PURPOSE: To award one housing rehabilitation contract for the CDBG Housing Rehabilitation
Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program. The informal bidding process is governed by the North Carolina General Statues
§143-131 and does not require a minimum number of bids. Additionally, present program
procedures provide that housing rehabilitation contracts be awarded to the lowest responsible
bidder. Additionally, all contractors participating in the County's Rehabilitation Program are
required to utilize current deconstruction and material recycling methods during the repair
process.
Sealed bids were solicited from participating contractors on October 2, 2003 and October 10,
2003 with a bid opening on October 17, 2003 and three bids were received. Bid results are
attached. Triple J Construction Company submitted the lowest bid respectively.
FINANCIAL IMPACT: The Scattered Site CDBG Program provides funding for this program.
RECOMMENDATION(S): The Manager recommends awarding the following housing
rehabilitation contract:

Exterior:
Scrape and paint the foundation with two coats of flat, exterior latex paint.
2. Secure all loose corners on the aluminum siding. Clean the siding with a
cleaner formulated for aluminum siding. Paint the siding with flat, exterior
latex paint. Paint to cover completely.
3. Replace five windowsills.
4. Replace four pieces of 1x5 window trim with like sized lumber.
5. Replace approx. 12 I.f. of fascia in the front of the house and approx. 36 I.f
in the rear of the house.
6. Install approx. 24 I.f. of soffitt in the rear of the house and approx.24 I.f.of
soffitt in the front of the house.
7. Cut 4x12 holes in the front and rear soffitt boards every eight feet.
8. Remove all tree limbs that hang over the house.
9. Remove the existing carpet on the front porch. Prepare the surface for
carpet. Patch any holes and level any depressions in the existing
concrete. Install an indoor/outdoor glue-down carpet and trim on the front
porch. Carpet to cost not less than $4/yd.
10. Prepare the front porch posts for paint. Paint the posts with semigloss,
exterior, latex paint. Paint to cover completely.
11. Install two foundation vents and galvanized foundation wells in the left side
foundation.
12. Remove all trash from the crawl space.
13. Install aluminum, continuous gutter and downspouts.
14. Uncover two existing splash blocks. Install additional splash blocks under
the remaining downspouts.

15. Install vinyl soffitt with ventilation every four feet on the front and rear
sections. Wrap the fascia, door and window trim with aluminum coil stock.
16. Paint the exterior doors and crawlspace access door and frame with
exterior, semigloss latex paint. Paint to cover completely.
Roof:
1. Remove the roof covering to the sheathing. Remove the gutter and the
turbine vent. Patch the hole with like size sheathing. Install fifteen Ib. felt,
three tab, fiberglass shingles, aluminum drip edge, new plumbing vents
and a shingle type ridge vent. Remove the tar from the chimney and install
galvanized flashing and counter flashing.
2. Replace 100 I.f. of 1x6 sheathing.
Interior:
Living Room:
Install two, vinyl replacement windows and trim. Windows to have one
openable sash, locks and screens.
2. Paint the ceiling with ceiling white latex paint. Paint to cover completely.
Install one coat of latex, satin gloss polyurethane on the trim and paneling.
Install two coats of latex, satin gloss polyurethane on the floor.
3. Install a vinyl over wood storm door with pneumatic closure and vinyl
sweep. Door to have a lifetime warranty.
4. Install lockset and deadbolt to be keyed the same on the front door.

Kitchen:
1. Install a six panel, metal insulated door unit with weather-stripping,
aluminum threshold, lockset and deadbolt to be keyed the same as the
front locksets and a wide view peephole and matching interior trim.
2. Install a vinyl over wood storm door with pneumatic closure and vinyl
sweep. Door to have a lifetime warranty.
3. Install one vinyl replacement window and trim. Window to have one
openable sash, locks and screen.
4. Paint the ceiling with ceiling white latex paint. Paint the trim and door with
semigloss, latex paint. Paint to cover completely.
5. Remove the baseboard. Install'/4 inch, wood paneling and trim. Install 1x6
baseboard.
6. Install '/ inch lauan plywood on the floor. Prepare the plywood for vinyl.
7. Install vinyl floor covering, metal trim and shoe mold. 'Vinyl to cost not less
than $14/yd.
8. Install custom-made sink base to match the existing cabinets.
9. Install a rolled back, formica top.
Bath:
1. Remove the wall covering tub, vanity and commode.
2. Insulate the exterior wall to R-15.
3. Repair the floor and sub floor with like-size material.

