PURPOSE: To mnaltler reaming the services of CTL Engineering, Inc. to tlesign the FV 2001-
2002 roofing projects on County buildings.
BACKGROUND: The County contracted with CTL to conducts roof analysts of ell County
buildings in 1998. The study forms the basis of the Cpunty's roof replacement program.
Projects recommended for this fecal year include the following:

In atltlition [o these projects, CTL has recomrnendetl that the Count' replace the metal roof on
the 129 East King Street building purchased last year and ronovatetl for Purchasing and
Centrel Services Department offices. Initial essessmerds indirafed that repeim could solve the
roof leaks at the acllhy. Howeveq CTL hea indicated that fie manner in which the roof was
installed will create atltlitional leaks and create ongoing maintenance issues. Because of the
approach to energy emciency and energy management that the building design follows. it is
critlralto ensure that the refter lnaulation remains dry. Funding le availablem etltl this project
l0 the 2001-2002 echetluh, so it appears pmdenl t0 complete the work so renovations will In no
way be jeopartl¢ed and the energy management strategies may be eHec[ed perthe design.
CTL has previously completed roof tlesign work for the County with successful results. Further,
much of the baseline information needed for the design process is contained in CTL's database
created duriig the roof study. CTL hea aubmMed a proposal a tlesign, prepare specifications,
bitl and provitle conatmc[ion oversight far these protects for a total of $17,]00. This fee is
consistent with expected has hrprolects of this type. Acopy of the proposal outlining the
scope of work in greater tletail is attachetl.
CTL is preparetl a begin immetllately upon nobficatlon of accepance of the proposal. If is
anticipa[etl that all 2001-2002 rcohng projects would be completed by the end of Bummer 2002.

as they are bitl.
FINANCIAL IMPACT: Total cost of this agreement is $1],]00 antl is butlgetsd in the ROOF

RECOMMENDATION(S): The Manager recommends that the BOaN retain CTL Engineeri~,
Inc., fo complete work associated wdh the 2001-2002 roof replacement schetlule per the [elms
of the CTL Engineering, Inc. proposal dated October 23, 2001; antl authorize the Director of
