PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens
to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any
time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the
offending person to leave the meeting until that individual regains personal control. Should decorum fail to be
restored, the Chair will recess the meeting anti! such time that a genuine comrnitrnent to this public charge is
observed.

a. Grassroots Grants Awards
The Board will present 2001 Spring Arts Grants (Grassroots Grants)
b. Hillsborough Exchange Club Family Center
The Board will receive information about a new non-profit organization, the Hillsborough Exchange Club
Family Center, also conducting business as the Hillsborough Exchange Club Center for the Prevention of Child Abuse.
c. 2000-2001 Comprehensive Annual Financial Report
The Board will receive the Comprehensive Annual Financial Report (CAFR} and Single Audit Report far the
fiscal year ended June 30, 2001.

8. ITEMS FOR DECISION -CONSENT AGENDA (8:30-8:40}
a. Motor Vehicle Property Tax Refunds
The Board will consider seven requests for motor vehicle property tax refunds.
b. Declaration of Bond Referendum Results and Reimbursement Resolutions
The Board will officially accept the report of the Board of Elections on the results of the November 6, 2001
Bond Referendum and consider adoption of resolutions authorizing the County to reimburse itself for bond project
expenditures incurred prior to the sale of bonds.
c. ICLEI/Cities/Counties for Climate Protection Proaram
The Board will consider joining the International Council for Local Environment Initiatives (ICLEI) and the
Cities and Counties for Climate Protection (CCP) program.
d. Impact Fee Reimbursement -Habitat for Humanity/Richmond Hills
The Board will consider an impact fee reimbursement request from Habitat for Humanity of Orange
County, Inc., for $3,000 for four new homes.
e. HOME Proaram - Proaertv Acquisition
The Board will consider authorizing a development agreement with the Town of Chapel Hill on behalf of the
Orange County HOME Consortium for the acquisition of rental property in Chapel Hill.
f. Rural Guest Establishments Zonina Ordinance Amendments
The Board will consider a decision on proposed Rural Guest Establishment amendments to the zoning
ordinance pertaining to the Rural Buffer Zoning District.
g Petition for Addition of Subdivision Roads to the State Secondarv Road Proaram: East Mill
Pointe Lane. Pinefield Court and Thistledown
The Board will consider a petition to add three roads, East Mill Pointe Lane, Pine field Court and
Thistledown Court, in Mill Pointe subdivision, Chapel Hill Township, to the state-maintained secondary road system.
h. Petition for Abandonment of 0.27-mile seament of Clvde Road from the State Maintenance
Proaram
The Board will consider a petition from the North Carolina Department of Transportation for abandonment
of Clyde Road in Chapel Hill Township from the state secondary road maintenance program.
i. Amendments to Oranae County Subdivision Reaulations Section IV-B3 to Clarify Provisions for
Street Riahts-of-way and Coordinated Street System
The Board will consider proposed amendments to the Orange County subdivision regulations to clarify
section IV-B-3-a, provision of streets rights-of-way, and section IV-B-3-b, provision for a coordinated street system.
L Amendments to Flexible Development Street Standards Consistent with Private Road Standards
Adopted October 10. 2000
The Board will consider proposed amendments to the Orange County subdivision regulations, section IV-
B-10.4, flexible development street standards.
k. Appointment to Carrboro Board of Adiustment
The Board will consider an appointment to the Carrboro Board of Adjustment.
I. Appointment to Oranae Community Housina and Land Trust (OCHLTI
The Board will consider an appointment to the Orange Community Housing and Land Trust.
m. Aooointment to the Carrboro Committee to Preserve the Adams Prooertv on Bolin Creek
The Board will consider appointing a representative to Carrboro's Committee to Preserve the Adams
Property on Bolin Creek.
n. Auuointment to the Hillsborouah Board of Adiustment to an Extraterritorial Jurisdiction (ETJI
Position
The Board will consider an appointment to an extraterritorial jurisdiction position on the Hillsborough
Board of Adjustment.
9. ITEMS FOR DECISION -REGULAR AGENDA
a. Request for Civil Penalties - Hulan Bradshaw & Dollev Torain Zonina Violation - Storaae of
Unanchored. Unsecured Manufactured Home (8:40-8:55)
The Board will consider the assessment of civil penalties for a continuing zoning violation.
b. Request for Assessment of Civil Penalties - Churton Grove Subdivision Zonina Violations --
Sianaae (8:55-9:05)
The Board will consider the assessment of civil penalties for a continuing zoning violation.
c. Fox Hill Farm Central - Preliminary Plan (9:05-9:25)
The Board will consider a preliminary plan for Fox Hill Farm Central.
d. Water and Sewer Manaaement. Plannina and Boundary Aareement (9:25-9:45)
The Board will consider adoption of the Water and Sewer Management, Planning and Boundary
Agreement following final review by parties to the agreement.
e. Oranae County Transportation Priority List for 2004-2010 TIP (9:45-10:05)
The Board will consider Orange County's transportation priority projects for the 2004-2010 Transportation
Improvement Program.
10. REPORTS
a. Southeast Hiah Speed Rail Tier 1 Draft Environmental Impact Statement (10:05-10:20)
The Board will receive a report on the Southeast High Speed Rail (SEHSR), and potential impacts on
Orange County.
