PURPOSE: To provitle a schedule of important events antl aspects of the process leading to the
Comprehensive Plan update.
BACKGROUND: The Comprehensive Plan has not been thoroughly updatetl since 1981. Since
early 2001, census data has been analyzetl to update base tlemogrephic inklmation.
Susfainability goals as well as Shaping Orerge Count's FuNre report has been developed to help
guitle [he direction of future lend use goal, objectives, end policies.
The attached achetlule ou0ines milestones leading to further tlevalopmeM antl public outreach of
the plan. Staff is investigating two software progrems that assist in long renge lantl use and policy
implication. Products such as'Community Viz'and'Wha[iP tlevelop interactive scenarios that
assist in decision making.
As a separe[e subject, the Planner III who will anchor the comprehensive plan entleavor has not
been hiretl since the hiring process is ongoing but hopefully nearing closure over the ne#few
weeks. Background research is being done by Gene Bell, Planner III, Paron Cain, Planner II antl
Cmig Benetlic[, Planning DireMOr, as preliminary work towards accelerating [he scenario creation
progress.
FINANCIAL IMPACT: None atthia time.

Small Area Planning
I propose far consitleretion the informal organization of the following afantling committee
members. This group will meet with staff and be present at public outreach sessicns
over the neM 3-8 months.
This committee will act as a sounding board as comprehensive planning slaH Unfolds its
venous plannlnq strategies and assists ataHwith tleveloping the pros antl cons of the
tlifferent scenarios. They woultl not bee recommentling committee but en important
group to offer their perspective on the comprehensive goals, obleciives, and policies as
applietl [o countywide application.
They woultl meet in December wiM staff only and be present with [he general
community open forums In January and Febmary es public outreach pmgmms
regeNing the comprehensive plan is pmsented by staff These forums do not suggests
apecifc planning policy tliredion but offer a range of growth management opportuni[les.
