28,000. (There are no Town of
Chapel Hill funds involved in this project.)
Aquatics Center -
Town 1996 bond $1,160,000
Orange Co 1997 bond 855,000
Orange Co 2001 bond 3,500,000
Total $5,515,000
1 % reserved for art for the entire budget =about $55,000.
2. Process
Chair Margaret Brown and Commissioner Barry Jacobs requested a process for
implementation at the Sept. 16, 2003 meeting of the Project Planning Committee
for the Southern Community Park and the Aquatics Center.
The Orange County Arts Commission requests approval of the following process:

STEP 1 -Public Art Review Committee determines scope of project - 7 month
A Public Art Review Committee (PARC) is assembled to discuss the overall site for the
project and options for incorporating public art. The PARC oversees the initial
conceptual development and follows the project through each phase of design, review,
fabrication, and installation.
The PARC is co-chaired by a CHPAC member and an OCAC member and includes:
one member of the CHPAC, one member of the OCAC, a representative from the
Chapel Hill Town Council, a representative from the Orange County Commissioners, a
representative from the prime consultant (architect, landscape architect, and/or
engineering firm), the Chapel Hill Town Manager or a designee, the Orange County
Manager or a designee, and a representative from the department or agency that will
use or be responsible for the overall capital project site. It is advisable to include an arts
professional and members of the community who may use the proposed facility and/or
the site.
The prime consultant(s) will inform the PARC of the overall design and program for the
site and engage in discussions to identify public art sites and methods for
implementation.
In addition to discussing options for incorporating public art at the site and helping to
shape the call for artists, the Public Art Review Committee could choose to retain the
services of an artist to serve as a Design Consultant for the Project prior to selecting
artists(s) to create site-specific works for the Project.
STEP 2 - A call for artists is issued and submissions are received - 3 months
After the PARC has defined the public art project, a call is issued to artists. Calls to
artists are typically issued in one of the following ways:
• Request for Proposals (RFP): artists are asked to submit detailed and specific
proposals for the site;
• Request for Qualifications (RFQ): artists are asked to submit slides and/or examples of
their previous work relevant to the project;
• Limited Call: specific artists are invited to submit proposals and/or qualifications.
STEP 3 -Artist Selection Committee se/ects the artist - 2 months
After both Commissions receive the. artists' submissions an Artist. Selection Committee
(ASC) is assembled to narrow down the list of possible artists. The ASC is responsible
for artist selection methods for the specific project(s) including but not limited to, the
number of meetings; the number of finalists; the materials requested of the finalists;
honorariums paid to artists for presentations; among other responsibilities. The final
recommendation needs to be approved by the CHPAC, the OCAC, the Board of County
Commissioners of Orange County and the Chapel Hiil Town Council.
The ASC is co-chaired by a CHPAC member and an OCAC member and includes: one
member of the CHPAC, one member of the OCAC, a representative from the Chapel
Hill Town Council, a representative from the Orange County Commissioners, a
representative from the prime consultant (architect, landscape architect, and/or
engineering firm), the Chapel Hill Town Manager or a designee, the Orange County
Manager or a designee, and a representative from the department or agency that will
use or be responsible for the overall capital project site, two art professionals, and at
least two community members.
STEP 4 -Artist(s) submit(s) design proposal(s) for review and final approval - 1
month
The artist's final design proposal is presented to the PARC, the ASC, the CHPAC, and
the OCAC. Once the project has been approved by the CHPAC: and the OCAC, the
proposal is displayed for public comment.
STEP 5 -Approval of Artist(s) Contract(s)
Once public comment has been reviewed and evaluated, the CHPAC and the OCAC
inform the artist of comments that may influence the proposed design, including, but not
limited to, technical feasibility; maintenance acceptability; and fabrication cost. Artists'
contracts must be approved by the Chapel Hill Town Council and executed by the
Chapel Hiil Town Manager or a designee.
3. Representatives
The OCAC requests BOCC representation on these two separate public art
selection committees. Current representation is as follows:
