PURPOSE: To mnalder joining the lntemational Council for LOCal Environmantel lnltlatlvea
(ICLEI) and the Cities and Counties for Gimate Protection (CCP) program, administered by
ICLEI a[[he University of Califomla in Berkeley, California.
BACKGROUND: Tha goal of the CCP program is to reduce greenhouse gas (GHG)emiasions
that have been implicetetl in long-term climate change and are also the reeuk of ineffctenl use
of fossil fuels. To qualify for the progrem, cities or muntlee (both c81ee antl counties may be
members) must 1) contluct a loml emisalona enalyeia antl inventory of community and
municipal GHG sources; 2) atlopt en emissions reduction target 3)tlmft an action plan to
achieve [he target; antl 4) carry out implementation and monilodng. Tha ICLEI provides
support in [he form of technical ass lance, annual ireining workehopa, publications, compe[Bive
grants, antl access to a natwodc of partlclpaPmg local governments.
The neetl for emissions retluction is shong in We Triangle, wM1ich ranks among the nation's 25
most ozone-pollutetl regions. On a relatetl cote, Triangle J Council of Governments qualified
the Triangle region for the ILS. DeperimeM m Energys Clean Cties Progrem in November
2000, a voluntary, locally basetl Inttiative to expand the use of alternative foal vehicles.

also consieleM wM the BoaM's proposetl Air Quality goal, which inductee objectives relatedb
examining emissions In the County vehicle fleet, pursuing arM promoting altema[ive-fuel
vehicles, and retlucing emissions Countywitle. The BoaN of Commissioners also has under
consitlem[bn a proposed Regulated RecyGable Materials OMinance, which while primarily
focused on Me regulation of solid wastes, could also produce a semntlary benefit of improvetl
air quality through hs provisions [ha[ would ban most open burning of waste in unincoryoratetl
Orange County.

The BaaN reviewetl the ICLEVCCP program In January and asked etaHto evaluate the
posslbili[ies of joining the program. Since that time, the Tcwn of Chapel Hill hee adopted a
resolution asking the County and Carrboro to partner in the program antl joln0y tlevelop the
local emissions inventory and analysis. On November 12, [he Commission for the Environment,
which has also reviewed the CitieslCounties for Climate Protection program, etlolNed a
resolution in support of joining ICLEI.
FINANCIAL IMPACT: The memberehip cost forjolning ICLEI will be $1,5]5$1,]50 per year.
Stall Is recommentling that the County loin effective July 1, 2002 antl that adequate funds be
appropriatetl in the FY 02-03 butlget. As a result of joining the progrem, a local emissions
Inventory antl analysts must be performed. The Town of Chapel Hill has suggested a joint
Countywide analysis antl inventory, with a proposed grant application to cover costs (which are
expected b be $30b0,000). The City of Durham obtainetl a $50,000 ICLEI grant antl funtls
from the N.C. State Universdy Industrial Fxtensbn Semca for this purpose, but [hose footling
sources are no longer available. However, Federal funtls may be available through the US
OepaNnent of Energy Clean CI[les Program, the Congestlon Mltigatlon antl Air Duality
Improvement Program antl the State Energy Progrem.
RECOMMENDATION(S): The Managerrecommends tha[Me BOartl agreeto join ICLEI antl
the ChieslCOUnlies for Climate Protection Progrem as of July 1, 2002 antl that funtls be
allocated In the upcoming butlget kr thls purpose. The Boats may wish to discuss the proposal
from the Town of Chapel Hill for cooMinating the emissions inventory at an upcoming Assembly

WHEREAS, Omnge County and the Towns cf Chapel Hill and Carrboro are
commundies that take great pride in their awareness'sntl interest In
environmental protection at the loca4 State, national and global levels, entl
WHEREAS, the County receivetl information aboutlhe International Council far
Local Environmental Initiatives (ICLEI) entl the CitieslCOUnties for Climate
Protection Progmm earlier this year, and
WHEREAS. the Bcartl of County Commissioners on November 20 will receive a
report regartling the potential forjoining these programs, entl
WHEREAS, the Town of Chapel Hill's resolution regartling Joint efforts fiwartl a
County emissions inventory is rgnsistent with the Commission's interests entl
goals, entl oRera an excellent opportunity for Chapel Hill, Canboro, and the
County to work together on important issues that affect the environment entl our
quality of life
NOW, THEREFORE, BE IT RESOLVED that the Commission far the
Environment recommentls that the BoeN of Commissioners agree to become a
member of ICLEI entl the CitiealCOUnties far Climate Protecion Program in July
2002, and rewmmends that the County work with Chapel Hill entl Carrboro to
tlevelop an emissions inventory as an important step in protecting our naW rat
resources.
