PURPOSE: To consitler awaMinga bitl for the application of en epoxy Poor overing in certain
sections of the Orange County Jail.
BACKGROUND: By lew,[he Orange County Jail is subject to an annual inspection. As fhaBcaN
may recall, the last Inspection report intliratetl that the floors In approximately 5,104 square feet of tl
cltler section of the Jail were not in compliance antl neetletl to be re~painletl. In the past. Orange
County has peintetl the floors in these sections about every three years with an oil-base paint at an
estimated cast of $16,000. FuUher,m-painting the floors creates aslgniflcan[dismptlon wBhin Jail
operations since inmates must be re-locatetl numerous times as the work pmceetls. TMs Is not Drib

Some areas In the old portion of Ne jail receNetl Me epoxy covering several yearn ago. When the
new atldition to the jail was buiR in 1998, the concrete floors were also mveretl with an epoxy
membrane. These floors are bottling up very well, are showing little or no signs of wear, and are
eigniflcamly easier to maintain that painted canasta. Based on an expected life of 15 years, the
epozy will replace at least flue paint cycles. ConsMering an {nfla0on factor of only 2%, et a
minimum, this saves the County in excess of $20,000 over the IHe of the epoxy floor. Further,
this will eliminate the logistical problems associated with the repainting. Stall therefore feels that
using a similar application in the alder areas of Ne jail ie atlvisable.
A summarization of the bitl process is as follows:

• Based on evaluation by County staff. the lowest responsible bid ihst was responsive was
submittetl by Finnell Flne Coatings at a coat of $63,212.
• County stall remmmentls awaid of bid to Finnell Fine Coatings.
FINANCIAL IMPACT: Total cost of Nis action, if approvetl by the Boats, wcultl be $83,212.00.
Sufficient funds are available in the County's current Long-Range Capital Plan.
RECOMMENDATION(S): The Manager rewmmends that the Boartl awartl the bitl to Finnell Fine
Coatings of Garner. North Carolina in the amount of $83,212.00; and author¢e the Purchasing
Director to exewte the necessary papeiwark.