4. Replace four deteriorated studs.

5. Replace approx. 5 I.f. of sole plate.
6. Replace two floor joists with like-size lumber.
7. Install'/2 MR sheetrock on the walls. Tape and finish the sheetrock
smooth.
8. Install 1x6 baseboard.
9. Install '/ inch lauan plywood. Prepare the plywood for vinyl.
10. Install vinyl floor covering, metal trim and shoe mold. 'Vinyl to cost not less
than $14/yd.
11. Paint the ceiling with ceiling white, latex paint. Paint the walls, doors and
trim with semi gloss, latex paint. Paint to cover completely.
12. Install a vinyl replacement window and trim. Window to have one
openable sash, lock and screen.
13. Install a five piece accessory kit to include two towel bars, a soap dish
holder, paper holder and tumbler holder.
14. Install blocking and two, thirty-six inch handicap grab bars. Install one
vertically at the head of the tub and one aforty-five degree angle on the
long wall of the tub.
15. Install tub enclosure with corner shelves.
Right/Front Bedroom:
1. Install a vinyl replacement window and trim. Window to have one
openable sash, locks and screen.
2. Paint the ceiling with ceiling white latex paint. Cover all stains. Paint to
cover completely.
3. Paint the trim and doors with semigloss latex paint. Paint to cover
completely.

Right/Rear Bedroom

Paint the walls with flat, interior latex paint Paint the trim and doors with
semigloss latex paint. Paint to cover completely.
3. Install a six panel, wood, interior, door unit and lockset. Install matching
trim.
4. Install carpet and pad. Carpet to cost not less than $14/yard.
Hall:
1. Install one coat of latex, satin gloss polyurethane on the paneling and trim.
2. Install two coats of latex, satin gloss polyurethane on the floor.
3. Cover all stains on the ceiling. Paint the ceiling with interior, latex, ceiling
white paint. Paint to cover completely.
4. Install an attic access frame, cover and trim.
5. Install a prehung door unit, matching trim and closet lockset on the closet.
6. Remove the existing furnace. Install matching paneling on the wall.
Electric:
1. Install a 200-amp breaker panel, weather head and mast.
2. Install GFl outlets in the kitchen and bath.

3. Install electric smoke detectors in each bedroom and hall.
4. Install arc fault interrupters in each bedroom.
5. Install an outlet at the furnace, a fixture in the attic and crawlspace.
6. Install a vent fan in the bath.
7. Install a ductless range hood over the stove.
8. Install a fixture and switch in the living room, kitchen, rear entrance and
the rear bedroom.
9. Secure all loose wires in the crawlspace.
Plumbing:
1. Install the main drain vent properly.
2. Install a washerless, single lever faucet on the kitchen sink.
3. Install aluminum strainers, a p-trap assembly, supply lines and cutoffs on
the kitchen sink.
4. Install a handicap commode, supply line and cutoff.
5. Install a smooth finish, fiberglass tub, single lever, washerless faucet,
shower mixer and hand-held shower with two clips.
6. Install a transfer seat.
7. Reinstall the existing vanity and top. Install a p-trap assembly, cutoffs and
supply lines.

Mechanical:
1. Install a gas pack heat and air system with insulated ductwork. Make all
electrical and mechanical connections.
Insulation:
Replace all loose insulation in the crawlspace.
2. Install a 6-mill vapor barrier.
Provide a termite inspection and treatment.
