BACKGROUND: On November 1, 1995, the BOCG approvetl a policy for impact tee reimbursement to local non-profR organizations Nat met the established ellglbillty crl[eda. This policy was last revised cn March 4, 1998. The policy requires the following: 1. Housing must be tlevelopetl for first-time homebuyers with inwmes et or below 80% ofi HUO published metlian income for the Raleigh-DwhemChepel HIII, NC MSA; 2. AffoNable housing is defined es owneroccupled housing which can be purchased for no more than 2.5 times annual family inwme; and 3. The non-pmq[organlzatlon must certify in wrking that for owneraccupietl housing, it will remain aROrtlable to the anticipatetl benefmiary or beneficietles for a petlotl of a minimum of ninety-nine (98j years. This requlremen[ will be securatl by a Declaration of Reetnc[ive Covenants. 4. The non-profit organization is responsible for provitling tlocumente[lon oflmpacl fee payment. The County has received a reimbursement request for $5,000 from Habitat for Humanity of Orange County, NC, Ina (HHOC) for four homes being built in the Richmond Hills subdivision. HHOC has providetl evitlence that the impact fee for all eight homea hoe been paid end house wnstmc0on is in varying degrees of completion. Habitat anticipates completion of these homes by December 15, 2001. The request has been reviewed in accortlance wish the above stated eligibilRy cd[ede and tletermined eligible for reimbursement. 1. Ves FINANCIAL IMPACT: The approved 2001-02 budget included a total of $126,000 for reimbursement of impact fees. RECOMMENDATION(S): The Manager recommends approval of the impact fee reimbursement request from Habitat far Humanity of Orange Ccunty, NC, Inc. far $3,000 for four new homes.
