BACKGROUND: The Orange County Affordable Housing Advisory Board (ARAB) is charged with reviewing the bond program semi-annually to determine program outcomes. The recipients of 1997 Housing Bond submitted progress reports to the Housing and Community Development Department on July 31, 2003 detailing project progress to date. These reports were reviewed by ARAB and a summary report was prepared for the Board of County Commissioners. Martha Hoylman, Chair of ARAB, will present the report to the Board. FINANCIAL IMPACT: The 1997 Affordable Housing Bond Program represents a $1.8 million dollar investment toward local affordable housing efforts. RECOMMENDATION(S): The Manager recommends that the Board receive as information and provide any comments. ,1,0 Orange County Housing and Community Development Date: October 27, 2003 To: Orange County Board of Commissioners From: Martha Hoylman, Chair Affordable Housing Advisory Board Subject: Semi-Annual Housing Bond Program Report The Orange County Affordable Housing Advisory Board is pleased to present to the Board of County Commissioners this first Semi-Annual Housing Bond Program Report as required by the Orange County Housing Bond Policy adopted by the Board in October 2002. This report covers the period from program inception to June 30, 2003. Attached is a summary table of all 1997 Bond Projects followed by individual program summaries projects completed and those underway. You will note that the following projects have not commenced to date -Club Nova Apartments; Transitional Housing for Public Housing; and Rusch Hollow. A report of the current status of these projects is included as well. As you will note, there is approximately $352,500 in uncommitted funds available from the 1997 Housing Bond Program due to the return of funds previously committed to Orange Community Housing and Land Trust for the Meadowmont Project as well as $2,500 from the EmPOWERment Pine Hill Drive Project. The Advisory Board recommends that these uncommitted funds be added to the Land Banking Fund established from the 2001 housing bonds. There is presently $260,000 in 2001 housing bond funds reserved for land banking and the addition of these funds would bring the total available to $ 612,500. Project Type: Homeownership Income Targeting: Below 80% of area median income Project Address: Pine Hill Drive - Carrboro, NC Program Accomplishments: Four (4) townhomes -Three bedrooms and two baths BOND AWARD HISTORY In December 1999, $90,000 in bond money was awarded to EmPOWERment's Pine Hills project. The four (4) unit project was completed in June 2001; 15 months after the signed Development Agreement. The funds were used for infrastructure improvements, which were completed in September 2001; 15 months after the Development agreement was signed. The first 25 units were completed and occupied by June 2003. The L)evelopment Agreement was signed in February 5, 2002 and construction was coming to completion in June 2003; sixteen months after the Development Agreement was in place. CIARY INFORMATIO Leasing Underway Orange County Affordable Housing Bond Program Semiannual Project Progress Report Report period ending June 30, 2003 Project Sponsor: Club Nova Apartments, LLC Project Type: Rental Income Targeting: Below 50% of area median income Project Address: 103 West Main Street; Carrboro, NC Program Accomplishments: BOND AWARD HISTORY This 24 unit project was awarded $300,000 in bond funds in May 2002. Before the developer can complete the financing for this project, a decision on the provision of Project Based Section 8 Vouchers for this project must be received by the Washington office of the U.S. Department of Housing and Urban Development (HUD). This decision is expected at anytime. An application for project based vouchers was submitted to HUD by the County in February 2003 and the developer and County staff have been working since that time to answer all questions posed by HUD staff in order to receive a final decision. Orange County Affordable Housing Bond Program Semiannual Project Progress Report Report period ending June 30, 2003 Project Sponsor: Chapel Hill Department of Housing Project Type: Rental Income Targeting: Below 50% of area median income Project Address: Transitional Housing for Public Housing; Chapel Hill, NC Program Accomplishments: BOND AWARD HISTORY This project was awarded $75,000 in bond funds in June 2001. Bond funds would be used to assist in the acquisition of one dwelling unit to be rented for afive-year period by a current public housing resident transitioning to independent living. The Town of Chapel Hill Housing Department sponsors this program. Additional funding was needed to finance this project. These funds are now available and County staff anticipates entering into a Development Agreement with the Town of Chapel Hill by the end of the 2003 calendar year. 9 Orange County Affordable Housing Bond Program Semiannual Project Progress Report Report period ending June 30, 2003 Project Sponsor: Habitat for Humanity of Orange County, NC, Inc. Project Type: Homeownership/Rental Income Targeting: Below 50% of area median income Project Address: Rusch Hollow; Rusch Road/Rogers Road; Chapel Hill, NC Program Accomplishments: BOND AWARD HISTORY This project was awarded $110,000 in bond funds in June 2001. Funds would be used to assist in the development of 12 single-family dwelling units and five (5) special needs rental housing units. The project sponsor, Habitat for Humanity, reports that this project has been delayed due to changes in Chapel Hill's Land Use Management Ordinance that was adopted in January 2003. Currently, they are in the process of applying for approvals for a zoning change with the County and the Town of Chapel Hill, as well as a Special Use Permit from the Town of Chapel Hill. Approvals are projected to take place by December 31, 2003. A Zoning Compliance Permit should be issued in May or June 2004.
